The launch of “Invest in Inclusion: ILMI’s Budget 2023 Priorities

The launch of “Invest in Inclusion: ILMI’s Budget 2023 Priorities” took place on Tuesday 20th September at 1pm in the Audio-Visual Room of Leinster House.
 
Thank you to Deputy Holly Cairns and her team for working with us to organise the launch in the AV room and TDs and Senators who attended.
 
ILMI look forward to working with all political representatives to ensure that Budget 2023 and beyond, continue to invest in inclusion.

NDA Launch of Participation Matters: Guidelines on implementing the obligation to meaningfully engage with disabled people in public decision making

These guidelines are a practical resource to support public officials at national and local level to meaningfully consult with and actively involve disabled people and their representative organisations in policy development and other decision making processes to meet obligations set out under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
 
#ParticipationMatters report on this link . The DPO Network contributed robustly to this document and Jacqui Browne (ILMI Board member) chairperson was flying the flag for the DPO Network (of which ILMI is a member) and also inputs from network members Leanne Quigley (Irish Deaf Society) and Joe McGrath and Mariead Forde (National Platform of Self Advocates). Grace Murphy, representing the ILMI Youth Collective (who also contributed to the creation of this document) spoke about the need for engagement with disabled people of all ages in order to equality proof policy.

 
ILMI Peer Mentoring

ILMI’s peer mentoring is a space to for disabled people to talk about independent living, their goals and direct them to the services and supports that might be needed for people to achieve these goals. 
 
Shelly Gaynor is employed as peer mentor to talk to disabled people and provide you with the direction and information as to where you might realise those goals. These actions depend on the needs of each disabled person: Personal Assistance Service (PAS), education, housing, peer supports and so on.  
 
Shelly’s role is to help build disabled people’s confidence in what is possible and to explore how other disabled people have taken similar journeys to realising their goals.  Peer mentoring is about direction in how to access supports, but it is not the peer mentor role to “do things” for disabled people. Part of mentoring is offering possible options and directions, but central to Independent Living is disabled people being empowered to go and seize these opportunities.

ILMI new Find Your Voice empowerment programme Galway

Our Galway participants had their initial training session yesterday morning, as part of our new Find Your Voice empowerment programme. Supported by Galway City Council this ten week training programme provides disabled people living in Galway with an opportunity to learn how they can use their voice, both as an individual and as a collective, to actively advocate for change. The group, who meet now on a weekly basis are excited to get to know each other and to learn more about how ILMI can work with them to campaign for change.

VOICE Cork
On the 20th September, Nicola Meacle VOICE Community Development Worker for Cork, Kerry and Tipperary attended the Spinal Injuries Ireland roadshow “This is my Life” in Cork city. This was a chance to network and discuss the VOICE project to some of the attendees, SII have always been supportive of VOICE when it started earlier this year.

A project team from the University of Limerick facilitated a series of focus group discussions between participants. Whilst some of the issues raised were specific to people with a spinal injury, many other issues or barriers that were listed were cross-impairment. Participants were very vocal on the importance on being consulted about issues that affect them personally. Nicola hopes to submit an article on DPO’s to their next newsletter. SSI will host other town hall meetings in other regions in Ireland over the next few weeks including one in Waterford today.

VOICE Kilkenny
VOICE Kilkenny had their first workshop on Zoom on Tuesday, 20 September. James Casey spoke to the group and it was a very lively discussion! James asked the group what their favourite rule to break was and the group had a discussion about impairments and disability effects. This got people thinking about what disability is and what we can change in society, our impairments cannot be changed, they are a part of who we are. Everyone was very interested to hear about the work that ILMI do as a DPO and the different spaces to get involved, like the Youth Collective & Women’s group.

ILMI as a Disabled Persons Organisation (DPO) recognises that many disabled people receive services through Disability Service Providers that allow them to live independent lives, with freedom, choice and control. Many of these services are vital to ensuring disabled people can be part of society, living their lives in an inclusive way based on principles of rights and equality. 
 
However, how much control do disabled people have over these services? And what strategies can ILMI as a DPO put forward for how the Sector can be accountable to the needs and wishes of disabled people.
 
Join us on Zoom for an interactive discussion space for disabled people to discuss developing a position paper on Disability Services. This will take place on Tuesday 11th October from 11am.

ILMI “Education Equal to Others” Consultation

Article 24 of the UNCRPD guarantees a right to disabled people to education equal to others and calls on States to “ensure an inclusive education system at all levels and lifelong learning”.
 
In the last twelve months there has been an increasing call for “special” schools, “special classes” and reversal of hard fought gains that disabled people had campaigned for. Going hand-in-hand with this has been the transfer of Therapy services from the Children’s Disability networks to Special education locations.
 
ILMI is keen to explore this with disabled people to develop an analysis of how to practically implement the UNCRPD in relation to article 24 and key campaign asks to bring to the Department of Education and political parties.
