Meet Our New President: Kenton Tsoodle

Tsoodle began his career with the City of Oklahoma City in 2002 as a management and budget analyst, earning promotions to management and budget specialist, assistant city treasurer, finance business manager and assistant finance director. He was promoted to the assistant city manager in 2019.

Tsoodle is a certified public finance officer whose two major accomplishments as assistant city manager were his work as the facilitator for the Police Community Working Group and his role in the City’s redistricting process.

“Cathy’s exceptional work at the Alliance has been a point of inspiration for me over the past 10 years,” said Tsoodle. “I hope to build off her successes by continuing to find ways to strengthen our economy, bring quality jobs to OKC and make housing more affordable for our residents. I love living in Oklahoma City and want to make this a better, more economically sustainable place for everyone.”

Celebrating 10 Years of The Alliance
Earlier this month, we celebrated 10 years of the Alliance for Economic Development while also saying farewell to the woman who led the launch of the organization through some of the most impactful economic development projects in Oklahoma City’s history.

Cathy O’Connor has tenaciously worked on complex development projects that have improved every area of our city. We will take all the lessons you have taught us and continue the mission of the Alliance to enrich and lift every area of our beautiful city. We will always remember the invaluable lessons that you have taught us about the importance of partnerships, transparency and vision to make Oklahoma City the best it can be. Best wishes on your next undertaking!
County Commissioners approve new energy incentive: C-PACE

Oklahoma County is introducing a new clean energy financing program for commercial property owners. Commercial Property Assessed Clean Energy, or C-PACE, enables private landowners to receive low-cost, long-term funding for energy efficiency, renewable energy sources, water conservation and building resiliency projects.

The C-PACE program in Oklahoma County was designed to facilitate private financing between private C-PACE capital providers and commercial property owners located within the county. The funding can be used for construction costs, new energy efficient systems such as solar, wind or geothermal power for the facility and systems to reduce water use or reduce emissions. C-PACE financing is designed to be repaid by an assessment on the borrower’s real property that is similar to special purpose district property assessments and is treated in a manner similar to ad valorem real property taxes.

The Oklahoma County Board of County Commissioners approved the Oklahoma County C-PACE program in March 2022. C-PACE is a national initiative that began in 2009 and 22 states have established local commercial C-PACE programs resulting in more than $670 million in annual investment in 2019.

From Keith Kuhlman, Director of Special Projects for the Alliance

The Oklahoma City Urban Renewal Authority recently issued two new requests for proposal for development of vacant land that will have significant impact on the continued development of Oklahoma City. One of the RFPs is for two tracts of land between NE Fifth and Harrison Avenue on the east and west sides of Walnut Avenue, behind the PLICO building. The second RFP is for vacant land on the north side of 23rd Street and Glen Ellyn Street in northeast Oklahoma City and falls within OCURA’s Northeast Renaissance Urban Renewal Plan.
