Cosby Neighbourhood Plan set for referendum

Cosby is set to become the latest village in the district to decide whether to adopt a Neighbourhood Plan after Councillors agreed for the plan to be voted on at a referendum.

Neighbourhood Plans are used when planning applications are decided, in addition to the Council’s Local Plan and other material considerations. Each plan sets out an area’s individual ambitions to shape the development and growth of their local areas and what it should look like.

The plan for Cosby focuses on the themes of good design, safeguarding historic buildings and green spaces, and protecting and improving community facilities and amenities.

Cosby Parish Council are leading on the plan and Blaby District Council has worked closely with the Parish to assist in the plan’s development, which has been through a number of consultations, including with Cosby residents.

The Independent Examiner’s report on the plan was published in June and identified a small number of modifications which will help to ensure it has robust and clear policies that planning applications can be decided against.

At the Full Council meeting on Tuesday 20 September, Councillors voted to approve these modifications. Residents of Cosby will now be able to have their say by voting whether to adopt the plan via a referendum. A provisional date has been set for the referendum on Thursday 24 November.

Neighbourhood Plans are proving popular with Parish Councils and are prepared by the local community, for the local community. The District currently has adopted neighbourhood plans for Blaby, the Fosse Villages (a group of 10 parishes in the south of the District) and Leicester Forest East.

Councillor Ben Taylor, Portfolio Holder for Planning Delivery and Enforcement and Corporate Transformation, said: “I am absolutely delighted to see yet another Neighbourhood Plan head for a referendum in the district. This is great news and a reward for our Officers and Parish Council who have both worked incredibly hard to get to this point.

“Residents of Cosby will now have the chance to have a say about their area and choose whether to join the other parishes in the district who have voted yes on giving their village a bigger say in planning matters.

“We’ll continue to work with Cosby Parish Council in the run up to the referendum, as well as Glenfield who are also in the process of developing their own plan.”
