Board of Supervisors Meeting Notes:

April 5, 2022

  • The Board adopted Resolution No. 6-2022, appointing Jaime Jilozian, AICP, as the new Assistant Township Manager/Zoning Officer for West Goshen Township.
  • The Board heard a presentation regarding the potential redevelopment of 943 S. High Street, the current site of the Quality Inn & Suites.  
  • The Board issued final approval for a lot line change plan for 2 and 4 Greenbank Avenue.
  • The Board heard a presentation from Carroll Engineering Corporation regarding improvements to the intersection of Rosedale Avenue and New Street.
  • The Board voted to not renew the contract for the Tyler Citizen Transparency Portal on the Township’s website due to the cost, burden on the Township’s staff, and that the information provided is accessible through other means.
  • The Board approved Resolution No. 7-2022, allocating funds for the purchase of an electric vehicle charging station for the West Goshen Police Department.
  • The Board approved the proclamation for 2022’s Arbor Day recognition.
  • The Board awarded the 2022 Paving Program Bid to Allan Myers, L.P. in the amount of $1,032,190.
  • The Board approved expenditures for emergency storm sewer repairs to Locksley Road.
  • The Board appointed Kathi Massi to fill an existing vacancy on the Historical Commission.
  • The Board approved the sale of surplus vehicles and equipment with the Township.
April 19, 2022
  • The Board approved the final land development plan for a 15,000 sq. ft. truck repair building at 708 East Union Street. 
  • The Board discussed the proposed Emergency Incident Notification Policy.
  • The Board awarded the 2022 Pavement Marking Bid to Alpha Space Control.
  • The Board discussed potential rate structures and costs for a proposed Stormwater Utility Fee for the Township.
  • The Board discussed the results of a Stormwater Feasibility Report for a proposed splash pad in West Goshen Community Park.
  • The Board approved a proposal from CivicRec for online registration software for the Park & Recreation Department.
  • The Board appointed Barbara Reinhart to the Sustainability Advisory Committee for a term to expire in January 2024.

Originally from Chester County near Longwood Gardens, Assistant Township Supervisor Jaime Jilozian, AICP, is happy to be close to her hometown now that she is working for West Goshen Township.

Working closeby in the County for several years, Jaime was looking for a new opportunity in career growth and has come back to the area joining West Goshen as the new Assistant Township Manager and Zoning Officer.

Jamie is no stranger to government having spent 6 years working for Chester County at the government services center. She first worked in the Department of Community Development and then in the Planning Commission Department. She then spent three years in Middletown Township as their planner prior to this new role as the West Goshen Township Assistant Manager.

Plans Under Review

  • The Planning Commission issued a recommendation for a final lot consolidation plan for a 15,000 square foot area to be added to 815 Paoli Pike for Perfect Self-Storage, LP.  

  • Plans currently under review include a 19,325 square foot warehouse building on Saunders Lane, a self-storage facility on Snyder Avenue, a subdivision plan for a two (2) lot residential subdivision on 981 North New Street, a 17,007 square foot building addition at 800 East Washington Street, and a hotel on Carter Drive.

  • The Zoning Hearing Board met on March 28, 2022 in order to hear applications for 833 Rosary Lane and 1115 West Chester Pike (West Goshen Town Centre Shopping Center).  The requested relief for 833 Rosary Lane to construct a garage partially in the building setback line was granted.  The Zoning Hearing Board will meet on April 25, 2022 at 7:00 pm at the West Goshen Township Administrative Building in order to issue a decision on the application on 1115 West Chester Pike.   

All meetings of the Planning Commission are held on the second Tuesday of the month at 7:00 pm at the West Goshen Township Administrative Building.  The agendas are posted the Friday before the meeting.

Aqua Main Water Projects

Aqua PA is on track to complete their work in the southern portion of the Township.  Road restoration is slated to occur this spring and the Township is working with Aqua PA to ensure that the road restoration is completed to our standards.  The remaining projects are still under construction and updates will be provided as they become available.

We appreciate everyone’s cooperation during the completion of these projects.  

Upcoming PECO Gas Work

PECO is scheduled to install new gas service to all of Joeck Drive.  This work is tentatively scheduled to start in May and is anticipated to take up to two (2) months to complete.  We will provide updates on this work as they become available.

West Goshen Township Board of Supervisors Meetings on YouTube

The monthly meetings of the West Goshen Township Board of Supervisors are livestreamed and made available on the Township’s YouTube channel.  This is an option for members of the community who want to be informed on what is happening in the Township, but cannot always make it to the meetings.  Simply go to www.youtube.com and search for “West Goshen Township” in order to view the meetings.  Links to the meeting videos are also made available on the Township’s website in the “Agendas & Minutes” section for each meeting.  There is also a live comment feature that is monitored during the meeting by the Township Manager.  The Board of Supervisors meets on the 1st and 3rd Tuesday of each month at 6:00 pm.

Sign-Up to Receive Alerts from the Township

Members of the community are invited and encouraged to register with Blackboard Connect and ReadyChesco to receive important alerts.  The Township utilizes Blackboard Connect to keep the community informed about both emergency and non-emergency situations.  You can register to receive alerts via email, text, and/or phone call.  ReadyChesco is Chester County’s emergency alert system and is their official notification system.  Information on how to register is below.

The West Goshen Township Public Works Department is undertaking a major storm sewer repair on Locksley Road due to a sinkhole that developed.  Upon investigation by the Streets Department, it was determined that the piping was failing and needed to be replaced.  At their meeting on April 5, 2022, the Board of Supervisors discussed this project and approved emergency repair work for the roadway.  This project will involve the replacement of 160 ft. of corrugated metal pipe and 160 ft. of curbing.  Work began on April 20, 2022 and will take three (3) to four (4) weeks to complete.  Please be advised that the road will be closed during work hours.

Construction on the Pine Valley Circle stormwater project is underway.  The replacement pipe has been installed and the lining has been completely installed and grouted.  Basin work will be completed during the spring, along with the final paving and lawn restorations.  The contractor will also complete the basin improvements on Pine Valley Circle at the cul-de-sac at this time.  We will then begin working on punch list items for the project.

Yard Waste Collection

Curbside yard waste collection is back.  The 2022 dates for Saturday yard waste collection are as follows:

  • May 14th
  • June 11th
  • July 16th
  • August 13th
  • September 24th
  • October 15th

Please have your yard waste curbside the night before collection or by 6:00 AM the day of collection.  Sticks, branches, and twigs must be tied in bundles no more than 4 feet in length and 4 feet in diameter, and may not exceed 50 pounds per bundle.  Branches may not exceed 4 inches in diameter.  Other yard waste may be placed in trash cans or biodegradable paper bags which may be purchased at home improvement stores.  Bags are not available through West Goshen Township.  There is no limit to the number of bundles or bags that will be collected.

April is Pennsylvania Safe Digging Month

Safe Digging Month is an awareness initiative sponsored by Pennsylvania 811 for the month of April.  Safe Digging is a shared responsibility among excavators, homeowners, facility owners, and municipalities. The call before you dig process helps to prevent injuries, property damages, inconvenient utility outages, and fines. 

Traditionally outdoor projects start in the spring. Pennsylvania 811 Safe Digging Month serves as a reminder to all excavators and homeowners to call 811 at least 3 business days before you dig, so that the approximate location of their underground utility lines can be identified and marked by facility owners. Fun in the Sun with the Summer Recreation Program, Summer Teen Program and Afternoon Sports Clinics!

West Goshen Resident Registration:
  • Saturday, May 7th (8 – 11am)
  • Saturday, May 14th (9 – 11am)
  • Open Registration begins on Monday, May 16th for families residing outside of West Goshen.
Registration will be held at the West Goshen Township
Administrative Building located at 1025 Paoli Pike.

The West Goshen Park and Recreation Department is happy to offer the following youth summer programs!

1. Summer Recreation Program:  Ages five to twelve – Barker, Coopersmith and WG Community Parks
2. Afternoon Sports Clinics – Ages Five to Twelve – WG Community Park, Lambert Park and Ice Line
3. Summer Teen Program: Ages Thirteen to Fifteen – Robert Lambert Park

Turtle Island Construction

Members of the West Goshen Parks Crew reconstructed “Turtle Island” at Box Elder Park in April.  The floating wooden island offers turtles a safe place to sun themselves while taking a break from swimming.

Space is still available for the following Summer 2022 bus trips:

Spring Yard Sale

The West Goshen Park and Recreation Department will host a Spring Yard Sale on Saturday, 14th between 9:00 AM and 2:00 PM. Residents can register to include their address in the official Township Yard Sale Guide and receive an official Yard Sale lawn sign or for a $10 fee may sign up for a space at the West Goshen Township Municipal Complex. 

Participating residents must complete and return a Vendor Registration Form to the West Goshen Park and Recreation Office by Monday, May 2 nd . Vendor Registration Forms and additional information are available on the West Goshen Township website here or by contacting Park and Recreation Director Ken Lehr at klehr@westgoshen.org or at 610-696-5266, ext. 4104.

POLICE DEPARTMENT NEWS

Road Rules: Anti- Texting Law

Pennsylvania’s anti-texting law, effective March 8, 2012, encourages motorists to put their full focus on driving.  The law can be found under the Pennsylvania Vehicle Code section 3316- Prohibiting text-based communications. 

What the Law Does 

  • The law prohibits as a primary offense any driver from using an Interactive Wireless Communication Device (IWCD) to send, read or write a text-based communication while his or her vehicle is in motion. 
  • Defines an IWCD as a wireless phone, personal digital assistant, smart phone, portable or mobile computer or similar devices that can be used for texting, instant messaging, emailing or browsing the Internet. 
  • Defines a text-based communication as a text message, instant message, email or other written communication composed or received on an IWCD. 
  • Institutes a $50 fine for convictions under this section. 
  • Makes clear that this law supersedes and preempts any local ordinances restricting the use of interactive wireless devices by drivers. 
The penalty is a summary offense with a $50 fine, plus court costs and other fees. Learn more here.

Beware of Mail Theft

We are seeing a significant increase in check theft from personal, business, and even some blue standalone mail collection boxes. The stolen checks are altered and then cashed by the suspects.
United States Postal Service recommendations:
- If possible, deposit mail close to collection time or inside the post office.
- Never mail cash
- Promptly pick up your mail
- Inquire about overdue mail
As always, report suspicious activity.
Sunday, April 10th, began National Telecommunicator Week- a time set aside to celebrate 911 dispatchers and recognize all the work they do for their agency and their community. Dispatchers are the ultimate First Responders as they are responsible for gathering critical information, disseminating it appropriately, clearly, and efficiently while giving potentially life-threatening and/or life-saving instructions, and at the same time dispatching responding units, including fire, medical, and law enforcement.
Thank you to all the Chester County Dispatchers and Call Takers for ALL you do! A BIG shout-out to our very own West Goshen Dispatcher, Jackie Badman. We appreciate you, your dedication, and your hard work! You go above and beyond every day, usually without a timely break.

Celebrate Arbor Day With Us!

This year’s Arbor Day event is on April 29 at 5:00 p.m. at Oaklands Cemetery, where we will celebrate the life of Joseph Trimble Rothrock, dubbed the “Father of Forestry” in Pennsylvania, in the 100th year since his passing. 

In 1895, Rothrock was appointed the first forestry commissioner to lead the newly formed Division of Forestry in the Pennsylvania Department of Agriculture. Two of his major accomplishments as commissioner were his land acquisition program and the creation of a forest academy to train foresters for state service. 

A newly designated heritage tree a short distance from his gravesite will also be recognized. For those inclined to take a slightly longer walk, you may want to visit the grave of the eminent botanist Dr. William Darlington—a distant relative of Rothrock. The event will feature speakers, music, and distribution of free reusable grocery bags and free tree seedlings for the first 25 attendees.

Directions and parking: Set your GPS for 1042 Pottstown Pike, West Chester (Google Maps link). A map of the cemetery and gravesite is available for download here. Please park along the entrance roadway and walk, following signs for Section D, Lot 92. Attendees with limited mobility may park closer to the ceremony site.

Commissioners Seek Spending Proposals for $102 Million in American Rescue Plan Act Funds

Chester County today began accepting applications for funding requests from a pool of nearly $102 million in American Rescue Plan Act (ARPA) money.

County Commissioners Marian Moskowitz, Josh Maxwell and Michelle Kichline said the grants are intended to provide an infusion of resources to meet pandemic recovery needs and to accelerate the ongoing rebuilding of Chester County’s economy. 

“We are inviting municipalities, public authorities, small businesses, and non-profit organizations in Chester County, as well as organizations that provide substantial service to the County, to send us their proposals,” Commissioners’ Chair Marian Moskowitz said. “We have set up a unique structure to evaluate the applications, in which members of the community help determine how their tax dollars are spent. I’m so proud of this model.”  Read more here.

WEST GOSHEN PET OF THE MONTH:  Meet Simon LeBun and Roxi!

With his velvet-like coat, clear brown eyes, and alert demeanor, you would never guess that it took nearly a year for mini Rex rabbit Simon to be adopted from the Southeastern PA-DE House Rabbit Society in Newport, Delaware. Housed at the bottom of a stack of cages and cowering in a corner, he was easy to miss. But luckily his prospective mom had seen the handsome fellow's picture beforehand, and it was love at first sight. Learn more here.
Roxi came to the Brandywine SPCA from Florida. She was adopted in Feb 2017 at the age 4 months. She is an awesome inside only cat, loves her dry food, and has an addiction to treats. Her owners love her!!️
