Hello CELC members

This past Labor Day weekend, I explored Hot Springs, Arkansas.  At every site we camped at, there was a connection to energy generation.  Lake Catherine State Park shared a shoreline with Entergy’s powerplant.  We explored Mt. Nebo with a landscape view of the Arkansas Nuclear One owned by Entergy Arkansas.  We camped at an Army Corp of Engineers park on the shore of Nimrod Lake oldest Corps of Engineers lake in the state, with the dam completed in 1942.  Although the dam is not utilized for hydroelectric power, it reminded me of the nexus of energy generation in our natural and rural regions.  This coming year, CELC will focus on supporting our rural local governments and providing recognition.

Recent and Upcoming Local Government Policy Actions:

Statewide:  On October 18, the Public Utility Commission of Texas will hold its biannual public meeting for their Energy Efficiency Implementation Project. The agenda will include a review of the statewide findings from the EM&V efforts, updates to the Technical Reference Manual 2023, and a stakeholder brainstorming session for potential amendments to the energy efficiency rules. Austin: On September 29, the Austin City Council will consider authorizing a contract as part of a Resiliency-as-a-Service pilot program for an aggregate contracted capacity of up to 25 megawatts and an estimated annual contracted amount of $3.375M. SPEER News and Upcoming Events
SPEER has undertaken a historical review and examination of the utility energy efficiency programs in Texas since 1999. Our recent Review of the Texas IOU Energy Efficiency Programs 2005-2022 report reviews recent history and policy actions stemming from Winter Storm Uri in 2021, determines the potential of energy efficiency programs broadly, and lastly dives into the current goals, achievements, and programs of Investor Owned Utilities (IOU) that operate in Texas.

Funding Opportunity
Throughout the year, SECO announces various funding opportunities to support efficiency programs. Funding opportunities include Notice of Loan Fund Availability for the LoanSTAR program, Request for Applications for energy efficiency grants and Requests for Proposals for qualified firms to contract with SECO on projects.

Posted September 27, 2022 - Request for proposals (RFP) are being accepted to conduct building energy code training workshops regarding the 2021 International Energy Conservation Code (IECC) and the Energy Efficiency Chapter 11 of the 2021 International Residential Code (IRC).
