The End of an Era - New Directions for ARD

The Indian Government in conjunction with the World Bank has launched an India-wide Self Help Group and Rural Livelihood Promotion Programme that aims to reach 80% of the rural poor. This is a large programme, designed to take-over all established Self Help Groups and introduce comprehensive training and regional marketing strategies to up-skill the participants and consolidate the resources of the groups.
 
This has had significant implications for ARD’s Women’s Empowerment project, which can no longer receive Government support for the Self Help Group programme. At this time, 250 of our 330 Self Help Groups have been disbanded. The remaining 80 groups that utilize a different Government program will be terminated at the end of their timeline in March.
 
We have been concerned that a "top-down" programme may not meet the grassroots needs of the women and that they may be disadvantaged in the transition. ARD has endeavoured to establish a working partnership with Jeevika, the implementing organisation, but to no avail.
 
We are, however, confident that the awareness and skills the women have developed while participating in the ARD programme will enable them to know what their rights are and to stand up for those rights.

The new programme is working in the field of economic empowerment, but does not attempt to address social or political awareness and rights, as it was with ARD.

Income Generating Activity
ARD has been looking to find a new way of operating in the area. Some of the options that have been suggested by the women within the programme and investigated by staff are:
 
  • A Reproductive Health programme that addresses contraceptive awareness, pre-natal guidance, maternal health and well-being. To empower married young couple to delay and space their pregnancies and to train unmarried adolescents with appropriate information regarding marriageable age, and to bring about improved action, demand and access to reproductive health services.
  • Indian Government supported Joint Liability Group (JLG) programme that work in a similar way to Self Help Groups, though unfortunately without such a rights-awareness focus. The capacity is there to work with men as well as women, though at this time we see ARD(Aust)Inc role as primarily supporting Women’s Empowerment, which will flow on to the village as a whole.
  • An innovative programme to Improve the Learning Capacity of Diverse Students in Rural Govt. Primary Schools in Gaya District. The overall objective of the project is to increase learning capacity and retention of children from socially diverse communities in government rural primary schools by facilitating inclusive teaching-learning practices and processes, improving instructional quality and enhancing school effectiveness.
  • Capacity Building and Policy Advocacy for Land Rights and Entitlements of the Scheduled Caste (SC) communities, to improve uptake of land rights and entitlements by SCs, particularly women and enable transformation for them to live with dignity.
Self Help Group Meeting
At this stage no decisions have been taken. Graeme and Wendy will travel to Bodhgaya in early February to support the Indian team and to ensure that future programmes will meet the needs of our donors.  

ARD has made a considerable difference in the lives of the women in the programme and we are sure they will carry the benefits forward in their lives.
