Speaker bios:


Chip Allen
Johnnie (Chip) Allen is the first Director of Health Equity at the Ohio Department of Health and is responsible for developing agency-wide goals, objectives and strategies to eliminate health disparities and promote health equity for all Ohio residents. He partners with national public health organizations, state cabinet-level agencies, and other public health programs to target services to disenfranchised groups, measure program performance, and assess outcomes.

Mr. Allen has previously served as a Disease Intervention Specialist, HIV Program Manager, and Chief of the Center for Health Promotion. He has implemented statewide social marketing activities to respond to chronic diseases; developed enterprise-wide program evaluation systems; and pioneered the use of market research analytic tools with GIS mapping capability to respond to health inequities.

Mr. Allen holds a BA in Black Studies from The College of Wooster and an MPH from Tulane University.
 
Antoniette Holt  
Antoniette M. Holt is the Director for the Office of Minority Health for the Indiana State Department of Health. Her work involves specialized knowledge of state government, public health, cultural competence, diversity, health equity, and minority health concerns and issues. Previously she served as deputy director and epidemiologist for the Office of Minority Health and the Office of Cultural Diversity and Enrichment. She has conducted research and led community outreach projects related to cultural competency and health disparities. 

Ms. Holt has been responsible for the execution and investigation of a variety of reports and studies focused on minority health concerns. She is often invited to provide valuable input on urgent matters that involve underserved communities within Indiana and the nation. She has been a guest orator at various local and national functions, conferences, and seminars in relation to minority health, health equity, and cultural diversity training. She is very involved within Region V Office of Minority Health initiatives and programs and is the current President for the National Association of State Office of Minority Health (NASOMH).
 
Ms. Holt holds a BS and an MPH from Indiana University (Bloomington). 
 
Dawn Hunter 
Dawn M. Hunter, JD, MPH, is Deputy Director with the Network’s Southeastern Region. Prior to joining the Network, she served in a variety of roles focused on public health, policy, and health equity. Dawn has worked in state public health at the New Mexico Department of Health, where she started as a Robert Wood Johnson Foundation Visiting Attorney in Public Health Law through the Network. She also served as Director of Health Equity, Policy Director, and Deputy Cabinet Secretary. She led a variety of initiatives to address health system innovation, and managed the Department’s legislative and policy activities as well as strategic planning, performance management, and public health accreditation.
 
Ms. Hunter holds an MPH in Global Communicable Disease from the University of South Florida, and a JD from Stetson University.
