President's Message
Dear neighbors,
The Oakbrook Board and and I hope this message finds you and yours well as the pandemic passes the seven month mark. My wife and I are expert, if not harried, homeschool teaching and videoconferencing experts. I'm sure each one of us in Oakbrook can reflect on this year and how it did not turn out the way we expected it to.
This is my final newsletter in my regular term as HOA President. I do not intend to run for another term. If you are interested in running for HOA President, or any of the other positions open, please contact myself or any of the board members. More details on the open positions are inside this newsletter. It is a pleasure and an honor serving you these past four years.
This past summer, the HOA kept the summer food trucks going in a new location to accommodate for the lack of grounds rental from Powell Middle School. Dumpster Day continued with a June event; another is coming up in early November. Unfortunately but necessarily, the HOA held no in-person socials or volunteering events this summer. Weed spraying along the gravel on E Phillips Ave and parts of South Pennsylvania Street kept the south end of the neighborhood looking good. Another entity sprayed the gravel along Dry Creek. The City of Littleton takes care of the Mineral corridor. The HOA continues to suspend efforts for an Oakbrook HOA RTD Neighborhood EcoPass since the #67 bus on Mineral through our neighborhood is on continued 'pandemic plan' hiatus.

Covenant Corner

Needless to say, this summer has been very memorable! How can we ever forget the changes that came with Spring, 2020! It all started as usual and then, the news! Covid-19 came to the US!
Yes, it is different, and comes with many challenges. Yet, in some ways within our community of Oakbrook, we have seen some positives. Yes, I did say positives! It seems that our neighborhood became closer. We got to know neighbors that we may have never talked to before! Projects were completed this year that improved the Oakbrook community! And most important of all, I have seen families taking walks together, playing games in the yard ... together!
We have seen projects, including new construction, new paint on houses and buildings, newly reconstructed driveways, new fencing as well as new landscaping! Thank you to each of you who contacted our Covenant Committee to get the necessary/proper reviews completed, and for getting the proper permits from the city as needed. (Even though sometimes it took extra time to get those permits because of the Coronavirus!)
We ask that you obtain a copy of the Covenants and make every effort to stay within these approved covenants. If you are new to Oakbrook, it is important that you understand and follow the written covenants of our Community. If you have any questions, please contact us at the contact numbers/addresses listed on our website and our News Letter. We welcome you, and are here to assist you in any way we can.
It is also important to note that if you live in Oakbrook, you need to be aware of Littleton City Codes that might not be addressed by the Oakbrook Covenants, but are still enforced, and a requirement to live in Oakbrook. The greatest concerns we seem to have are those involving storing trash cans and in some cases trash, visible from the street or neighboring lots.
Be sure to get involved in your community. Watch for the information about the Annual Meeting, I do want to take this opportunity to thank those residents that, using the proper channels available on our website, got involved in enforcement of our Oakbrook covenants. I also, especially want to thank the volunteers on our covenant committee.

Oakbrook Annual Homeowner's Meeting Online

For our 2020 Annual Homeowners Meeting, your HOA Board will give a brief presentation via video call and livestream about our activities and expenditures over the past year. Additionally, board members will facilitate a discussion about proposed amendments to the Covenants (details below).
If you can't watch live, you'll be able to watch a recording of the annual meeting on our website and social media platforms. Using the Vote Card included in the print edition of this newsletter, each household will get to vote for new board members in positions with term expirations. Simply fill out your Vote Card, stick on a postcard stamp and drop it in the mail by November 2, 2020. Board members will tabulate the voting results and publish them on our online platforms and in the January 2021 newsletter.
Board Positions Coming Available
HOA Board member terms are two years. This year, three positions are becoming available. Read the details of each position below, and please consider volunteering to take an active role in helping Oakbrook thrive. Vote for your preferred candidate for each role on the Vote Card enclosed in the print edition of this newsletter.
President
The HOA President presides over the monthly HOA board meetings, helps plan and implement community events, helps respond to resident questions, and writes the President's Message for the quarterly newsletter.
Vice-President
The Vice-President is the liaison between the HOA Board and the Covenant Committee. In addition to attending HOA board meetings, the Vice-President schedules and presides over Covenant Committee meetings and helps the committee members enforce covenants and respond to resident queries.
Communications Director
The Communications Director compiles the quarterly HOA newsletter, creates content for our online communities on Facebook and NextDoor, and maintains the Oakbrook HOA website. Other responsibilities include handling the relationship with the printer and community business partners for events, responding to emails from residents, realtors, and city officials, and attending the monthly HOA board meetings.

Proposed Amendments to Oakbrook Covenants
As a result of communications from Oakbrook residents and ensuing discussions among the members of the Covenant Committee and HOA Board, there are two proposed amendments to the existing Oakbrook Declaration of Covenants, Conditions, and Restrictions. Please review the proposed new language below, listen to the discussion about the proposals during the annual meeting livestream. Then complete your Vote Card with a "yes" or "no" for each proposed amendment.
Proposed Short-Term Rental Language
This will fit in Article III (Use Restrictions) as a new Section 23. Short-Term Rental Use.
Section 23. Short-Term Rental Use.
No lot, structure, portion of lot, or portion of structure embraced in the properties shall be rented out for fewer than thirty (30) consecutive days unless the homeowner of the lot or structure is physically present in the structure for the duration of the guest occupancy.
Any homeowner wishing to rent out a portion of their lot or structure for fewer than thirty (30) consecutive days, e.g. Short-Term Rental, shall follow all applicable Laws and Ordinances in accordance with the City of Littleton, Arapahoe County, State of Colorado, and any other governing bodies.
Any homeowner wishing to rent out a portion of their lot or structure for any duration of time shall follow all applicable Laws and Ordinances in accordance with the City of Littleton, Arapahoe County, State of Colorado, and any other governing bodies.
Any homeowner wishing to rent out a portion of their lot or structure for fewer than thirty (30) consecutive days shall register their intention with the HOA Board on an annual basis, no later than January 1st of the year in which the homeowner intends to operate the Short-Term Rental. If a homeowner decides after January 1st of the current year to begin renting out a portion of their lot or structure for fewer than thirty (30) days, the owner must register their intention with the HOA Board at least thirty (30) days before the first rental occurs.
No lot, structure, portion of lot, or portion of structure embraced in the properties shall be re-let, sub-let, or otherwise rented out by any renter or non-homeowner for fewer than thirty (30) consecutive days.
No non-permanent structure or portion of a non-permanent structure shall be rented out for any length of time.
Proposed Residential Renewable Energy Language
This will fit in Article III (Use Restrictions) as a new Section 23 or 24 (depending on whether or not the proposed Short-Term Rental language passes).

Subsection 1: Solar Energy Technology
The installation and operation of solar panels, solar shingles, and other solar energy collecting technology on a residence is permitted in accordance with city code and state law.
Subsection 2: Wind Turbines
The installation and operation of residential house roof-mounted wind turbines is permitted in accordance with city code and state law. This section does not impose a height restriction on the height of house roof mounted wind turbines and exempts a house roof-mounted wind turbines from the height requirements set forth in Section 9 of this article. Mounting wind turbines to backyard sheds and constructing and maintaining free-standing wind turbines is not permitted.
Subsection 3: Geothermal
The installation of a residential geothermal heating and cooling system is permitted in accordance with city code and state law. This shall include reasonable temporary accommodations needed for fences and rights-of-way in drilling a geothermal well. Drilling and operation of a geothermal well shall be exempt from Section 20 in this article as the HOA acknowledges that the thermal and physical properties of water are a mineral and insofar as the well does not produce hydrocarbons. Any structure needed to house the geothermal operating equipment should be no larger than an unattached shed as noted in Section 9 and that structure and any associated surface disturbance adheres to Sections 14, 15, 17, and 22 of this article.

Happy Fall! Seems like I get notifications often from Ring Doorbell about crime activity in the surrounding area. According to the Area Vibes website, property crime in Littleton is 46% higher than the national average. But, violent crime is 77% lower. What can a homeowner do to protect their property and belongings? Here are a few tips:

Install a security system or a smart doorbell with recording capabilities. Wyze sells cameras for about $25 with motion and noise detection notifications sent to your smartphone.

Install motion sensor lighting and motion sensors on doors/windows.

Trim trees and shrubs to remove hiding places for thieves.

Cover door glass with privacy film. Install blinds and curtains on windows and close them when you’re away and at night.

Clean out that garage! Park cars, stow bikes and toys out of sight. Expensive vehicles can tell a burglar you may have valuable items inside the house. If you must leave your car outside, LOCK YOUR CAR DOORS.

Install timers on lights in a few key interior locations.

Ask a neighbor to pick up your mail or discontinue mail service with the post office while you’re away.

Don’t advertise your upcoming vacation plans on social media.

Store valuables in a safe, preferably bolted to the floor.

Home sales are brisk! But, inventory is incredibly low. A balanced inventory for Denver Metro is about 18,000 active listings including single family homes and condos/townhouses. At the end of August, there were only 5,778 Active properties on the market. And for the first time, the average single family home price topped $600,000. This is an increase of 13% year over year. There is currently 1 active listing in Oakbrook and 2 pending sale.

Remember, it's not too late to pay your 2020 dues to support the neighborhood activities and beautification! Our Homeowners Association dues are just $35 per calendar year.
To keep Oakbrook a great place to live, we all must contribute so that your Oakbrook HOA can continue its work to support your neighborhood. Your dues help fund covenant enforcement and community events like Food Truck Nights, Dumpster Days, and neighborhood contests.
