Canada-Ontario Canada-Wide Early Learning and Child Care Agreement

Today Ontario joined the rest of Canada and inked the long-awaited 13th Canada-wide early learning and child care (ELCC) agreement, wrapping up almost one year of negotiations to lay the groundwork for a universal child care system. This is a momentous day for the Canada-wide child care movement and indeed, for all Canadians.
 
The Childcare Resource and Research Unit commends the federal government’s leadership in bringing Ontario into the Canada-wide ELCC system and concluding 13 agreements to improve the availability, affordability, quality and inclusivity of licensed child care. These agreements clearly make the case for collaborative governance and policy-making. We especially thank Ministers Gould, Freeland and Hussen, and Prime Minister Trudeau for bringing us to this point and beyond.
 
We applaud all colleagues and community partners who have worked determinedly to inform policy making and to advocate for an ELCC system that serves children and families across Canada. This has been a collaborative effort that we expect will grow going forward.
 
We join colleagues across Canada in insisting that governments must be accountable for all parts of the child care policy. This includes affordability measures, publicly planned and managed expansion of public and non-profit child care and a strategy to address the ELCC workforce crisis, as there cannot be a quality ELCC system without a qualified, valued, and well-compensated child care workforce.
