In these uncertain and trying times the aim of the E-Newsletter is to keep people in the parish informed and in contact with other people in the parish. We make no apology for repeating information from previous E-Newsletters. Additional information is included this week.

The next meeting of the parish council will be an online virtual meeting on Wednesday 2nd September 2020 at 7.30pm.

Your Parish Council News:
The coronavirus and subsequent lockdown has meant that the Council has been unable to hold face to face meetings since the March meeting. However it has been possible to continue with Council business by holding online meetings using Zoom and by Members and the Clerk keeping in regular contact by emails and telephone calls. It is hoped that it will be possible to hold a normal meeting in Harmer Hill Village Hall in November and include the Annual Parish Meeting which could not take place in May. 
The following is some of the business that has taken place during the past six months:
Audit:
The Council has reviewed the annual internal audit report which indicated that there were no concerns regarding the financial and overall management of the Council during the past year and the necessary documents have now been forwarded to the External Auditors appointed by the Government and based in London. Their report should be received in September when it will be published.
Road Safety:
Speeding Traffic is still the most common complaint received by the Council and affects many roads throughout the Parish. The Council is in regular contact with the Police and the Safer Road Partnership in an effort to get some enforcement action but they are faced with ever increasing demands on their time. 
Last autumn a group of residents from Myddle set up a Community Speed Watch project which was designed to record excessive vehicle speeds and report the details to the police. It worked well for a time but has now been abandoned because there were not sufficient volunteers to run the project.
The Council has recently purchased and installed two additional road side data recorders which not only advise drivers of the legal speed but also record a host of other information. They are currently placed on Baschurch Road in Myddle but there are plans to use the units in Harmer Hill as well.
Streetlight up-grade:
Government statements have indicated that in an effort to reduce the carbon footprint all sodium street lighting has to be replaced by LED units which are cheaper to power and maintain.
The Parish Council is responsible for most of the streetlights in the Parish and has decided to use Community Infrastructure Levy finance to pay for all the units to be changed. The majority of the work has already been undertaken and the remainder will be replaced over the next few weeks.
Community Environment Project:
Last year the Council received a grant of £1,500.00 from Shropshire Council which had to be match funded and could be used to carry out a range of Highways’ tasks in the Parish, which would normally have been done by Shropshire Council staff. The grant enabled the Council to employ Mr. Marco Busi who did sterling work throughout the year, raising complimentary comments from many residents. Because of the success of the project a similar grant has been received for the current year and Mr. Busi will continue to provide a very valued service.
Affordable Housing Project:
For some considerable time the Council has been involved in discussions with the Rural Housing Association and Shropshire Council about the possibility of identifying a suitable area for the construction of a few affordable properties, which could be made available to local residents.
Shropshire Council has agreed to set up a small committee to study any proposals and would welcome membership from local residents. If you are interested in being involved please forward your details to the Parish Clerk 
Highways:
The maintenance of the Highways, pavements, road signs etc. is the responsibility of Shropshire Council and regular concerns are highlighted by the Parish and sent to the Highways Department for action. You are probably aware of the dire state of Shropshire Council’s finance, which has been worsened by the need to use staff time and additional money to deal with the virus crisis. As a result many of the reported problems have not been dealt with but the Parish Council will continue to report problems and press for the existing ones to be dealt with.

Litter
You may remember that our parish litter pick was cancelled at the start of the pandemic. Several people have made an effort to keep our parish free of litter during this time and we thank them for their efforts. It is unlikely that we will be arranging another group litter pick until March 2021. However if you would like to borrow and sign for some litter picking equipment (picker, hoop and bags} to help keep our parish litter free please contact Colin Ruck 291436.

Temporary Road Closure - Yorton Railway Bridge
2 separate closures the first starting on Mon 7th Sept and the second one finishing Fri 18th Sept.
Mon 7th Sept to Fri 11th Sept - This will close the road from Yorton station junction to A528 Myddle Junction (under the railway bridge) From the Railway Bridge up Wayside Road will remain open at this time
Mon 14th Sept to Fri 18th Sept – This will close Wayside Road from the Railway Bridge to building site entrance adjacent to Station. Road under Railway Bridge would now be open.

Reminder
Unless the landowner permits it, cycling on a footpath in England and Wales normally constitutes trespass, making it a civil but not a criminal matter. Much of our local woodland has a number of Permissive Paths allowed by the land owners who are concerned by the number of mountain bikes who are on their land and causing damage to the tracks and the environment. Computers and Technology. 
We are now so dependant on technology to communicate with families, friends and shops during this crisis. For this reason Colin Ruck has offered to assist and advise anyone within the parish who is having IT problems or just wants to install Skype, WhatsApp, Zoom, Facebook, etc. 
Many problems can be sorted out without an on site visit. Please call him  291436 for this FREE SERVICE during this crisis! Also if you have a computer or laptop you are prepared to donate to help somebody in the parish please let Colin know.
