Keeping our Community and Staff Safe


The current public health and major emergency related to Covid-19 has impacted all of us.

The Regional Council of Goyder is no different. Because of the current public health and major emergency, it is necessary for Council to make some changes to the way in which it conducts its business.

When visiting Council buildings where there is public access, we require that staff and members of the community  observe hygiene and distancing requirements. 

We also encourage members of the public, where possible, to arrange appointments for Council services before coming in to the Council offices to ensure that we are meeting current distancing and density requirements.

During these changing times, we are constantly keeping our service delivery under review. We will keep you informed of any further changes.

This month Elected Members are being provided with opportunities to learn about the Local Government Reforms including roles, responsibilities & behaviours as well as changes to registers and returns. Members have also been invited to attend the Regional SA Waste Resource & Recovery Forum and Disability Inclusion Training.
 
Council will be discussing the 2022 – 2023 Budget, 10 year long term financial plan, Council held trust funds, road rentals, donation requests, financial assistance requests and March ward funding applications.
 
Items of interest include the Mid North Local Jobs Program, the Northern & Yorke Drought Resilience Plan and quarterly activity reports have been provided by relevant staff in relation to Arts & Culture, Development, Building, Work Health & Safety and Environmental Health. 
 
Updates from the Local Government Association of SA include funding for Council Road Projects, delivering projects that would otherwise exceed Council capacity to deliver and a national call to secure and increase the Financial Assistance Grants, restoring them to at least one percent of Commonwealth tax revenue, a shift from the 0.55% allocated in the 2022 – 2023 federal budget.
 
In federal news, over the next six years $ 636.4million is budgeted towards funding up to 1,089 new rangers, an additional $60million will be invested in the Recycling Modernisation Fund towards targeting single-use plastics like bread bags and chip packets, a Federal Inquiry urges greater focus on regional development and the Regional Strengths and Infrastructure Gaps report (the first of its kind) has exposed the key strengths and deficits for each region.

“On behalf of the group I would like to acknowledge and thank the Infrastructure & Technical Services Team for their information and time visiting us last Tuesday to discuss irrigation, water access and also steps at the BBQ. We look forward to our tasks and assisting in improving the area. Upcoming winter is a great time to prepare the space for spring and summer and our project under discussion will certainly minimise hand watering over the hot months. We are also delighted with the clean up around the pump outlet. Lovely to see little kids (under parental supervision) paddling in the flowing water.

SHOWCASE YOUR TOWN BY ENTERING THIS YEARS PHOTO CALENDAR COMPETITION

 

Council is inviting Goyder residents to share the local treasures of their town by submitting photos that they have taken that reflect creating opportunity and celebrating community of where they live. With 2,000 calendars printed each year, what a great way to showcase your town!

Photographs could include a significant natural feature that promotes the Goyder council area, the great clubs and local people, the wide-open spaces, historic buildings, wild life, natural or man-made works of art – the options are endless.Thirteen photographs will be selected for use in the 2022/23 Community Calendar.

Your special shot may win you a place in our 2022 Calendar and a $50 gift voucher to spend in any Goyder business. If your shot is chosen for the special front cover you will win a $100 voucher!

To be eligible to enter the competition you MUST be a resident of  the Regional Council of Goyder.

FIRE DANGER SEASON REMINDER FOR EASTER

Don't forget that it is currently fire danger season which doesn't finish until 30th April 2022.🔥 

During the Fire Danger Season restrictions are placed on lighting fires to reduce the chances of large fires starting.
 

Fire on Government Reserves- Department for Environment and Water
Fire bans

  • You cannot light a wood fire in parks during the Fire Danger Season. Some parks have year-round bans on wood fires.

Fire restrictions

  • Department for Environment and Water (DEW) imposes fire restrictions to ensure the safety of visitors using the reserves, and to protect the reserves and neighbouring properties.
  • For information on fire restrictions in National Parks, Wildlife Reserves and Wilderness Protection Areas contact DEW.

The South Australian Country Fire Service have  also developed a "What I can do/What I can't do"  list which is available on their website. Click on the link below to find out more.

If you are a close contact, you can access a kit of two free rapid antigen tests
from a RAT Collection Point.

 

The new collection points are located at the Clare Hospital, Port Pirie Hospital, Central Yorke Peninsula Hospital and Wallaroo Hospital, and all are integrated with the Covid PCR testing sites.

ANZAC Day marks the anniversary of the first major military action fought by Australian and New Zealand forces during the First World War. Across the Goyder region, services are held to commemorate and honour those who lost their lives in war.

RIDE DAY @ THE MONSTER MINE


The AGL Rally SA- Rally of the Heartlands is just under two months away but you have an opportunity to have a hot lap in a rally car on Thursday 12th of May!

Rally SA is partnering with the Burra Community School to deliver this important fundraising event. A fully set up “special Stage” at the Burra Monster Mine, deploying four top notch cars and drivers, a full Medical/ Fire Intervention Vehicle (MIV), (and with all appropriate permissions and MotorSport Australia insurance) will see winning raffle ticket holders taken around the 2.4 km stage at pace, with safety front of mind. It will be a rally experience that money simply can’t buy!

All funds raised via a raffle for “Hot” rides on the Monster Mine Stage will go entirely to the school to help send students on a Civic Education trip to Canberra. The School will also be cooking a fund raising BBQ lunch on the day at the mine for spectators too!

EUDUNDA BOWLING CLUB UPGRADE

Work is well underway, with earthworks starting on the upgrade of the Eudunda Bowling Club bowling green on Tuesday 5th of April 2022.

 

Congratulations to the Eudunda Bowling Club who were successful with their application to the Office for Recreation, Sport and Racing’s Infrastructure Grant Program ‘GRASSROOTS FACILITIES PROGRAM’, winning $190,000 to enable them to install 2 new synthetic turf greens.

The total project is valued at $380,000 and the club also secured a loan from the Regional Council of Goyder so that the much needed work could be undertaken.

Depending on the weather, the work should be completed between 6 and10 weeks.

Mosquito Warning

South Australians are warned to avoid exposure to mosquitoes, following the recent detection of various flaviviruses in southern parts of Australia, which are spread through the bite of an infected mosquito.

The risk of mosquito borne disease transmission is currently high in South Australia.
Viruses that can cause serious diseases like encephalitis, which may be fatal or cause long-term neurological damage, have been detected.

There has also been a spike in Ross River virus cases.

There is currently no vaccine or cure for South Australian mosquito-borne diseases.

Protect yourself and your family by covering up with long, loose clothing, using insect repellent, and eliminating the water mosquitoes breed in.

Country Arts SA Visual Artist Breaking Ground 2023

Country Arts SA’s highly successful Visual Arts Professional Development award Breaking Ground has opened applications for exhibition in 2023

Since its launch in 2012, the Breaking Ground award has helped to elevate and accelerate the careers of six SA regional artists Yvonne East, Aleksandra Antic, Morgan Allender, Cindy Durant, Chris de Rosa and Juanella McKenzie.

The winner in 2023 will receive $10,000 to develop a body of work for a solo exhibition to be held at a gallery in the Adelaide CBD during the 2023 SALA Festival. An additional $5,000 mentorship opportunity will be available as part of the award.

The 2023 award recipient will be announced at the SALA launch and awards night in July 2022. The winning artist’s works will be exhibited at a gallery in the Adelaide CBD during the 2023 SALA Festival.

Northern and Yorke Landscape Board
Grassroots Grants 2022

 

$200,000 in Grassroots Grants funding now open for ag and enviro projects!

Community and agriculture groups, schools and progress associations can now apply for a Grassroots Grant to fund sustainable ag and environmental projects in the Northern and Yorke region.

The third round of the Northern and Yorke Landscape Board’s Grassroots Grants program offers a $200,000 funding pool to address local issues such as weed control, pest or disease management, fencing, erosion control, revegetation and community education activities.

Northern and Yorke Landscape Board Chair Caroline Schaefer said the Grassroots Grants program helped the Northern and Yorke community make practical, on-ground projects a reality in the region.

“This funding is an ideal opportunity for not-for-profit groups and organisations to have a positive impact on land management in our region,” she said.
“Grassroots Grants is about giving hard-working and dedicated volunteers a way to bring their ideas to life and make a difference in their backyard.”


Last year 32 applicants won a Grassroots Grant for activities covering revegetation, sustainable agriculture, cultural education and biodiversity protection.


Revegetation projects included a 1ha peppermint box grassy woodland in the Barossa, remediation of land burnt during the 2019 Yorketown fires and threatened coastal dunes at Light Beach.


In the sustainable agriculture space, Grassroots Grants funded research of pest snail movement between vegetation and crops and a trial to measure the impact of mixed species crops on soil nitrogen cycling.


There were a number of weed control activities, ranging from removing invasive plants along Bundaleer Creek to protecting threatened and rare native flora species in the Tarcowie district.


The important role First Nations communities play in land management was also recognised with projects funded to create a native bush tucker garden in Port Pirie and protect heritage Narungga wells on Yorke Peninsula. Previous grant recipient lists are available on the Board’s website.


This Grassroots Grants program is offering funding for projects between $1,000 and $10,000 (+GST) for the 2022-2023 financial year.

REGIONAL EVENT FUNDING - 2022 / 23

The South Australian Government recognises the huge impact that COVID-19 has had on the events sector in South Australia.

The Regional Event Fund is designed to strengthen the state’s regional events calendar and drive economic stimulus across the regions beyond the traditionally peak summer tourism period.

Through the South Australian Tourism Commission, the State Government is committing $1 million to South Australia’s regional events in 2022/23 to strengthen the regional events calendar by encouraging the development of new and innovative regional events, grow existing events, and drive increased visitation and economic stimulus to the regional economy.

The Regional Event Fund aims to:

  • Strengthen the regional events calendar
  • Drive regional visitation in the immediate term and lead to repeat visitation
  • Increase event specific visitor expenditure, particularly from interstate
  • Assist in COVID-19 recovery – recognising that events provide a vibrant and positive social environment for communities
  • Promote a year-round calendar of regional events
  • Encourage sustainable event opportunities to build long term capability
  • Increase collaboration and partnerships among regional event stakeholders, government and commercial partners to deliver stronger outcomes for regional events.

Applicants can seek funding from $5,000 to more than $50,000 (excluding GST).

The 2022-23 Regional Event Fund has four categories:

• Significant Event Funding (from $50,000) - up to three years’ funding for new large-scale signature events that have the potential to be nationally or internationally significant and which provides substantial visitation, media and profiling opportunities and economic impact for South Australia.

• Established Event Funding ($20,000 - $50,000) - up to three years’ funding for events that can demonstrate a strong track record of growth and a strategy for event innovation.

• Development Funding ($10,000 - $20,000) - up to three years’ funding for events that demonstrate potential for growth and development.

• Emerging Event Funding ($5,000 - $10,000) - up to two years funding for events that are one to three years young, with a focus on smaller community events.

The 2022-23 Regional Event Fund will support events held between 1 September 2022 and 30 August 2023.
Applications for Round One will close at 5pm on Friday, 22 April 2022.
Applications for Significant Event Funding will be accepted year-round.

Ski for Life Mental Wellbeing &
Suicide Prevention Grants


Each March long weekend we all come together to raise funds and awareness for mental wellbeing and suicide prevention.
But what happens to those funds once donated to Ski for Life? Where does it go?
The answer is GRANTS! We give out a series of grants every year to organisations wanting to do their part towards raising awareness for mental wellbeing and suicide prevention.

If your organisation is looking into a project that aligns with the Ski for Life mission "To use conversations and community engagement to raise awareness of strategies that support good mental health, wellbeing and suicide prevention."

On-farm Emergency Water
Infrastructure Rebate Scheme


South Australian primary producers in drought affected areas can now apply for a new funding round of the On-farm Emergency Water Infrastructure Rebate Scheme.

You may be eligible for a rebate of 25% (maximum $25,000 ex GST) for the cost of purchasing and installing new on-farm water infrastructure for livestock and permanent horticulture that:
 addresses animal welfare needs during periods of drought
 assists primary producers to be more resilient for future droughts by protecting permanent horticulture assets.

Funding is available for applicants who:
 have completed eligible water infrastructure activities
 are planning to undertake water infrastructure activities (including pl acing orders)
 can provide evidence of their completed or proposed activities
 meet the eligibility criteria outlined in the guidelines.

If you have completed your project, you should submit your application, including provision of supporting evidence.
Applications close on 30 June 2022 at 5:00pm or when funding for the round is exhausted, whichever comes first.
