9/30: CARES Act Funding Obligation Deadline

As we enter the final days before the September 30 CSBG CARES Act funding obligation deadline, please let us know if you have any remaining questions or need assistance. We are happy to help ensure that all available CSBG funds are invested to address the needs in our Tribal CSBG Network.

Just a few examples of the many options available include: 

  • commitments to supplement benefits provided through the LIHWAP and LIHEAP, and other programs
  • purchase orders for needed program equipment and supplies

Diaper Distribution Demonstration & Research Pilot FY2022

The Office of Community Services (OCS) announced the first recipients of funding for the Diaper Distribution Demonstration and Research Pilot, also known as the Diaper Distribution Pilot, as part of National Diaper Need Awareness Week. This demonstration project is the first federally funded diaper distribution pilot. Recipients are required to partner with Community Action Agencies, social service agencies, and other community-based partners, such as diaper banks in order to leverage existing community resources and provide wraparound services for families experiencing diaper need. This puts another antipoverty tool in the hands of community action agencies and their partners, as part of wraparound services for individuals and families with low incomes.

OCS is celebrating this new program by sharing key messages on its website, and social media account, as well as through a blog post and the amplification of the program by partners and stakeholders. 

White House Hunger Conference 


Yesterday, the White House hosted the Conference on Hunger, Nutrition, and Health, the first of its kind in over fifty years. In conjunction with the conference, the White House also unveiled a National Strategy to support the goal of ending hunger and increasing healthy eating and physical activity by 2030 so fewer Americans experience diet-related diseases – all while reducing health disparities. OCS sent OCS-DCL-2022-20 White House Hunger Conference_FY2022 to inform Office of Community Services (OCS) grant recipients, partners, and stakeholders of OCS work to support anti-hunger efforts and OCS inclusion in the National Strategy.
 
As a first step in the work to support the National Strategy, OCS is excited to launch Freedom from Hunger Initiative, an effort to highlight the impact of CSBG funded anti-hunger programs. It is encouraged that you explore the Freedom from Hunger Landing Page and the many resources available there including eight case studies on innovative CSBG-funded anti-hunger programs, infographics and spotlight videos featuring two Project Impact Rapid Cycle anti-hunger projects, a CSBG-wide anti-hunger infographic that highlights how program funds support anti-hunger efforts across the country, and an animated video on the reach of CSBG. All of these materials, and more, are available in both English and Spanish.

CAPLAW will host an Ask the Financial Experts webinar — Fiscal Navigation in 2022 — today, Thursday, September 29, 2022, 2:00 pm - 2:45 pm ET. Register now!

Fiscal administration and management issues for federal grants have become more complex for CAAs due to the historic influx of funding they received in the wake of the COVID-19 pandemic. Many of these challenges, from managing new programs and a rapid ramp-up of services, to cost allowability as needs during the pandemic evolved and closing out short-term grants, relate to the financial administration of new or increased funding streams.  

To help CSBG programs navigate these challenges – new and old – CAPLAW, in collaboration with the National Community Action Partnership, has invited two of our most knowledgeable and engaging financial experts, Kay Sohl and Denes Tobie, to answer your questions about managing your agency’s finances.

LIHWAP Payments Without Written Agreements


The Office of Community Services (OCS) released a LIHWAP IM-2021-02 Vendor Agreement FY2021 to provide Low Income Household Water Assistance Program (LIHWAP) grant recipients with best practices for making bill payments to water service providers without a written vendor agreement. While the use of vendor agreements is highly recommended as a LIHWAP best practice, they are not required by the LIHWAP Terms and Conditions. CAPLAWCast: New CAPLAW Podcast!

In its inaugural episode of CAPLAWCast, Beverly Buchanan of the Arkansas State CSBG Office, and Terry Bearden of the Arkansas Community Action Agencies Association (ACAAA), discuss key aspects of the state office, state association relationship, including how it has overcome challenges and evolved, and how elements such as respect, communication, and trust have bolstered collaborative efforts and assisted CAAs across the Wonder State. 

This podcast can also be heard on Spotify, and will soon be available on Apple Podcasts and Google Podcasts.

Energy Awareness Month Toolkit for October!

October is almost here, which means it's time to get ready for Energy Awareness Month! The Energy Awareness Month Toolkit is a great resource to use in conjunction with the NASCSP Weatherization Day Toolkit all throughout the month of October. NCAP has developed graphics and messaging for you to share about the need your customers are facing, as well as actions you are taking to address the need. This includes content on energy burden, energy equity and clean energy, COVID-19 and the energy sector, the Weatherization Assistance Program the Low Income Home Energy Assistance Program, Energy Efficiency Day (October 5), and Weatherization Day (October 30). In addition, we hope you find the Facebook Live and video production tips useful for hosting virtual Weatherization Day
events.

Native American Suicide Prevention Resources

We can all help prevent suicide. Every year, mental health organizations and individuals across the U.S. and around the world raise awareness for suicide prevention during September.

Suicide is the second leading cause of death for young people ages 10 to 24. Sometimes it feels as though your struggle is yours alone. But the National Suicide Prevention Lifeline hears you, and help is available.

To reach the National Suicide Prevention Lifeline, dial or text 988 from any phone or free 24/7 support. This new, shorter phone number will make it easier for people to remember and access mental health crisis services. Please note, the previous 1-800-273-TALK (8255) number will continue to function indefinitely.

Missing & Exploited Children Tribal Fellowship


The National Center for Missing & Exploited Children (NCMEC) is currently accepting  applications for our 2023 Tribal Fellow position. NCMEC’s Tribal Fellowship Program  was created in 2021 to help build relationships with Tribal Nations and Native & Indigenous communities. 

This paid Fellowship is 100% remote to help ensure their programming has geographic, tribal and professional diversity of perspective. The Fellow is responsible for meeting with stakeholders engaged in the search for missing Native & Indigenous children and sharing. NCMEC's free resources. The Fellow also serves in all strategic advisor capacity to NCMEC staff on Tribal issues
