LICENCE RENEWALS

If you are engaging in harness racing activities, you must renew your licence by COB 31st August.  Trainers please note, if you intend to nominate for Saturday 5th September, you will need to have your renewal lodged and paid for by COB Friday 28th August. It is essential all Drivers submit their accompanying medical at renewal time.

HRSA preferred method of payment is by direct bank deposit or credit card. If paying by cash is unavoidable, please ensure you have the exact money as no cash is kept in the office for change. Signed renewals must be received prior to payment. Photocopied and faxed medicals ARE NOT ACCEPTED.

SUPER SATURDAY IS HERE

30 NOMINATIONS RECEIVED FOR ONE RACE
The inaugural $10,000 Super Saturday is on this Saturday night at Globe Derby Park.  There will be 5 races offering a $10,000 stake with this causing plenty of interest and excitement.   
One race attracted 30 nominations with preferences going to the horses that had competed at least twice in South Australia during August.
HRSA Chairman George Fiacchi commented:
“It’s great to see the enthusiasm for the $10,000 Super Saturday concept and the support from Owners and Trainers. The Board’s charter is to reward loyalty to SA Harness Racing Participants and while wagering continues to be above expectations we can continue to invest in prizemoney. Our next Super Saturday will be on the last Saturday in September and we hope we can plan another for October before we lead into the Southern Cross series”
PORT PIRIE $10,000 JACKPOT GOES OFF TWICE IN ONE NIGHT
Congratulations to the owners and trainers of ‘Out of Character’ and ‘Shesashark’ which both snared the $10,000 prize on offer for winning their respective dual races at Port Pirie on Tuesday night. In a boost to the Port Pirie Harness Racing industry both horses are locally trained. This follows the successful dual win by Nick Tardio trained ‘One Night At The Mile’ at the first jackpot meeting at Port Pirie a fortnight ago.
HRSA Chairman George Fiacchi commented:
“Great to see the locally trained horses winning the $10,000 and congratulations to trainers Waylon and Dale and to Nick for his win 2 weeks ago……$30,000 in 2 weeks is stretching the budget
Ratings Concessions Schedule
 
Commencing 1st September 2020 HRSA will introduce ratings concessions for all horses with less than ten lifetime wins (excluding 2YO wins).
The changes introduced reflect the uniqueness of the SA harness horse population and better provide for more equitable and competitive racing.
The key points with respect to the concessions to be provided are as follows:
 
  • A Rating Concession will be applied to all horses competing in SA ratings-based races effective 1st September 2020 which have 9 or less lifetime wins (excluding 2YO wins).
  •  There will be an automatic reset to 10 points concession when 2YO’s turn three (regardless of how many races won as a 2yo).  
  • The Concessions Matrix is exclusive to any Mares or Junior concessions.
  •  All 2yo’s competing in open age ratings races will receive a 10-point concession (capped at 30)  
  • Any horse claiming using the above matrix cannot reduce its rating below 40.
  •  The maximum points claimable is as follows: -

  • IT IS IMPERATIVE THAT ANY PERSON AT THE RACE MEETING PRACTICE SOCIAL DISTANCING 1.5M WHERE EVER POSSIBLE.
Our fantastic friends at Hygain have kindly supplied the Fiber Fresh product as a giveaway for our trainers.
Each Monday a lucky trainer will be drawn from race meetings held over the course of the week. The recipient will receive a bag of Fiber Fresh (collectable on the night if they have a runner).

Overview of meeting:

Race 1:  SUPER SATURDAY PACE

CHANGEUP (9) was a strong winner in her most recent start when she defeated PAIGE ONE by 13.2 metres from gate 7. She was defeated by YANKEE CLIPPER two starts back but had absolutely no luck on that occasion. If she gets the right run she will be very hard to beat.
YANKEE CLIPPER (11) is going for a massive four wins in a row tonight. He has been racing in career best form. He was a 5.5 metre winner over CHANGEUP last start after getting the perfect run into the race. Looks very dangerous again here tonight.
WHOEE JOHNSON (7), APOLOGIZE (4) and HOCKYGREG (6) look the next best.

Race 2: ADELAIDE PLAINS VETERINARY SURGERY CLAIMING PACE

RUTHLESS ARMBRO (4) is having his second run in South Australia tonight. He was beaten by 10.9 metres behind JOES A CHARACTER in his most recent run but should find tonight a bit easier. Has gate speed and could press forward early and looks to be a strong chance.
TEZZ KHORA (7) was a winner last start when he returned from a spell and defeated FUTURIST by 2.6 metres from the stand start. He looks to be one of the main winning chances against this field.
VEE ROCK (5), COREY ODONOHUE (2) and CALCAVADO (1) are also chances.

Race 3: DOWNLOAD THE TAB APP PACE

STEAM CLEANED (2) should get gate 1 if the emergency doesn’t obtain a run and if so, should be able to get to the lead. He was only beaten by 1.8 metres behind OUT OF CHARACTER in his most recent run. If he gets to the lead he should be hard to beat.
PAY ME INTEREST (10) will find it tough from the second row but this is a minor step down in class. She should be able to feature.
BEZZA (5) defeated AYEJAYEM by 2.6 metres in his most recent run which was from gate 1. He probably wont be able to lead tonight which will make it a bit tricky but he can definitely feature against this field.
ALCATRAZ LASS (8) and THE OCTAGON (6) are also chances.

Race 4: HYGAIN PACE

HESASHARK (5) looked like he had a lot to give after being buried three back on the pegs during the run and then storming home to run second and only ended up getting beaten by 1.9 metres behind DONT TELL WILLIAM. That was his first run back from a spell. If he can get the right run into the race tonight he will be a major a winning chance.
IT AINT THE MONEY (1) was beaten by a short half head behind MICROMETEOR in his most recent run. Despite that he has won five of his last seven. He will be hitting the line strongly from the inside draw.
STEINMAN (8) and MANOEUVER MAN (4) look the next best.

Race 5: TAB LONG MAY WE PLAY PACE

PRINCE OF WHITBY (6) ran well in the dual race series without winning at Port Pirie on Tuesday night. He has been quite impressive over his last 5 starts. If he can get the right run he should be hitting the line well.
THIS IS BILL (3), MANLY MACH (8), ON THE CASE (1), SOVEREIGNE BAY (10), MACHAVELLI (5) and WEEROONA BOY (4) are also chances in what appears to be a very even race.

Race 6: VALE BARRY NORMAN TROTTERS DISCRETIONARY

SOUTHERN ALPS (7) was an 8.5 metre winner last start when he defeated SUN VALLEY ROAD and GODOFTHUNDER. He should be able to get away from the stand start cleanly and move into a forward position. He looks to be a strong chance of making it two in a row tonight.
COOLBREEZE (5) returns from a spell tonight and has the ability to feature against these horses.
GODOFTHUNDER (6) and FOURSHARESMOREBEERS (8) are also chances.

Race 7: GO-FLOW CONCRETING & EXCAVATIONS PACE

ELLMERS HOOFING IT (6) has won three of his last four. He had his first run back from a break last week when he was narrowly defeated by JOES A CHARACTER. He will improve from that first run back. He looks to be a strong winning chance tonight.
JOES A CHARACTER (5) has been hard to fault recently. He defeated ELLMERS HOOFING IT by a head last week. His recent form suggests he will be right in the finish again tonight.
THE IDES OF MARCH (7) and DONT TELL WILLIAM (2) look the next best.

Race 8:  OHOKA PUNTER NZ PACE

DONT NEED AN EXCUSE (4) has won his last five starts. He returns from a lengthy spell tonight but if he is anywhere near his best he will be too good for these.
DOUGS CINO (5), FULL HAND (2) and ALTHEGIRLSINMYLIFE (1) look the next best.

Race 1: BE COVIDSAFE 2YO PACE

CHARGING BULL (5) was only beaten by 3 metres behind THE SNEAKY FOX in his most recent run. Today is a huge step down in class and if at his best he should be storming home over the concluding stages.

BADLUCKBAZ (7), SURROUNDEDBYTURKYS (2) and STYLISH HEAVEN (4) look the next best.

Race 2: TAB BET ONLINE TROTTERS HANDICAP

MY LITTLE COMET (7) is going for three wins in a row today. She was a 1.9 metre winner over ARCTIC PEGASUS in her most recent start. She should be able to get away from the stand start cleanly. Looks hard to beat.

LIBERTY SONG (6) was a winner two starts back when he defeated ARCTIC PEGASUS by 8.9 metres. He galloped in his most recent start but if he trots all the way today he will be right in the mix.

ARCTIC PEGASUS (3) has been knocking on the door for a win. He just needs to attack the finish line and he should be right in the finish.

FAIRYTALE HALL (1) is also a sneaky chance.

Race 3: 1197 VA RADIO HARNESS RACING SHOW PACE

SEMIRAMIDE (2) has her first start in South Australia today. The ex Western Australian has had 60 career starts for 8 wins and 17 placings. She ran third in a trial behind SOLARSONIC and EMAIN MACHA last Sunday at Gawler and  matches up well against this field.

SPRINGFIELD DESIRE (1) ran second last start behind PAY ME INTEREST. He ran home quite well on that occasion. Has the ideal draw to feature here.

DADDY LONG LEGS (7) and TUXEDO MAX (6) are also chances.

Race 4: HYGAIN FIBER PROTECT PACE

AYEJAYEM (5) looks ready to win today. He has been racing consistently without winning. He was beaten by 3.9 metres behind OUT OF CHARACTER in his most recent run. With today a minor step down in class he  looks to be a strong winning chance.

ONE NIGHT AT THEMILE (3), ALCATRAZ LASS (1) and LONGTAN CASSANOVA (4) are also chances.

Race 5: HOPKINS SADDLERY PACE

TECTONIC (9) was an impressive winner last Monday when he defeated EDDEE by 15.2 metres. He will find it a little tricky from the draw but looks to be a strong chance based off his impressive performance last start.

ORATOR (5) returns from a spell. She was a winner at the trials last Sunday at Gawler when she ran over the top to win by a meter and ran a last mile of 2.00.6. Could feature today if she gets the right run.

LILLYSHELAINE (3) and GOODJET (8) are also chances.

Race 6:  PETSTOCK PACE

HAVEACHEW (5) drops down in class and has the front row draw for the first time in weeks. She should be able to lead and if she hits the front will be very hard to beat.

SALLY MACLENNANE (1), TINHORN (7) and CEST LA CLASSE (9) look next best.

Race 7: TAB LONG MAY WE PLAY PACE

CELESTIAL DAYBREAK (3) should be able to get an easy lead here. He has been racing consistently and if he  hits the front will be hard to beat.

SIMON (9) returns from a lengthy spell but matches up quite well against this field. He could easily feature if he is at his best.

This weeks superstar retiree is MY MATE MAL or Leroy as he is now known.
Leroy raced from 2010 for Heather Stevens and had 164 starts for 14 wins and 43 placings.  This handy trotter was retired from racing in 2015 and the now 15 year old is certainly in his happy place!
Upon retirement, Leroy had a not so successful stint at Morphettville as a lead pony, this was not his forte.
It was after that, Leroy met his new and forever BFF Jules.  They enjoy rides and drives around Victor Harbor, Kuitpo Forrest and Belair National Park (to name a few)- he is seeing more of our beautiful countryside than what most of us do!

NEW WHIP RULE
The Australian Harness Racing industry continues to be at the forefront of equine health and welfare, including the way in which drivers can apply the whip.  As society’s expectations of welfare continue to evolve at a rapid rate, particularly with regards to racing animals, what was once considered acceptable practice has been transformed by both science and culture.

Our industry, conscious of these expectations, continues to rise to the challenge of finding a balance between community and industry expectations for ourselves - rather than having it thrust upon us from the outside.
Questions of sustainability, ethics, integrity and transparency need honest and ongoing assessment, while the provision of information is critical to educate and provide confidence for all sectors.

In fact, rules of racing regarding the whip have been progressively moderated with 6 amendments since 1 January 2010.
While many drivers found each change difficult initially, over time, the industry has adapted, without impacting on horse or driver performance - indeed race times have continued to become faster in the period since the whip changes were introduced.
Whilst we can all agree that significant progress has been made, the number of penalties still being incurred, and the instances of unacceptable whip action still being observed are an indication that the rules in their current state require adjustment.
This new rule has been discussed and debated at length, particularly among integrity teams, in an effort to formulate this latest iteration to be easy to understand, simple to comply and straightforward to police.

The wrist only flicking action is designed to limit the force with which a whip can be applied whilst still allowing its principal use as a means of communication between the driver and horse. The limitation of force, both perceived and actual, is the crux of the whip rule amendments.

All within the industry are urged to watch the training video (click here to view) and make themselves familiar with the required action.  Practice and film your own whip action and compare it to ensure you are within the set limits.

The social licence for harness racing to operate is hard fought among the changing expectations of the wider community - and needs to be protected.
Taking a proactive approach to self-moderation as an industry is critical to our future.

Rule 156, applicable from 1 September 2020 in all States

156.  (1)    (a)  A driver shall only use and be in possession of a whip approved by the Controlling Body.
                 (b)  A whip, once approved:-
                      (i)  shall not be modified in any manner;
                      (ii)  shall be maintained in a satisfactory condition;
                (c)  A whip that does not comply with sub-paragraph (b) may be confiscated by the Stewards.

        (2)   (a)  A driver shall only apply the whip in a wrist only flicking motion whilst holding a rein in each hand with the tip of the whip pointed forward in an action which does not engage the shoulder.
               (b)  For the purposes of sub-paragraph (a), “wrist only flicking motion” means:-
                    (i)   Ensuring no force is generated by the use of the elbow or shoulder when applying the whip.
                    (ii)  The forearm is not raised beyond forty-five degrees relative to the racing surface.
                    (iii) Not applying the whip with overt force.

        (3)  A driver shall not use a whip in an unapproved manner.

        (4)  For the purposes of sub-rule (3) a driver shall be deemed to have used the whip in an unapproved manner in the following circumstances which are not exclusive:-

            (a)  If the whip is applied excessively, continuously and/or without allowing the horse time to respond.
            (b)  If the whip is applied when the horse:
                    (i)  is not visibly responding;
                   (ii)  is not in contention;
                   (ii)  cannot maintain or improve its position;
                  (iv) is clearly winning;
                  (v)  has passed the winning post at the finish of a race.

           (c)  If the reins are lengthened so as to result in loose reining regardless of whether the whip is being used at the same time.
           (d)  If the whip is used in a prodding or jabbing fashion.

    (5)  A driver shall not use the whip in a manner which causes injury to a horse.

    (6)  A whip shall not be used so as to obstruct, strike or endanger another driver or horse.

    (7)  A driver shall not allow a whip to project outside the sulky.

    (8)  A person who fails to comply with any provision of this Rule is guilty of an offence

TRAINERS / DRIVERS PLEASE NOTE:
 In light of recent circumstances at the Gawler trials where a fall occurred shortly after the start of the event and the uncertainty of drivers within that trial with respect to continuing with the trial, Stewards would like to remind drivers of the policy surrounding a fallen horse during the running of a race or trial.

POLICY
 
When an accident occurs, the Steward-In-Charge will activate an intermittent siren warning drivers to proceed with caution.
 
Should it be necessary to stop the race, the siren will be sounded continuously with the Clerks assisting with advising drivers if necessary.
 
Any driver who fails to comply with R171(1) or who retires his horse from the event prematurely is guilty of an offence.

Rule 171(1)       In the event of an obstruction occurring on the track during a race, drivers shall observe due caution and obey instructions given by the Stewards or any appointed person.
 

OFFSET SULKIES - (Banned 1/9/20)
Stewards remind all industry stakeholders that effective 1 September 2020, all offset sulkies are banned for use. This follows a five year phasing out period.

HRSA further reminds the industry that the use of a modified offset sulky will not be permitted and action under the Australian Harness Racing Rules (AHRR) will be taken against individuals who use or attempt to use a sulky which has not been approved by Harness Racing Australia (HRA).

HRSA ANNOUNCES RESIGNATION OF CHAIRMAN OF STEWARDS

Harness Racing SA announces that Simon Ewen will be standing down as Chairman of Stewards with effect from 14th November 2020 to pursue external interests.
 In announcing the resignation, HRSA Chief Executive Officer Ross Neal thanked Simon for his invaluable service and outstanding contribution to the organisation over a great many years.
 
“Simon has a lifetime of involvement in harness racing and he has been a substantial contributor, to not only HRSA, but the entire South Australian harness racing industry.
Simon’s dedication to his role as Chairman of Stewards, and the respect he has engendered has greatly assisted HRSA in driving the industry forward in changing and challenging times”
 
“On behalf of the Board, I would like to extend our best wishes to Simon as he embarks on another chapter of his working career. Mr Neal said.
 
Mr Ewen stated “I have thoroughly enjoyed my time at HRSA, culminating in the role as Chairman of Stewards and am pleased that I have been able to contribute to growing harness racing in SA.”
 
“I would like to thank everyone that has supported me and contributed to my development through the 33 years that I have worked for HRSA, commencing in a part time role as the assistant starter and progressing to the Chairman of Stewards. Harness racing has been an integral part of not only my life, but my family’s life, providing me with opportunities and experiences that wouldn’t have been possible in any other industry.” Mr Ewen said.
 
HRSA has now commenced the recruitment process for a new Chairman of Stewards.

INDUSTRY NOTICE
Email/Mail Out Requesting Retired and Deceased Information

 

Harness Racing Australia has recently conducted a mail/email out requesting updated information on horses considered ‘inactive’.
In this case the definition of ‘inactive’ comprises of horses aged 4 years and older which have not raced or bred in the past 2 years.
If you are listed as the Managing Owner of a horse that falls within this category you will receive an email (or postal letter if your email address is not on file) detailing the horses in your care that require updating.
The process can be completed online in HarnessWeb or via a downloadable paper form.
The notification of any movements of horses including retirement and death is covered under the AHRR and penalties can be applied for not providing information or for providing incomplete or fraudulent information.

ALL PARTICIPANTS PLEASE NOTE:

Before lodging documents, please take a moment to ensure everything has been completed and signed where appropriate.

In recent times, HRSA has experienced a spike in incomplete and/or unsigned documents, which causes delays in processing.

Participants are also reminded that the witnessing of documents should be taken seriously, and a person should never sign as witnessing a document when it has not been physically witnessed.
ACCOUNT PAYMENTS 

Payment of accounts – Could all persons, where possible, please pay their account direct through our bank account (BSB 035-047; Account  194535; Account name: Harness Racing SA Ltd) or by credit card over the phone (08 8285 0730)
 
HRSA no longer holds cash on the premises. If you have to pay by cash please be sure you have the correct money as no change can be given.

Please ensure when making payments direct to HRSA bank, that you provide your HRSA customer code and name in the description in order for your payment to be allocated to the correct customer code. 

Please also send a follow up email to knicolai@saharness.org.au to advise that payment has been made to HRSA bank account.

September is Prostate Awareness month and this year the Billinger Brothers are uniting to help raise funds for this cause..

SA BOTRA will also donate any unclaimed bonuses during September to the Foundation.
 
This is the fourth year SA BOTRA has provided the colours worn by SA drivers to promote awareness of the cause, interim President Gary  Newton said " BOTRA would like to thank Mark and Darren for agreeing to wear the Foundation colours during September to promote awareness to this terrible cancer that kills more than 50 men a week in Australia." 

 
BOTRA also plan to fundraise during September to support the cause, details will be available soon as to how you can help us.
