Fourth Annual Meeting
18 - 19 October 2022

The fourth annual meeting of the United Nations Network on Migration will take place on 18-19 October 2022 at the Palais des Nations in Geneva, in a hybrid format with a multilingual platform (EN/FR/SP), though in-person participation is highly encouraged.
Occurring five months after the International Migration Review Forum (IMRF) of the Global Compact on Safe, Orderly and Regular Migration (GCM), the annual meeting is an opportunity to present and discuss the latest Network workplan of activities for 2022-2024, stemming from the IMRF and its Progress Declaration; the next round of regional reviews; and how the global, regional and national level networks can best link together to maximise coherence and impact. A discussion space in which inputs can be made to this workplan is here.
Member States are invited to the 19 October sessions of the annual meeting, which will also include the Migration MPTF Consultative Forum. A draft agenda and registration link will be circulated soon.

The Coordinator’s Member States briefing

On 15 September, the Network Coordinator, Mr. António Vitorino, Director General of IOM, introduced the draft workplan and Network activities for 2022-2024.
The briefing was attended by over 150 participants from Member States, UN entities, and stakeholders.

Following the IMRF, over 40 new pledges were made, bringing their total number to 214.
An analysis of the pledges indicates that five clusters have received the most attention:
- Climate change, climate action, disaster, and migration
- Funding
- International cooperation
- Development of action plans for the implementation of the GCM
- Return, readmission, and reintegration
The pledging dashboard where all the pledges are displayed is currently being updated. The new version will include the possibility of updating information on the progress made on each pledge.

The Republic of Argentina is the first to have reported that one of its pledges has been realised: the adoption of a special humanitarian visa programme for persons from the Caribbean states, Central America, Mexico, and the U.S. that have been compelled to migrate due to natural disasters.

55 Member States submitted GCM Review reports to the IMRF:

- Eastern and Southern Africa (5)
Priorities identified in the reports included:
- Data
- Minimizing drivers
- Regular pathways
- Combatting human trafficking
- Promoting international cooperation

Migration Multi-Partner Trust Fund
|

|
Following the IMRF, the Fund reflected on the implications of the Forum’s outcomes and at its 7th Steering Committee meeting in June strengthened alignment of its strategic focus to the priorities identified in the Progress Declaration.
The Fund will strengthen the mainstreaming of the child-sensitivity and whole-of-society GCM guiding principles through the development of dedicated guidance notes and markers. The Committee also reaffirmed the importance of addressing the impact of climate change, improving migrants’ access to essential health care services, and contributing to the recovery from the pandemic.
The Steering Committee identified new pipeline programmes and decided to fund the Regional Pacific joint programme on labour mobility for sustainable development and climate resilience.

The Coordinator updated Member States on the outcomes of the first IMRF at the Town Hall Meeting of the Opening Segment of the High-Level Political Forum (HLPF) on 5 July. In his intervention the Coordinator highlighted how practices that emerged as a response to the situation of stranded migrants due to the Covid-19 pandemic can inform future recovery plans and accelerate the achievement of the SDGs.
The Ministerial Declaration, adopted on 15 July at the HLPF's conclusion, recognises both the positive role of migration in advancing sustainable development, and the first IMRF’s Progress Declaration in connection to the 2030 Agenda. It also calls upon Member States to take steps to enhance the inclusion of migrants in COVID-19 response and recovery efforts.
