Mandurah Pandemic Aged Care Emergency Planning 
The City of Mandurah recently held an aged care emergency planning luncheon, bringing together emergency services and local aged care industry representatives to encourage discussion between state and local participants. 
 
Ramsay Health provided a PPE donning and doffing demonstration which highlighted the critical role of a ‘spotter’ in maintaining infection control.  Rita Gatenby, State Relationship Manager Opal Aged Care also shared the heartbreaking journey of their Victorian aged care facility.

Aged Care and Independent Living Facilities, and Home and Community Care Providers, then joined Police, DFES, WA Health, Ramsay Health, St Johns Ambulance and City of Mandurah staff in discussing a range of hypothetical, COVID-19 related scenarios. 

All eight scenarios were based on questions or concerns identified at the local, district or state level, with topics including Residential Aged Care Facility Outbreak, Health Intervention/Security, PPE supply, Patient Transfer, Food Security, Cohorting and Accommodation, Bushfire and COVID and Waste Management. The exercises were designed to provoke thought and shared learning. 

The luncheon encouraged open and honest discussion between sectors, providing all participants with a greater understanding of how a Residential Aged Care outbreak may be managed in Western Australia. 

The City of Mandurah have two aged care facility managers on their LEMC and encourage all Local Governments to consider whether their most vulnerable groups are represented.

Local Governments Participate in Online Survey on the New Australian Fire Danger Rating System    
The Department of Fire and Emergency Services (DFES) is leading WA’s participation in the design and implementation of the new Australian Fire Danger Rating System (AFDRS).  

DFES are currently developing a State implementation plan which will require extensive engagement with relevant stakeholders across WA, to determine impacts and organisational change requirements and enable the effective implementation of the new AFDRS scheduled for release in June 2022.

On the Monday, 17 August, DFES, in consultation with WALGA, administered an online survey to all Local Governments, offering them the opportunity to provide feedback on impacts that the new AFDRS may have on their Local Government. Responses were received from 68 Local Governments, with the majority of respondents in emergency management roles.  

The findings will be used to inform impacts that the new AFDRS system may have on Local Governments and considerations to be made in addressing change impacts and support required, particularly in relation to communication methods, community education and training. 

DFES would like to thank all Local Government representatives who contributed their time to completing the online survey.

A report will be made available to Local Governments in October from the WALGA website.

DFES will be working with WALGA to ensure Local Governments receive regular updates on the new system and opportunities are provided for appropriate consultation throughout the implementation process.

BEN Sign System – Spring-Summer 2020 Update
More than 1000 Beach Emergency Numbers (BEN) signs are now installed along the Western Australian coast.

Marion Massam (BEN sign co-ordinator) and Rick Gerring with the 1000th installed BEN sign within the City of Wanneroo. 
Goals
The BEN sign program goal is to have more than 1300 signs in place from Geraldton to Esperance with most installed by summer/autumn 2020.

Twenty eight (of 31) Local Governments have now applied for funding through the scheme with all of the remaining three engaged with the Government.

Manjimup, Harvey, Carnamah and Wanneroo recently installed their signs with Rottnest and Gingin signs to be erected very soon. 

Key preparedness messages for the public:
  • In an emergency dial 000 and quote the unique code and location information on the nearest BEN sign.
  • Start to take note of the code on your nearest BEN sign when you go to the beach so you can use it in an emergency.

  • A searchable BEN sign map is also available here. This map can be searched for individual BEN signs and all their details including access comments.
  • BEN sign data for download is available here, including an excel spreadsheet to assist in searching for sign codes and FAQs for emergency services.

Guidelines for Preparing a Bushfire Risk Management Plan - 2020
Guidelines for Preparing a Bushfire Risk Management Plan- 2020 are now available on the DFES website
An update to the 2015 Guidelines for Preparing a Bushfire Risk Management Plan has been published. The Guidelines for preparing a Bushfire Risk Management Plan – 2020 (Guidelines) include a minor update to the 2015 Guidelines and bring the document into alignment with the current processes and risk assessment methodology being applied in the development of Local Government Bushfire Risk Management (BRM) Plans.

The supporting templates have also been updated to make them more user friendly and support Local Government’s development of their Bushfire Risk Management Plans (BRM Plans). This update does not change the current practices in risk assessment or BRM Plan development.

Following this release, the Office of Bushfire Risk Management (OBRM) will be leading DFES’s evaluation of the Guidelines. This evaluation will look at the processes described in the Guidelines, implementation of the 2015 Guidelines, the outcomes of the BRM planning process and the experience of those involved in the program. The evaluation will inform a comprehensive review and update of the Guidelines and processes.

DFES are aware that Local Governments, their community and stakeholders will have feedback on the process, outcomes and experiences of the BRM planning processes and associated tools. In the coming months we will be providing opportunities for them to have input into the evaluation.

Collie Facility Project Update
DFES has established a multi-purpose facility in Collie to improve the emergency management capability of Collie and surrounding communities, and create long term and sustainable employment and economic development.

Latest Grant Round of the Natural Disaster Resilience Program - Now Open
The 2020-21 Natural Disaster Resilience Program (NRDP) competitive grant round opened on 2 September, and will close at 12pm, Friday 16 October.
This round sets out to distribute $1.4 million to WA to deliver projects that reduce identified risks, and close capability gaps, reducing future post-disaster funding needs and supporting the priorities of both the State and Commonwealth governments.

Eligible organisations capable of implementing sustained resilience programs or disaster mitigation strategies that will directly benefit the WA community, are strongly encouraged to submit an application.  

Projects to enhance natural disaster resilience for at risk communities, including Indigenous and Culturally and Linguistically Diverse and disability communities, and projects designed to attract, support and retain volunteers are encouraged.

Organisations are eligible to apply if they work within the WA Emergency Management framework, including Local and State Governments and not-for-profit organisations.

Applications must be received by 12:00pm, Friday, 16 October.

WALGA Community and Emergency Management Positions 
WALGA is advertising for two positions in the Community and Emergency Services team. 
Policy Manager, Community and Emergency Services

Permanent Full Time 


This role offers the opportunity to lead the policy team in delivering advocacy outcomes in support to our Members. You will recognise critical emerging issues within the Community Development and Emergency Services portfolio and act responsively working closely with the Executive Manager and guided by Member feedback.

To be successful in the position, you will possess excellent written communication skills, well developed interpersonal and presentation skills, and possess a commitment to making a difference.

You will need to demonstrate proven experience with policy making and how this translates into advocacy positions. In addition, you will have sound experience in people management and leading teams to reach successful outcomes.

Policy Officer, Community and Emergency Services

This position is responsible for undertaking research and analysis on a diverse portfolio of areas relevant to Local Government in Western Australia and the preparation of advice and policy positions on issues relating to the sector. This role also provides administrative support, coordinating meetings, preparing agendas and correspondence for the team. 

You will need strong communication skills, organisational and project management skills, and the ability to prioritise and adapt to a changing landscape. Demonstrated experience with policy development and the ability to develop harmonious relationships with stakeholders is essential. The successful candidate will have an understanding of the role of Local Government and an interest in community development and emergency management.
