There are 7 days remaining until the application submission deadline for the Fiscal Year (FY) 2022 Continuum of Care (CoC) Program Competition. The FY 2022 CoC Consolidated Applications, including the CoC Application and CoC Priority Listing with all project applications either approved and ranked or rejected, are due on September 30, 2022, by 8:00 PM EDT. Please allow ample time to complete your FY 2022 CoC Consolidated Application, and do not wait until the last minute to submit via e-snaps to HUD.

HUD strongly recommends that Collaborative Applicants submit their applications at least 24 - 48 hours before the deadline. See Section VI Application and Submission Information of the FY 2022 CoC Program Competition Notice of Funding Opportunity (NOFO) for application submission and timely receipt requirements.

The CoC Application and the CoC Priority Listing are separate submissions in e-snaps; therefore, Collaborative Applicants must ensure that both the CoC Application and the CoC Priority Listing, including all project applications either approved and ranked or rejected, are submitted in e-snaps prior to the application submission deadline of September 30, 2022, by 8:00 PM EDT.

SAM.Gov registration Delays

2 CFR Part 200 calls for applicants and/or recipients to maintain an active registration in SAM.gov to conduct business with the federal government. Through M-21-20, Office of Management and Budget (OMB) originally authorized federal awarding agencies to relax the timing of the requirement for active SAM registration at time of application through September 30, 2021.

However, due to a higher than anticipated volume of new and renewing registrants in Sam.gov, OMB has authorized additional flexibility with SAM registration/recertifications. As a result, HUD's Office of Special Needs Assistance Programs (SNAPS) has elected to temporarily relax active Unique Entity Identifier (UEI) requirements for FY 2022 CoC Program Competition applicants. Applicants that do not have a UEI number should enter "0s" in the required UEI number fields in their applicant profile and project applications.

Additional guidance will be provided on meeting active SAM registration requirements after the FY 2022 CoC Program Competition closes.

CoC Priority Listings

There is a known issue when the Update List button is clicked, for some collaborative applicants, e-snaps freezes and does not update the Project Listing with the project applications that were submitted to the CoC.

If you experience this issue:

• Send an email to e-snaps@hud.gov as soon as possible so the issue can be corrected in the e-snaps system
• In the Subject line of your email enter "URGENT Project Listing Issue"

Due to this issue, all CoC Collaborative Applicants are being asked to build in enough time to work on their CoC Priority Listings and finalize the Project Listings ahead of the September 30, 2022, application submission deadline.

Questions about policy and program implementation should continue to be submitted to the HUD Exchange Ask A Question (AAQ) portal. In Step 2 of the question submission process, select “CoC Program” from the “My question is related to” drop down list. Please do not submit competition questions or questions about e-snaps to the CoC Program AAQ help desk or the e-snaps AAQ help desk.
