Dear Northwest Chula Vista Neighbors and Friends,

March certainly was a thrilling month in Chula Vista!

Sesame Place Chula Vista opened with great fanfare. It is the best new family-friendly theme park on the West Coast, with clever new rides for children of all ages, beloved Sesame characters, an award-winning parade, a "beach", lazy river, entertainment, and giant water slides from the original theme park. The School of Rock at the Otay Ranch Mall hosted an entertaining student performance of 80's rock bands in the outdoor space in front of Novo Brazil. It was heartwarming to see talented young musicians and their fans enjoying the afternoon and evening together.

Chula Vista High School's performance of the Little Shop of Horrors was extraordinary. I can honestly say I've never seen a better "Seymour" - congratulations Andree Reynoso! Each and every actor nailed their performances. The musicians were superb!

The Taste of Third Avenue (Thursday, March 31st) was sold out! 600+ patrons enjoyed the generous tastings of our very fine, locally-owned establishments.

For the first afternoon in a long time, Chula Vistans danced to live salsa music by Charlie Chavez y su Afrofruko Orquesta on the Memorial Park stage. Thank you, Rosie Duran of Powur.com!

I hope you enjoyed the month of March, and took the time to smell the spring flowers in so many Chula Vista gardens. 

April brings us the celebration of Easter. For Christians, it is the holiest day of the year. For families with small children, the anticipation of the Easter bunny and the thrill of the Easter Egg Hunt is a familiar, joyful time.

I will always cherish those moments of my youth when we children woke early and searched in earnest for our Easter baskets. Coloring Easter eggs was also a thrill and remains a tradition I cherish - especially this year! During COVID, my family decided to raise chickens. Our hens lay eggs of many colors. Hazel and Ginger lay blue eggs. Olive lays green. Emily's are pink. Rachel's are white. Betty's are brown. They look quite beautiful on their own, but I might add a stripe or two or polka dots just for fun.

As I reflect upon my youth, growing up in the Detroit area in the 1970's, I remember it wasn't always easy. I remember the long lines for gasoline during the gas crisis. The turn for the worse of the American auto industry - and the devastating layoffs that forced working families to move to other states for employment. Labor strikes. Inflation. The aftermath of the Vietnam War and the wars in the Middle East (Iran/Iraq), the Cold War, the bomb drills, political crisis after crisis (assassinations, Watergate, protests), disappointments (the Equal Rights Amendment), sky-high interest rates, and austerity. By the time the 1980s rolled around, every young person of working age in Detroit had a job. My first job was babysitting. Then corn de-tasseling. Then I sprayed lawns (with chemicals!!). Tutored. Washed dishes. Waited tables. Taught woodshop. Typed and filed. Collected bottles and cans for the return value. Tutored some more. Graded papers. Supervised college students in my dorm. Reported. Interned. Interned. Interned. My husband Victor changed tires at Sears at the Chula Vista Mall when he was in high school. Today he is a Senior Vice President at a Global Investment firm but swears that Sears molded his character.

As we see gas prices continue to rise, electricity bills increasing at an alarming rate, unaffordable housing, and so many other expenses outpacing wages, many working families of today are experiencing the same pressure working families in the 1970s and 1980s experienced. Parents are moving back in with their children. Children are trading lessons and practices for work schedules. 

So what comes next?

We adapt and thrive. We make the most of what we have. We work hard. We survive and help one another. We laugh and tell jokes, dance to good music, and make due. We welcome new roommates. We carpool. Just like we did in the 1970s.


Certainly, these times are not easy. But we will get through this. It is April in Chula Vista, the most beautiful month in the most beautiful city with the best people on earth.

 • •  Recent Council Items of Interest  • • 


Council voted (4-0) 3/01/2022 to accept the Quarterly Financial Report for the Quarter ending 12/31/2021. Fuel prices and maintenance went up significantly, along with overtime due to injuries in our Fire Department, but the city was able to transfer $2.4M into reserves to satisfy our pension obligation bond after satisfying our 15% General Fund operating reserves.

Council voted (4-0) 3/01/2022 to accept the amendment to the Transnet Local Street Improvement Program of projects for Fiscal Years 2020/21 through 2024/25. Note that increases in spending will occur in 2022/23 to calm traffic around local schools, ADA curb ramps, new sidewalks, and neighborhood/traffic/pedestrian safety will receive additional investments this upcoming budgetary cycle. We are grateful to our traffic engineering department and public works for all of their hard work and thought in improving safety for Chula Vista.

Council heard 3/15/2022 from supporters and opponents of a Tenant Protection Ordinance that had been discussed by Chula Vista Housing Advisory Commission. No action was taken.

Council voted (5-0) 3/22/2022 to support the Planning Commission's ruling and deny an appeal in opposition to a proposed project of three Industrial shell buildings on a vacant 11.6 acre site adjacent to the eastern boundary of the Otay Landfill. The proposed buildings will total 201,200 square feet, and a variance permit has been granted to allow an increase in height for a portion of a proposed retaining wall. It is our hope that the new buildings will provide jobs and opportunities to local Chula Vista residents and businesses.

The next city council meeting is Tuesday, April 12th, at 5pm, Chula Vista City Council Chambers, 276 4th Avenue. Councilmembers will be in attendance and seated on the dais. Police Officer Staffing, as of 3/28/2022 -  WE'RE HIRING ! 
  • Authorized Peace Officers - 281* Full Time Employees (Chief, Captains, Lieutenants, Sergeants, Agents, Peace Officers)
  • Authorized Peace Officers (filled) - 242 (academy graduates later this month)
  • Vacancies - 28Full Time Equivalents
  • 130th CVPD Police Academy - Underway with 12 new recruits!
  • Applicants for those positions currently in process - 251 applicants are currently on a civil service list for either Police Recruit or Lateral Peace Officer. These applicants have passed a written test, pre-background questionnaire, physical agility test and/or oral board interview. After being placed on this list, applicants must successfully complete a background, chief's interview, psychological evaluation and pre-employment medical. Our Human Resources Department is continually recruiting, which includes written test, physical agility testing and oral board interviews monthly. Chula Vista has very high standards for our police officers, and we lose a majority of applicants in the first phase of the application process. We can and should do better as a city to prioritize funding for our police department to ensure that all vacancies are filled. You can read more about my thoughts on Public Safety staffing here.

$400K in Arts Grants (up to $10K each) are now available for murals, cultural art events, and art that benefits our Chula Vista residents. Click here to apply. The grants are funded by the American Rescue Plan to make up for lost proceeds (due to the pandemic) that traditionally fund cultural arts in Chula Vista from annual North Island Federal Credit Union ticket sales. Click here to learn more, here to read the guidelines. The SDG&E Tree Program is back! Qualifying SDG&E customers can receive a $35 rebate for planting in your yard or potting for your patio/deck 1- or 5-gallon trees, up to five (5) rebates annually. Eligible trees only. Receipt(s) and photo(s) of planted trees must be uploaded by October 31, 2022. Click here to learn more, see eligible trees, and application.

Receive up to $75 for fixing a water leak! Sweetwater Authority customers is offering rebates ofup to $75 for repairs from March 1, 2022 through June 30, 2022. Click here to learn more.


Would you like to know when your local street is likely to be repaved? Chula Vista repaves its roads based on the PCI (Pavement Condition Index) of the street and funded Capital Improvement Projects. The free app, ACT Chula Vista, allows you to report, take a picture, and submit service requests for everything from potholes, uneven sidewalks, or abandoned cars to graffiti or trees that need trimming!  Click here for more info.


SEWER RATE HEARING DATE:  April 26, 2022 Council Meeting for the sewer rate increase/proposal (originally scheduled for 2/8/22). Sewer rates may be increasing at an annual rate of 4.5-5.5% beginning July 1, 2022 through June 30, 2026. There has been no change in sewer rates for the last two years. Sewer rate increases are largely pass-through rate increases from the San Diego Public Utilities Department (roughly 65%). As a reminder, we are entering the lowest winter average period of water usage which sets your sewer rates for next summer and the subsequent year. The lowest two consecutive months of annual water usage dictate your sewer bill for the following year. So if you can save 1 HCF, you can offset the proposed rate increase... Don't shoot the messenger. The hearing for the sewer rate increase will be at the Chula Vista City Council meeting on 4/26/22 at 5pm. Questions can be sent via email by clicking here. Employee Retention Tax Credit (ERC) - businesses in Chula Vista and nationwide are able to qualify for not only the Paycheck Protection Program (PPP) and Economic Injury Disaster Loan (EIDL) tax credits but also up to $26,000 per eligible W2 employee due to new funding from the CARES Act. The ERC is pretty complicated but worth looking into. Learn more from the IRS website here.  • •  Chula Vista Community Shuttle  • • 

The Chula Vista Community Shuttle is almost here!!

After years of planning, fundraising, and hand wringing, we are almost ready to launch!!

You can now download the app Ride Circuit onto your smartphone or tablet. You'll be asked to create a user ID and password, allow the app to locate you, enter your cell phone, gender and birthdate, and see the Chula Vista service area map!  The app will tell you that the service is "coming soon"... Once you enter your birthdate, if you are over 55 when the app is launched, you are good to go to take the shuttle!

Our new estimated start date is May. Click here to download the app on your smartphone so that you are ready! 

Six electric vehicles have been ordered, but due to a factory shutdown (COVID), our ADA van was delayed.

Reminder - the Chula Vista Community Shuttle is a FREE door-to-door electric shuttle services for seniors 55+ in Northwest Chula Vista, 12 hours a day, 5 days per week, managed by the city and operated by Ride Circuit.

Congratulations to Operation Promise Community Services Executive Director Brenda Trejo and her team of 16 volunteers for receiving the Lion's Club Foundation Melvin Jones Fellow Award (presented by District 2's Al Hooper). Operation Promise is a 501(c)(3) non-profit that serves approximately 8000 people a month, providing food, children and adult diapers, pet food, and hygiene products. They offer California ID vouchers and resources for help on rent, utilities, transitional housing and rehabilitation Monday - Friday, 2-4pm at 3441 Main Street, Suite 104, Chula Vista.

To Chula Vista Little League District 42 and President Ernie Lucero for FIVE successful opening day events! I had the honor of speaking at the Chula Vista American Little League Opening Day ceremony, and welcoming over 400 Little League players, their parents, coaches, and fans. The Chula Vista American Little League's fields have truly grown and flourished, thanks to volunteers, generous sponsors, and generations of families lending a helping hand. A special thank you to former San Diego Charger (Chula Vista American LL coach) Zeke Moreno, along with CVA President Martin Gutierrez, Ricardo Redona, Francisco Ramirez, Roberto Bonilla, Melissa Moreno, Nadia Bermudez, Freddy Gallegos, Jason Burgos, Christina Gonzalez, Jessica Aguilar, Eddie Lopez, Dave Sheppard, and all of the coaches, team moms and volunteers. Thank you for teaching our children to live up to your mission, "Good sportsmanship, Honesty, Loyalty, Courage and Respect for Authority."

Happy 100th Birthday to Catalina Juarez! Catalina has lived in her home on Woodlawn Avenue for over 70 years. Her neighbor, Joanne Morales, threw her a birthday party at Catalina's favorite restaurant, The Galley, on the Chula Vista bayfront.

Work for Hope, The McAlister Institute, Chula Vista Park Rangers and Chula Vista Public Works for another amazing cleanup. Memorial Park looks amazing. Thank you for cleaning, sanding, painting, and beautifying the concrete bench, trash cans, dumpster gates and areas, public restrooms, and the area. Your attention to detail is sincerely appreciated. 

The Institute for Public Strategies, Jovita Arellano, and Envision Broadway for continuing the vision of art murals on Broadway! We have been partners in the West Side/Best Side Mural and Graffiti Abatement project for three years, including local high school students in beautiful murals on the West side. The new mural being painted at the Firestone Auto Repair 430 Broadway Avenue is the vision of Chula Vista artist Guillermo Munro. It pulls in the many vibrant colors of surrounding businesses. IPS will sponsor 11 more murals on Broadway Avenue, helping to create an atmosphere of culture and beauty amongst the wide variety of delicious restaurants and small businesses from C Street down to Main Street, Chula Vista. Our Chula Vista Police Department for helping to expertly assist traffic control to ensure a successful FREE gas tank fill-up event on E Street near Hwy 5, sponsored by Shane Harris and the People's Alliance for Justice. This event helped shine a light on the unacceptably high gas prices that are hurting working families in Chula Vista and the region. 345 tanks were filled with gas and 300 boxes of food were placed in trunks during the free gas giveaway on March 30th. I was happy to help direct 300+ vehicles into the parking lot behind the Black Angus to keep E Street clear for morning commuters (thank you S.B. for letting us borrow your pylons). For those who experienced a little more congestion than normal that morning, thank you for your patience. View the event here and here.

FREE COVID Vaccinations (and COVID boosters) are available every Wednesday (for Moderna) and Thursday (for Pfizer), from 1pm-4pm, at Chula Vista City Hall, Building C Lobby, administered by the Chula Vista Fire Department. Our EOC staff will schedule our Chula Vista Fire Department's mobile vaccination unit "Operation Immunity" (Firefighter/Paramedic/EMT) to come to your residence.

If you lost a loved one due to COVID-19, FEMA may provide help with your funeral expenses, up to $9,000. FEMA will begin accepting calls to it's help center (844)684-6333 on April 12th. In memory of Chaplain Romie Cervantes
April 18, 1938 - February 7, 2022

Romie Cervantes was the Facilities Chaplain of the Chula Vista Police Department, where she had served since 2011. Chaplain Cervantes was the founder of the Love Bridge Prison Ministry in 1989, delivering hope, prayer, education and access to resources for women in prison. Romie was also an active member of the Chula Vista Garden Club. Our hearts and prayers are with her daughter, Chula Vista Librarian Darlene Trujillo Lopez and the rest of Romie's family.
