What is the role of diplomacy in American foreign policy? How does “soft power” fit in? Until recently, people-to-people diplomacy between the United States and China was quite vigorous, with students and others traveling back and forth in large numbers, smaller but very active Peace Corps and Fulbright programs, and much cultural exchange. There were, however, tensions in recent years, and 2020 may be a turning point.
