We have worked 29 days without a work-related injury or accident.
 
PUBLIC WORKS DEPARTMENT 

The Public Works Department began our week with tree trimming on Hillcrest Drive. Pipe and head wall work was conducted on Prentice Hill Road and continued throughout most of the week with an interruption on Thursday due to heavy rain. Waterways were cleaned and roadside mowing continued throughout town.  In collaboration with the Fire Department and Parks and Recreation we assisted the Hebron Food Bank with moving refrigerators to their new location.
 
ASSESSOR'S OFFICE 

Notice is hereby given that all persons conducting business (including home-based businesses) or having personal property in the Town of Hebron must file with the Assessor’s Office a declaration of all personal property belonging to them as of October 1, 2022. Failure to declare by November 1, 2022, as required by law, will result in a 25% penalty assessment.
 
Taxable personal property includes: unregistered motor vehicles, motor vehicles located in Hebron but registered in another state, mobile manufactured homes not assessed as real estate, construction equipment, manufacturing machinery and equipment, business furniture and fixtures, farm machinery, farming tools, mechanics tools, computers, telecommunication equipment, cables, conduits, pipes, poles, business expensed supplies and other property such as billboards, video games, vending machines, leasehold improvements, etc.
 
The Assessor’s Office has mailed declarations to anyone the office is aware of conducting business in Hebron. Failure to receive a declaration in the mail does not negate the filing requirement. Blank declarations are available online (hebronct.com), as well as in the Assessor’s Office. Declarations must be hand-delivered, mailed, faxed, or emailed by November 1, 2022.

SENIOR CENTER
 
FLU & COVID VACCINE CLINICS
Thursday, October 20th at the Hebron Senior Center from 10:00—12:00.  ALL AGES. 
The high dose flu vaccine for 65+, the regular flu vaccine, and the reformulated versions of the Moderna and Pfizer-BioNTech booster vaccines available. Consent forms, which need to be completed by everyone, are available at the Senior Center or on-line at Chatham Health (Chathamhealth.org). Please bring your insurance card and ID. The following insurance is accepted; Aetna, Anthem BC/BS, Cigna, ConnectiCare, Medicare Part B.  We are unable to accept United HealthCare. No registration required.

FIRE DEPARTMENT 
 
This week the fire department responded to 17 EMS, 1 fire alarm, 1 CO alarm and 1 lift assist calls.
 

 
TOWN CLERK
 

The Town Clerks attended the Connecticut Town Clerks Association conference last week.  Meetings with many state agencies took place.  The Secretary of State and State Elections Enforcement discussed nuances of facilitating the November election as well as the review of the constitutional question that will appear on the ballot. 

Many other agencies such as the Department of Agriculture, CT State Library, Public Health Department, Department of Revenue Services, genealogical and justice of the peace organizations as well as many venders demonstrating programs that enhance recording, conservation, and storage challenges.           

IQS has been chosen as our new land records vender and are working with the former company to ensure a smooth migration of the town land records.  

When the new system is installed and the records data base is migrated, we will begin to accept electronic recordings for the land records which will offer a greater level of service to our customers.


 
PLANNING AND ZONING DEPARTMENT
 
The Planning and Zoning Commission received a new application to consider a zoning regulation amendment to the Planned Residence Development (PRD) zone. A public hearing is tentatively scheduled for October 11, 2022. The proposed amendment would allow more opportunities to develop affordable housing the PRD zone and bring the definition of affordable housing in line with the State’s. By aligning our local definition of affordable housing with the State’s, future efforts to address affordable housing through regulation can be counted towards the State of Connecticut Department of Housing Affordable Housing Appeals List.
 
The Planning and Zoning Commission also received a request to designate Kinney Road a scenic road in accordance with Hebron’s “Scenic Road Ordinance”. This is the first such request the Commission will consider since Burrows Hill Road was designated over 20 years ago. A public hearing is tentatively scheduled for October 11, 2022.
 

 
CONSERVATION

Activity items for inclusion in the weekly report:

  • Effected routine sediment and erosion control adherence checks relative to previously issued permit conditions of approval.
  • Made 5 regulatory compliance jurisdictional determinations with corresponding site visits.
  • Consulted with DEEP on an invasive vegetation control matter.
  • Inspected sewer line upgrade project at three pump stations and substations for environmental protection conformance.
  • Conferred with the Amston Lake Association regarding the status of a DEEP application.
  • Advised a property owner about the terms of a conservation easement.
  • Prepared a first draft of the Commission’s submission to the Town Annual Report.
  • Conducted periodic patrols relative to access, ATV usage and illegal dumping on Town-owned open space lands.
  • Provided administrative and logistical support to the Conservation and Inland Wetlands Commission.
 
PARKS AND RECREATION 
 
We are hiring!  The Parks and Recreation Department is seeking applicants for our PREP Before and After School program that runs throughout the school year.  Morning and afternoon hours are available Monday-Friday.  PREP staff plan and implement games and activities, serve snacks, and interact with children grades pre-k through 6th, while acting as positive role models and providing guidance and leadership.  Visit our website or call 860-530-1281 for more information.

Youth Basketball registration is open for all participants in grades K-12.  Registration closes for all rec basketball teams on October 23rd, so please don’t miss out on this great opportunity.  Travel basketball is also offered to boys and girls grades 5-6.  Please visit our website or look for flyers for more information.

Hebron El students/basketball players are encouraged to join the “Fall of Fame Basketball Camp” running every Tuesday (grades 3-4) and Thursdays (grades 5-6) from October 18 - November 17th from 3:30p-5:00p at the Hebron El Gym.  Coach Shaun Keane will work on improving players skillset an developing a deeper understanding of the game through enjoyable activities, drills, and games. 
 
The popular Babysitters Training class is back on October 28th from 9a-2:30p at the Douglas Library.  Open for ages 11-17, this class focuses on all the necessary babysitting concepts and techniques to ensure safety and prevention. 
 
Barre Fusion with Donna Bellmore from Wildflower Fitness is back and looking for participants interested in a low impact class combining barre work and yoga.  Class is Tuesday nights 9/27-11/1 from 6:30p-7:30p at the Gilead Hill School Activity Room. 
 
30+ Basketball is running Tuesday nights at the RHAM High School Main Gym, until November 1, from 7p-9p.  Price drop-in is $3 (cash only) per visit.

BOOSTER INFORMATION

Please see the release below by DPH regarding the bivalent COVID-19 booster. Chatham Health District is currently planning a booster vaccine clinic schedule that will offer many options over the next few months at different locations and different days and times across the district. While the bivalent booster is not immediately available at all our clinics, our list of clinics will be updated to reflect when the bivalent booster becomes available and at which clinics residents will be able to access it.

The Hebron Greater Together Community Fund, established by the Hartford Foundation for Public Giving, is seeking Letters of Interest Applications with a deadline of October 15, 2022. Grants of up to $10,000 will be awarded by the end of December, 2022.
 
The objectives are to improve diverse participation and impact through new projects and to encourage the creation of innovative new projects for underserved populations.

DOT NOTICE OF ROAD CLOSURE
St. Peter’s Annual Harvest Festival
   
St. Peter’s Episcopal Church will hold their annual Harvest Festival on Saturday, October 1st from 9 AM to 3 PM and on Sunday, October 2nd from noon to 4:00 PM. This annual celebration has something for everyone! There will be a wide variety of pumpkins, gourds, squash from a local farm, hayrides, a bake table featuring your fall favorites, a Fall- and Halloween-based tag sale, apples from Glastonbury Farms, as well as cider, preserves, three sizes of mums from Paul and Sandy's Too farm nursery in East Hampton, parishioner-made crafts, and twelve vendors on each of the days.
  
We will have a luncheon each day featuring tasty hamburgers, smoked pulled pork sandwiches and our delicious homemade chowder.
  
As part of the St. Peter's outreach programs, a portion of the proceeds will go to the Colchester Food Bank. Come join in the fun! St. Peter's Episcopal Church Latin Flavor Dinner
 
St. Peter's Episcopal Church will hold its next monthly community dinner on Saturday, October 15th from 4:30 until sold-out. In recognition of National Hispanic Heritage Month, where we recognize the contributions and influence of Hispanic Americans to the history, culture, and achievements for the United States, we will be serving a Latin Flavor dinner. The theme for this month is UNIDOS – inclusivity for a stronger nation. The meal is provided by Edwin Maldonado, owner of the Latin Flavor restaurants and food truck located in Windham and Middletown. His delicious food is also enjoyed at various towns events.
 
The menu will include roasted pork shoulder with Latin seasoning (pernil), yellow rice with peas (arroz con gandules), potato salad with Latin flavoring (ensalada de papa), sweet plantains (platanos maduros), and Puerto Rican sauce (fry sauce). Dessert will be flan and Puerto Rican cookies (manecaditos). The cost is $15.
 
This is a take-out-only dinner with no preorders or reservations – first come, first served. Servers will come to your car, take your order, and money and return to your car to place them in the back seat or trunk. You will not get out of your car. If both parking lots are filled and the food is ready, we may start at 4:00.
 
As part of the St. Peter's outreach programs, a portion of each meal sold this month will go to the Make-A-Wish foundation. Think outside of the box, try something new, and plan to join us at St. Peter’s for this special treat!
