Mid-way through the month of April, we have our departments in full swing of budget preparation. In the coming weeks, our Finance Department staff will be reviewing all departmental submissions and preparing any revisions for review with senior staff. Similarly, we will be starting outreach efforts with our residents as we do every year. We are also preparing for our visioning and goal setting workshop with Council scheduled for May 23rd and 24th. Our upcoming Council Meeting on April 26th will have Scout Pack 125 presenting the Pinewood Derby trophy and recognition of Polo Park Middle School's Robotics teams. Our public hearing items include the second reading of both proposed referendum questions as well as the second reading of the Zoning Text Amendment to the Land Development Regulations for the Sign Code.
We continue to work with representatives of Wellington Athletics for the proposed project located at Wellington Community Park. We await their updated business plan and financial analysis for further review together with continued work on the final form of the agreement for the planning, design, construction, and operation of the facility. Wellington Athletics also presented the proposed project at a joint PRAB & PZAB workshop.

On Tuesday, May 10th, the Wellington High School and Wellington Landings Middle School Jazz Bands will perform at the Amphitheater at 6:30 pm.
The Aquatics Complex will host a Long Course Swim Meet from Friday, May 13th through Sunday, May 15th. The pool will close to the public beginning on Friday, May 13th at 3:00pm and will remain closed on Saturday and Sunday, May 14th and 15th. The pool will reopen per normal operational hours on Tuesday, May 17th at 9:00am.
The Village, in conjunction with Theatre Arts Production (TAP), will host The Addams Family, A Musical Comedy, on Saturday, May 21st at 1:00pm and 7:00pm, and Sunday, May 22nd at 11:00am, at the Wellington Amphitheater. Tickets are available in advance on Eventbrite and day of at the Amphitheater, prior to each performance.
The gymnasium and parks remained open for normal hours of operation for Good Friday, April 15th. The Wellington Community Center. Village Park gym were closed on Good Friday, April 15th and Easter Sunday, April 17th. Village Park and all other parks remained open from 8:00am to 7:00pm with the exception of Scott’s Place which remained open for normal hours of operation.
The Parks & Recreation Department is launching a new Instagram page for the Wellington Tennis Center. The official username is @WellingtonTennisCenter and the account will be managed in conjunction with the center’s Facebook page www.fb.com/WellingtonTennisCenter.

Mall Cleanup: In honor of Keep America Beautiful Month the Community Services Team conducted a clean up around the Wellington Green Mall.
Boys & Girls Club: Assisted and volunteered at the Boys and Girls Club Car Wash to raise funds for teen activities.
Community Roundtable Meeting: On Tuesday, April 12th, we met with Community Partners to discuss upcoming events and possible partnership opportunities.

- Session 2 (Q&A with Village Council): Wednesday, April 6th Palm Beach Central took part in their second session of the Tom Atkins Civics 101 program, where they were able to ask questions to the Village Council.

Let’s Move: The Village of Wellington has brought home the Gold logging in over 20 million minutes in the Let’s Move Challenge. With the win, we received a $1000.00 check to help promote physical health.
SWAG: On Thursday, April 7th we had our face to face SWAG meeting with Palm Beach Central High School. Jordan Jackson and David Usher from last year’s SWAG class stopped by and shared their experience about being in the program.
SWAG Program: On Monday, April 11th we had our first day of virtual SWAG interviews. We will continue interviewing the students throughout the week.
Crossover 4/9/22: This week we had 28 participants join us for our crossover program at the Boys and Girls Club.

Egg Hunt:
The Annual Wellington Egg Hunt was held on Saturday, April 16th from 10:00-11:30 am at the Village Park softball fields. This event featured over 50,000 eggs spread out over 4 fields broken into the following age groups:
Ages 2 and under & children needing special accommodations
3-4yr olds
5-7yr olds
8-10yr olds.
We estimate we had almost 3,500 attendees at the event.
Health and Wellness Fair:
Wellington will host the 2nd Annual Health and Wellness Fair from 5:00 pm - 7:00 pm in combination with the final night of the Lakeside Market on Friday, April 22nd. This event will focus on health and wellness providers, as well as the Village’s Community Partners, who offer services ranging from senior care to mental health initiatives for youth. The Health Fair will also feature health screenings, Covid-19 vaccine information, fitness programs currently offered by the Village, and live demonstrations. PBSO and PBFR are also invited to give out information and interact with the residents.
Great American Clean-Up & Earth and Arbor Day:
The Annual Earth/Arbor Day and Great American Clean-Up will be held on Saturday, April 23rd. The Great American Clean-Up will kick off the day at 10:00am in several communities throughout Wellington. Volunteers will arrive at the Wellington Community Center between 9:30-10:00am to receive buckets, pickers, and gloves before they go to their assigned neighborhoods.
At 11:00 am, all volunteers will return and enjoy Chick-Fil-A sandwiches in the Lakeview room. They will then join Council on the Promenade for the reading of the Earth/Arbor Day proclamation and presentation from the Wellington Tree Board of the F.L.O.W.E.R. awards. A ceremonial Cypress Tree will be planted in honor of Arbor Day. Earth/Arbor Day-related vendors will be set- up along the boardwalk providing information and give-a-ways to those attending.
Wellington Chamber of Commerce 5k
The Wellington Chamber of Commerce will host the “Wellington Chamber Community 5k” on Sunday, April 24th at Village Park beginning at 7:00 am. This is a co-sponsored event and will feature finisher medals, age group trophies, a Joe DiMaggio Children’s Health Specialty Center “Kids Corner”, and finish line refreshments.
This year the race will add an un-timed, staggered start, “Hurdle Haul” obstacle course challenge for runners/walkers who want to participate. Children under 6 will not be permitted on the obstacles.
Wellington Art Society Art Reception & Boutique:
The Wellington Art Society will host their combined art reception for both City Hall and the Wellington Community Center on Tuesday, April 26th from 5:00 pm - 7:00 pm. Along with over 94 pieces of artwork between both locations, there will be a short presentation of a donated piece of artwork from Gary Bradford. Gary donated the painting “It Starts in Parks” on behalf of his wife, Susan P. Bradford, for whom the Art in Public Places program was originally named. Susan passed away in 2008, but the rotating art program has continued and expanded to include City Hall and the Community Center and rotates every 4 months. The community is also invited to peruse the artist’s tables where they will also be selling their artwork, jewelry, and prints. Light refreshments will be served in the lobby of City Hall.

Wellington will host “Take Your Child to Work Day” on Thursday, April 28th for Village Employees. Children (8yrs and older) wishing to participate will have a full day of activities including:

Kids to Park Day:
Saturday, May 21st is National “Kids To Parks Day”, which encourages families to play outdoors and is celebrated annually on the 3rd Saturday in May. This day connects kids and families with their local, state, and national parks and public lands through thousands of park events that promote discovery and exploration in the great outdoors. This year, Wellington will celebrate at Greenbriar Park (2975 Greenbriar Blvd) from 9:00 am - 12:00 pm with bounce houses, face painting, lawn games, interactive contests and more! Kona Ice will be onsite for purchase as well as water for sale through the Crowned Pearls of Wellington.
Memorial Day:
The Annual Memorial Day Parade and Ceremony will be held on Monday, May 30th. The parade will begin at 8:15 am in the City Hall parking lot area and travel down Forest Hill to the Veterans Memorial. PBSO, PBFR, The American Legion, local Veterans, and the boy/girls scouts will participate in the parade. Once the parade concludes, the ceremony will begin (estimated to be 8:30am). Council will welcome and lead the ceremony. Tom Wenham will be the keynote speaker for the American Legion.

Palm Beach County Sheriff’s Office
PBSO District 8 continues to enforce the Golf Cart Ordinance. There were four reportable golf cart incidents last week with one incident that resulted in a traffic stop regarding a golf cart with no headlights. On 4/5/22, Deputies responded to an incident where juvenile subjects on golf carts shot a victim with a pellet gun while the victim sat in another golf cart in his driveway. Victim sustained minor injuries and refused EMS. Enforcement and education continues to be near the elementary schools during school zone times.
During the week of 4/5/22 – 4/8/22, traffic units responded to 10 specific traffic related resident complaints that were evenly distributed throughout the Village. The areas where the complaints came from as follows: 2 Paddock Drive, 2 Aero Club, 1 Paddock Drive/Squire, 1 Wellington Trace, 1 Forest Hill Blvd/Lyons, 1 Lyons, 1 Royal Fern, 1 Big Blue/Wellington Lakes Blvd.
On 4/5/22, Community Policing Deputies attended a Homeless Intervention Meeting with the staff at the Lewis Center near the South Florida Fairgrounds. Deputies learned and reviewed with staff the process on how clients are accepted into the program and services offered. PBSO continues to develop community relationships and build their resource toolbox for use in the future. Community relationships have been made with the case manager at Wellington Regional Medical Center and the Wellington library in regards to Palm Beach County Rental Assistance Programs and LIHEAP (Low Income Home Energy Assistance Program). The library offers residents in need of assistance with completing these applications.
The Street Team Unit has reported on their Operation Pulled Door Handle. Through classic police work including surveillance and investigative stops, the street team conducted 160 surveillance hours leading to 123 traffic stops. The Operation continues as a proactive measure to provide extra patrols throughout the Village with special attention to the shopping plazas and residential neighborhoods. Agents work with the community to follow-up and respond to suspicious persons in the community and vehicle burglaries. Since the beginning of the operation 1/18/22, no vehicle burglaries were reported while agents were on patrol.
Palm Beach County Fire Rescue
Over the past week, PBCFR Wellington Stations have been meeting with school resource officers at all schools in the Village. This meeting was a two-fold initiative to allow the crews to meet those officers and discuss any specifics about the school and for Fire Rescue to check the keys located in the Knox Box. Fire Rescue staff checked that the keys were present and that they worked as well.
COVID-19 Testing & Trends
We continue to see a demand for testing with a slight increase in testing positivity rate. On 4/13/22, Curative switched back to offering Rapid PCR tests. The Curative Village Hall location conducted 396 tests and reported an 11.5% positivity rate. The Curative South Shore site is still averaging about 10 tests per day. The Wellington Green Drive-Thru site is averaged 23 tests last week and positivity rate of 13%. With the reintroduction of the Rapid PCR test at the Curative site, we are watching closely to see how this impacts demand in the community.
Last week it was reported on the CDC Covid Tracker that Palm Beach County saw a case rate of 55 per 100,000 population. New COVID-19 admissions per 100,000 was 3 and the percent of staffed inpatient beds in use by patients with confirmed COVID-19 is 1.2%. The Covid-19 Community transmission level continues to remain low in Palm Beach County.

The Equestrian Preserve Committee completed the review of the proposed Best Management Practices for Livestock Waste and provided recommendations. The EPC recommendations will be provided with staff’s recommendations at the adoption hearing for the Code of Ordinances. In addition, there have been recent discussions with Matt Bellissimo regarding the manure blending at 14833 50th Street and proposed plans to expand and modify the operations. More information will be forwarded when it is available.
Mark Bellissimo has contacted the Planning staff regarding Wellington Country Place Planned Unit Development. Several questions about the PUD pertain to total units approved, unit transfers between pods, and related development potentials. At this time, no formal requests or information has been provided regarding any proposed changes.
Mr. Wayne Jenkins has inquired about a “car condominium” use in the building of the former Circuit City. The proposal is to provide a garage for parking high end vehicles and would include robotic parking of 800-1,000 vehicles, stacked three high. There would be no service or repairs on site. The owners of the vehicles would have 24-hour access to the vehicles. Planning staff is discussing this unique use and how it fits into the current land development regulations or if amendments would be required. More information will be provided when it is available. At this time, no formal requests or information has been provided regarding any proposed changes.
Coach House Summary:
In response to the cessation of work on the Coach House Condo project, the building permits and LDP have expired. A Code Compliance Notice of Violation/Notice of Hearing (NOV/NOH) was issued to address the construction site and conditions of the LDP. The NOV/NOH outlined:
- Removal of the temporary sales office and re-sodding of the area.
- Removal of the remnants of the original parking lot and re-sodding.
- Removal of the construction fence and banner.
- Removal of construction material and debris.
All issues were addressed except the re-sodding of the former parking lot. After a failed attempt to seed the area, Coach House entered into a Stipulation Agreement providing until July 21, 2022 to sod the former parking area.

Construction Projects
The Town Center Phase II project commenced construction on April 4th. Site work continues on Phase I of the project and is scheduled to continue through early September. Town Center Drive will remain closed for the duration of the project.
Road and landscaping work on Aero Club Drive is scheduled to commence on May 2nd and continue through early August. Village of Wellington staff has provided notification to all of the POA’s and schools that will be affected by the project. A variable message board was also installed on each side of Aero Club Drive to notify residents and area motorists of the impending construction.
Landscaping works are scheduled to commence on Big Blue Trace beginning in early June. The same contractor for Aero Club is scheduled to continue the landscape works along Big Blue Trace, and under the same contract. Notifications will be sent out to the affected POA’s within the next two weeks.

Traffic Items
The engineering department is currently managing several traffic studies, including a Village wide speed study, and a specific speed/count study along Greenview Shores Blvd. The Village wide speed study data collection phase is complete. The next step is for the Traffic Engineer to analyze the data and complete the final report.
The Greenview Shores Blvd. speed/count study is completed and the Final report was submitted to the Engineering department on April 1 st. A copy can be obtained here.
A draft AT was submitted to the Village Manager on 04/12/2022 in regards to the Versailles / 441 intersection and in response to a resident request for a traffic signal in that location.
We continue to address golf cart pathway issues as they present themselves. We are currently awaiting delivery of additional signs for installation around the Greenbriar Corridor in the Aero Club Subdivision.

Bids/RFPs/RFQs:
- RFQ 202203 - Architectural and Engineering Services for the Construction of a New PBSO Substation – Eight proposals were received on January 13th. The selection committee met on January 27th and short-listed five firms for presentations/interviews. The selection committee met on March 2nd to hear presentations and interviews from the short-listed firms. Subsequently, the committee scored and ranked each proposer. Based on the results the scoring the committee is recommending authorization to negotiate with Leo A. Daly Company. Authorization to negotiate was requested at the April 12nd Council meeting. A contract negotiation session will be held in the near future.
- ITB 202206 - Painting Building Exterior Wellington Community Center and Village Park Gym – Seven bids were received on March 23rd. Notice of Intent was issued to All Counties Painting, LLC DBA People’s Choice Pressure Cleaning & Painting. Contract award consideration is scheduled to be presented at the April 26th Council meeting.
- ITB 202208 - Purchase of Mulch, Pine Straw and Ground Preparation – Two bids were received April 6th. Purchasing is reviewing.
- RFP 202209 – Disaster Recovery Services - Ten proposals were received on March 30th. A selection committee meeting is scheduled for April 14th.
- ITB 202210 – Roadway Striping and Pavement Marking Services – Four bids were received on March 10th. Notice of Intent was issued to Steffen & Sons Striping LLC. Contract award consideration is scheduled to be presented at the April 12th Council meeting.

TECHNOLOGY SERVICES UPDATE
Cybersecurity remains the top initiative for the IT Department as we continue to stay on top of new vulnerabilities that arise daily.
Continue to work on the GoWellington App with Departments making tweaks to it as needed. We are starting the last phase of the GoWellington App to integrate it into the Tyler ERP.
The COMCAST Internet installation for the Wellington High School project permit was approved and we are awaiting construction start date. GIS is has completed all GIS Strategic planning meetings with GTG and are awaiting results.
Town Center Construction has broken ground and IT Dept. has moved all internet and intranet off the fiber line to a Wireless Point-to-Point to ensure that the WCC, Pool and LWPC remain connected. Construction Camera has been installed on Roof of City Hall to capture progress and provide Time-lapse.
