California Contractors State License Board Urges Licensees to Take Five-Minute Survey on Required Surety Bond - Please complete the survey by or before Tuesday, September 29th!
The California Contractors State License Board (CSLB) is asking licensed contractors to provide feedback on an important topic: Senate Bill 610 (Chapter 378, Statutes of 2019) requires CSLB to study whether the $15,000 surety bond that all licensed contractors are required to have is sufficient to reimburse consumers harmed by a contractor’s actions. Your participation in this survey will help answer this question. The CSLB survey should take only about five minutes to complete - the deadline for responses is Tuesday, September 29th.

The City of Oakland announced new grant opportunities for small businesses, Individual Artists, and Arts Nonprofits. The CARES Arts Fund is distributing $1,425,000 in the form of grants up to $3,000 for individual artists, and grants up to $20,000 for small arts nonprofits based on budge size. Small businesses can also apply to separate grant opportunity for up to $10,000. Oakland-based nonprofits can also apply for grants of up to $25,000

City of Oakland Expanded COVID-19 Testing
The City of Oakland is partnering with Brown and Toland to provide free COVID-19 testing to people who live or work in Alameda County regardless of insurance or immigration status.
Testing is available to anyone who is working or volunteering outside the home who has symptoms (fever, cough, and shortness of breath) or who has been exposed to COVID-19.

Alameda County Emergency Rental Assistance Program
The Emergency Rent Assistance Program (ERAP) is designed to assist very low- to low-income families and individuals who are suffering a temporary financial setback due to the COVID-19 public health emergency and need help with delinquent rent and achieve housing stability.
Rent assistance in the form of a grant for tenants experiencing an inability to pay rent due to a loss of income related to the COVID-19 public health emergency. Up to two months’ worth of rent or $3,500; if previously assisted through another rental assistance program up to one month’s rent or $1,750. The form of assistance will be a grant paid directly to the landlord.

With the progression of COVID-19, public works contractors and their sureties have been focusing on the impacts of the Pandemic, with particular attention to Force Majeure issues. Essentially, the analysis has been tailored to whether the Pandemic would be grounds for a contractor to claim Force Majeure, and thus be entitled to additional time to complete their project without penalty.
