Committee of Adjustment April 20 and May 4
There are a number of Kitchissippi applications on the hearing agenda for the Committee of Adjustment's April 20 meeting. Find the details of these here

  • At 35 Kenora, the owners are seeking to construct a single detached home with a front-facing garage. They are seeking a variance to the Streetscape Character Analysis rules to allow that.
  • At 501 Cole, the owners are seeking to subdivide the property into two separate parcels of land to established separate ownership for a proposed semi-detached dwelling. Months ago, the Westboro Community Association had asked Council to designate this building a heritage structure, and it is on the Heritage Registry. I have asked City staff to expedite getting a designation report in front of the Heritage sub-committee. My caution is that the recommendation to provide it finally with protection is up to staff, working according to their legislation. In the meantime, the City has told me they will be making comments to the Committee noting the heritage procedure. Because it is on the registry, there is a required 60-day waiting period before any demolition permits are extended, so we have some time.
  • At 117 Carruthers, the owner is seeking to subdivide the property to create separate ownerships for each of the two proposed three-storey long semis; they're seeking multiple variances.
  • At 502 Melbourne, the owners are seeking to subdivide to create separate ownerships for two new detached dwellings.
  • At 304 Selby, the owners are seeking to subdivide to build two new singles. They're seeking variances to allow reduced lot widths and areas for those.
  • At 283 Ferndale, the owners are seeking to construct a second-storey balcony that would be constructed on the existing carport. They're seeking a variance on the required easterly side-yard setback.
  • At 311 Atlantis, the hearing will resume from April 6 as the owners seek to demolish the existing shed and subdivide their property into two for a proposed two-storey semi. They're seeking variances for lot width and area as well as to permit a front-facing garage and rear-yard parking space.

  • At 432 Avondale, the owners are seeking to sub-divide the lot and are seeking variances for lot width and side-yard setbacks as well as to allow front-facing garages in order to construct two singles.
  • At 681 Tweedsmuir, the owners are seeking variances to building height from the allowed 3.6m to 6.18m in order to construct a two-storey coach house.
  • At 11 Sherbrooke, the owner is seeking to subdivide the property into three, demolish the existing duplex and build three triplexes. They're seeking variances associated with lot width and area. This is a resumption of the hearing from February 2.
  • The hearing will also resume for 41E & 41F Stirling.
I also have the Committee's decisions from its April 6 meeting. The applications at 55 Armstrong and 311 Atlantis were adjourned until April 20. The application at 41E & 41F Stirling was adjourned to May 4. At 68 Stirling, the application for subdivision and variances was granted. At 499 Hilson, the application for a sub-division for the semi now under construction was granted. At 37 Clarendon, the application was amended by removing the request for a variance to permit the rear deck to project further than the zoning by-law allows, and the variance to permit a front-facing garage was granted. At 37 Grange, the applications for variances and sub-division were granted. At 490 Wellesley, the application for variances to build a two-storey addition was granted.

Solid waste plan engagement sessions
The City continues to consult on its new solid waste master plan, and registration is now open for two virtual open houses, one exploring waste strategies for multi-residential properties and one on the residual waste stream that can't be diverted. View more details on those and sign up here.

Household hazardous waste depot April 24
The next household hazardous waste depot will be held Sunday,  April 24 at Tunney's Pasture from 8 am - 4 pm. This is for hazardous waste and not electronic waste. Visit here for more.

At City Hall

Environment Committee
The Environmental Protection, Water and Waste Management Committee meets on Tuesday April 19 with an important agenda that includes a new multi-residential dwelling waste diversion strategy. View the full agenda here.

Transit Commission
The Transit Commission meets on April 20 with an agenda that includes the usual verbal update on the operations of the Confederation line as well as bus and now Para service. There is also a response from to a formal inquiry asking why public members of the Transit Commission can't get access to the information provided to city councillors and the Mayor in meetings of the Finance and Economic Development Commission during in camera meetings. Short answer: because of reasons. And, the Commission will debate a motion to include Para Transpo in all future verbal updates as well as add more data with respect to Para in the semi-annual performance measure report. View the full agenda and associated documents here.

Community and Protective Services
CPS will meet on April 21 to discuss a progress update to the Community Safety and Well-being Plan, and undertake the usual delegation to staff the ability to administer federal/provincial housing funds. Read the full agenda and related materials here.

Ottawa Board of Health
The board of Ottawa Public Health will meet on April 25. They'll consider some administrative matters and receive a verbal update from Dr. Vera Etches. While not slated for debate, three information items might be of interest to residents: an update on the impact of the pandemic on congregate living settings, and update on the "climate change health vulnerability assessment for extreme heat to improve community resilience" and a progress report on reducing the harms from gambling in Ottawa. Planning Committee
We have a Kitchissippi-heavy Planning Committee meeting on April 18. The zoning application for the 12- and 12-storey towers at 335 Roosevelt, 30-storey tower at 2050 Scott, and six-storey development at 54 Bayswater will all move ahead. For the reasons I've outlined extensively in past I'll be opposing the development at the foot of Roosevelt, and I'll be supporting the Hintonburg Community Association in voting against the Bayswater development that turns a Traditional Mainstreet mid-rise into the low-rise neighbourhood without planning for that in the secondary plan. I will likely support the 2050 Scott tower; I've opposed multiple tall towers on Scott but this proposal is within the "new normal" for this stretch of the ward. There are also applications for Catherine, Frances, Louisa, Mer Bleue and Leitrim. I haven't read it yet, but I'm looking forward to considering the Carlington North Veteran's Housing Heritage Study. Pictured here are some of the kids in Westboro Beach heading off to parade through the neighbourhood while the Easter Bunny hid eggs through the beach area. It was a nice, crisp spring day for it!
