A National Emergency Medal
A National Emergency Medal was awarded to Andrew Shepherd at the Council Dinner on Thursday 21 April 2022.
The Black Summer Forest Fires of 2019-2020 burned more than 24 million hectares, directly causing 33 deaths (9 of them bushfire volunteers), over 2,400 homes were lost and over 5.5 million hectares were burnt in NSW alone.
Andrew Shepherd was one of the many WA volunteer firefighters who travelled to NSW to assist with fighting. Andrew was a member of the Wagin VFRS from 2001-2004, Dongolocking BFB from 2011-2013 and Nippering BFB from 2013 to the present day still. He has also been involved with the Dumbleyung VFRS since 2013 to present and has been captain for 7 years.
Congratulations Andrew, on this much deserved award!!
Work Health & Safety Act 2020 Implications
The new Work Health & Safety Act 2020 is now operational with Regulations coming into effect during March 2022.The intent of the new State legislation requires employers to treat volunteers the same as employees in terms of protecting their health, safety and welfare. The effect of these important changes will now place a legal requirement to ensure that volunteers are appropriately trained and resourced in undertaking a task whilst volunteering their time in support of an employer. The impact to the Shire of Dumbleyung (and other local governments) will extend to all voluntary activities including firefighting and other direct volunteer activities.
The Shire will work with each of the relevant volunteer groups to establish necessary training and skill recognition requirements and protocols to meet these legal obligations and requirements.
The changes also mean that volunteer access to Shire owned plant and machinery will be restricted to those pre-approved individuals that are appropriately trained and recognised as proficient in using each item. The Shire of Dumbleyung appreciates everyone’s patience as these important changes are implemented.

Please contact Shire of Dumbleyung CEO Gavin Treasure if you have any concerns or queries in relation to this matter.
