Planning Scheme Policy (PSP) Amendment 2 – Public consultation underway!
Consultation is underway on proposed PSP amendment 2 to the Mackay Region Planning Scheme 2017.
The purpose and general effect of PSP amendment 2 is to make or amend the following four PSPs:
- amend PSP – Open space;
- amend PSP – Landscape;
- amend PSP – Stormwater Drainage Design; and
- make PSP – Water and sewerage (CTM Water Alliance), replacing PSP – sewer system design and PSP – water supply design.

Public consultation
The consultation period for the proposed PSP amendment 2:
- Commences Tuesday, September 1, 2020; and
- Concludes Wednesday, September 30, 2020 at 5pm.
In addition to the downloadable versions, the proposed amendment documentation will be available for viewing and purchase at the customer service centres in Mackay, Sarina and Mirani.

Mackay City and Waterfront update
Since the endorsement of Development Scheme in 2019, and the Mackay Waterfront Priority Development Area (PDA) master plan in January 2020, the project is now focussed on the implementation and project delivery phase.
The official opening of Queens Park, the ‘green heart’ of the Mackay Waterfront PDA, held in July saw the completion of the first of the proposed public realm projects. The works included major upgrades to services, infrastructure, and landscaping improvements with more than 2000 new plants.
Council is now prioritising design efforts in the Riverside Precinct and design works for the public realm improvements for now underway. Stage 1 will be the upgrade of the area between Paxton’s Warehouse and the Fish Market. Connecting an important section of the Bluewater Trail the project will see the demolition of the large shed at 6 River Street to make way for a new community space overlooking the Pioneer River. The project will also include improved connection, vibrant lighting, new landscaping and seating areas. Demolition is scheduled for later this year and construction is due to commence in 2021.
Other projects include improvements to the intersection located at River Street and Sydney Street to improve pedestrian and cycling safety along the Bluewater Trail.
In August 2020, Council commenced an Expression of Interest (EOI) process flagging key development opportunities on six Council owned freehold land within the Mackay Waterfront project area. A good response was received, and submissions are currently being reviewed and assessed in line with the Mackay Waterfront objectives to create catalysts for exciting inner-city projects.
The team are also progressing the resurfacing and improvement works of Fifth Lane. Consultation with adjoining landowners has commenced and further consultation is progressing. Construction of the resurfacing works is scheduled to occur this financial year.
Another exciting transition for the project is the merging of the Mackay Waterfront and Mackay City Centre teams. Following the removal of the City Centre Levy by Council, the previously dedicated funding and support, specifically benefiting the Mackay City Centre, has been rationalised to support the Mackay Waterfront outcomes. The newly formed team is now focussed on aligning infrastructure and economic development outcomes as part of the Mackay Waterfront project and will continue to support the City Centre.
