BACKGROUND: 

§41.18 of the Los Angeles Municipal Code provides that the Los Angeles City Council by Resolution may designate specified areas for enforcement against sitting, lying, sleeping, or storing, using, maintaining, or placing personal property, or otherwise obstructing the public right-of- way, and for a person to be found in violation of any of these prohibited behaviors. In approving §41.18 , the Los Angeles City Council further found that the public health, safety, or welfare is served by the prohibition(s) therein, and further found that sleeping or lodging within the stated proximity to such designated area(s) is unhealthy, unsafe, or incompatible with safe passage. Since the passage of §41.18, several council districts have invoked §41.18. 

The below listed encampment locations have been obstructing the public right-of-way, and are unhealthy, unsafe and/or incompatible with safe passage: 

(1) Sawtelle Boulevard by the 10 Freeway and 405 freeway exchange; 

(2) Centinela Avenue under the 10 freeway; and, 

(3) on the north side of Venice Boulevard under the 405 over pass (at or near Globe). 

The Mar Vista Public Health & Safety Homeless Committee believes that the circumstances at these locations pose a particular and ongoing threat to public health and/or safety as found by the LA City Council and that these encampment locations should be prohibited pursuant to §41.18 [a, b, and/or c] of the Los Angeles Municipal Code Council. 

THE MOTION: 

This motion requests that the MVCC Board request that pursuant to §41.18 [a, b, and/or c] of the Los Angeles Municipal Code Council Member Mike Bonin immediately designate said encampment locations for enforcement against sitting, lying, sleeping, or storing, using, maintaining, or placing personal property, or otherwise obstructing the public right-of-way, up to the maximum distance and effective for the maximum period of time prescribed, and as further detailed in §41.18: 

(1) Sawtelle Boulevard by the 10 Freeway and 405 freeway exchange; 

(2) Centinela Avenue under the 10 freeway; and, 

(3) on the north side of Venice Boulevard under the 405 overpass (at or near Globe).

MEMO:
The Mar Vista branch library is requesting funds to replace many of the following items. We are using Amazon for these items as they were not available on library vendor sites. These are not all the titles and it will depend upon the prices when we actually purchase them. We appreciate your support so much, as I’m sure the children in the area appreciate it as well! COMMITTEE: Transportation & Infrastructure TITLE: Expenditure for Stump/Tree Removal and Replanting PURPOSE: To Expedite Stump/Tree Removal and Replanting for Mar Vista Community.

BACKGROUND: The Bureau of Street Services’ Urban Forestry Division has a stump/tree removal inventory for the City of Los Angeles. Unfortunately, the Bureau of Street Services is “so underfunded” that timely service cannot be provided and the Waiting List is long.

As a Neighborhood Council, we can provide funds to the Bureau of Street Services’ Urban Forestry Division for expediting the removal of stumps/trees within Mar Vista, thus removing this inventory from the Waiting List. Depending on the sizes and locations of the stumps/trees, 15-20 stumps could be removed for about $1,160 to $1,740 for two to three workers on one Saturday or 7-12 trees for six workers at a cost of $3,480 for one Saturday. Besides the size of the tree, other varying factors include inability to gain access to the tree due to non-compliance with the no parking signs and waiting for a tow truck. Once stumps are removed, the City works with two different organizations (CityPlants.org, TreePeople.org) that assist in providing new trees for free.

The City will provide additional details once an amount has been approved for funding.

THE MOTION: The MVCC approves providing the Los Angeles Bureau of Street Services’ Urban Forestry Division up to $3,500* for the removal of stumps/trees within the boundaries of Mar Vista.

ACTION/VOTE COUNT: On Wednesday, April 6, 2022, the T&I Committee approved the motion 13-0-0. The motion was moved by Wheeler, seconded by Rodriguez.
