Saving for Your Child's Education 

Registered Education Savings Plan (RESP) helps you save for your child's education by providing special tax treatment for investments in the plan. Your child may also qualify for grants and other programs such as the Canada Education Savings Grant, which provides a lifetime limit of $7,200 for each child.

The Investor Experience 2020
 

In our last issue, we published a new study that explores retail investor responses to the COVID-19 pandemic. Investors have been confronted with unprecedented uncertainty and the OSC is closely monitoring retail investor experiences and behaviours during this time to support its investor protection mandate.

The study has several findings, including:

  • Investment stress: 47% of investors are experiencing increased levels of stress during the COVID-19 pandemic.

  • Holding investments: 85% of investors have held all of their investments as a result of the COVID-19 pandemic.

  • Selling investments: Investors with low financial knowledge were the most likely to sell 20% or more of their investments as a result of the COVID-19 pandemic.

Applications for Seniors Expert Advisory Committee

The OSC is seeking members for its Seniors Expert Advisory Committee (SEAC). Applications are due September 11, 2020. 

The SEAC advises OSC staff on securities-related policy, operational, education and outreach activities of the OSC designed for older investors. OSC staff recognize the importance of consulting with a multidisciplinary group of seniors’ experts who can provide staff with specialized input to support ongoing efforts and to better understand the unique needs of older investors. Osgoode IPC
 

Osgoode Investor Protection Clinic

The Investor Protection Clinic (IPC), a joint initiative between Osgoode Hall Law School and FAIR Canada that received seed funding from the Law Foundation of Ontario, released its 2020 Annual Report.

In August, the IPC and the Investment Industry Regulatory Organization of Canada (IIROC) announced a partnership in which IIROC will provide the IPC with major funding annually for the next five years.

The IPC provides free legal advice to people who believe their investments were mishandled and who cannot afford a lawyer. Learn more

 
OBSI JRC Annual Report
 

OBSI JRC Annual Report

The Ombudsman for Banking Services and Investments (OBSI) is a free, independent service for resolving investment disputes between participating firms and their clients if they can't solve them on their own.

The Joint Regulators Committee (JRC), the committee of securities regulators that provides oversight of OBSI, recently published its 2019 annual report. Learn about the securities regulatory oversight of OBSI here.

 
CSA Study on Investor Knowledge, Attitudes and Behaviour
 

CSA Study on Investor Knowledge, Attitudes and Behaviour

The Canadian Securities Administrators (CSA), which includes the OSC, recently published findings from a four-year research study that measured what investors know and think about fees and the performance of their investments, and how they interact with advisers.

The research found improvements between 2016 and 2019 in 40% of the issues examined, particularly in knowledge about fees. Read the full report

Proposed amendments regarding syndicated mortgages

Comments due: September 21, 2020

The OSC published for comment amendments to its local prospectus and registration exemptions regarding syndicated mortgages. These proposed local amendments, together with final amendments published by the CSA, facilitate the transfer of regulatory oversight of certain syndicated mortgage investments to the OSC. Guidance for flexible chief compliance officer arrangements for businesses

Comments due: September 30, 2020

The CSA announced guidance that supports firms' implementation of more flexible chief compliance officer (CCO) arrangements that better align with their operational needs and business models. The guidance outlines three CCO models tailored to the needs of small businesses, specialized businesses, and firms with multiple lines of business. Learn more

The CSA is seeking input from investors, industry and the public on the framework for self-regulatory organizations in Canada. Learn more

 

Proposed partial repeal of OSC Rule 48-501 and proposed changes to Companion Policy 48-501CP

Comments due: November 4, 2020

The OSC is proposing amendments of OSC Rule 48-501 Trading During Distributions, Formal Bids and Share Exchange Transactions and changes to its related Companion Policy (48-501CP). The proposed amendments would remove restrictions on dealers involved in distributions, formal bids and share exchange transactions; and remove certain restrictions on insiders and associated entities of issuers and selling shareholders. COVID-19 Fraud Alerts

Watch our new COVID-19 fraud alert videos. Fraudsters are exploiting the fear surrounding economic conditions and the COVID-19 pandemic.

*New* Quick High-Return Schemes. Fraudsters are targeting people experiencing financial hardship from COVID-19 with quick high-return schemes based outside of Canada. 

Fake government messages. Be careful of fraudsters posing as government agencies or departments by text or email.

Financial representative impostors. Be on alert for fraudsters posing as your bank or investment firm advisor.

Pump-and-dump scams. This is a type of investment fraud. Fraudsters artificially increase the price of a stock they own by encouraging other investors to buy it. Fraudsters then sell their shares; the price falls and investors lose money. 

Work from home scams. Be on alert for fraudsters offering fake job opportunities and claiming you can earn high profits to replace lost income from COVID-19.

OSC in the Community

OSC in the Community is an outreach program that takes the OSC's regulatory mandate from Bay Street to Main Street. OSC staff travel to communities across Ontario to talk to people about making informed financial decisions and avoiding investment fraud.

To protect the health and safety of the public and staff, all OSC in the Community events will be delivered online or by phone until further notice. We will continue to monitor the situation and follow guidance from public health authorities.
