Public online consultation: Preliminary Draft Marrakech Framework for Action, Seventh International Conference on Adult Education (CONFINTEA VII)

Under the motto ‘Adult learning and education for sustainable development – a transformative agenda’, the Seventh International Conference on Adult Education (CONFINTEA VII) will bring together stakeholders from across the globe to shape the future of adult learning and education over the next decade. As a conference outcome, participants will adopt a new framework for action, which will guide countries’ efforts to promote adult learning and education over the next decade.

We kindly invite you to participate in the public online consultation on the preliminary draft CONFINTEA VII Marrakech Framework for Action on Adult Learning and Education. Your responses will help UNESCO to improve this draft document, which aims to guide UNESCO Member States and the concerned stakeholders in promoting adult learning and education (ALE) within a lifelong learning perspective. The present document will serve as the basis for the ‘Draft CONFINTEA VII Marrakech Framework for Action’.

The Belém Framework for Action was a landmark instrument, adopted in 2009 by 144 UNESCO Member States. It has guided Member States in promoting forward-looking policies, innovative concepts and instructive practices in ALE. It has also been used to monitor and report on countries' progress in ALE. During CONFINTEA VII, a new instrument, the Marrakech Framework for Action, will be adopted to guide the development of ALE in the coming decade.

This online survey invites you to respond to questions related to the key areas of action proposed in the preliminary draft Marrakech Framework for Action. Please click here to read the draft before filling out the survey.

Respondents can save their progress and return to complete the survey at a later time by clicking on the ‘resume later’ button (top right). Please ensure that responses reflect coordinated feedback from all relevant national stakeholders.

About CONFINTEA
The International Conference on Adult Education (CONFINTEA) is a UNESCO intergovernmental (Category II) conference for policy dialogue on adult learning and education and related research and advocacy. CONFINTEA has taken place every 12 to 13 years since the late 1940s. The first conference was held in 1949 in Elsinore (Denmark), followed by Montreal (Canada) in 1960; Tokyo (Japan) in 1972; Paris (France) in 1985; Hamburg (Germany) in 1997; and Belém (Brazil) in December 2009. In 2009, CONFINTEA VI led to the adoption of the Belém Framework for Action (BFA) which recognizes the critical role of lifelong learning in addressing global educational issues and challenges. Participating countries committed to making progress in five key areas of adult learning and education: policy; governance; financing; participation, inclusion and equity; and quality.
