Open Contracting Portal For Abians

Abia State now has a functional open contracting portal created by the Public and Private Development Centre (PPDC) to provide it's citizens with data to use in demanding transparency and accountability from the government. 

The portal created in February 2020 is set in place to empower and equip local Civil Society Organizations (CSOs) and citizens with the right tools and knowledge to effectively carry out contract monitoring which would lead to improved service delivery.

Anyone living in Abia can now access data to monitor the implementation of government projects in the state by visiting the portal.

     2020 National Freedom of Information Ranking

For over 5 years now, the Public and Private Development Centre has consistently ranked public institutions based on their compliance to the FOI Act (2011). 

The Act establishes the right of any person to access or request information, whether or not contained in any written form, which is in the custody or possession of any public official, agency, or institution.

The ranking is based on an assessment of levels of access to procurement related information specifically, information on procurement plans, procurement processes, and capital expenditure. 

This ranking takes place on the 28th of September every year to commemorate the International Right to Know Day and is aimed at entrenching accountability and transparency in Public and Security Sector Institutions by ensuring Ministries Departments and Agencies(MDAs) liberate data and that citizens have timely and unrestricted access to information. 

Campaigning For The Use Of Open Contracting in Communities

Abia state was home to representatives of the Public and Private Development Centre (PPDC) who hosted a town hall engagement to empower and educate citizens living in the rural communities on the recently deployed open contracting portal that contains details of awarded contracts; location, list of contractors, and amounts released.

At the engagement, CSOs were taught how to source for data on the portal, carry out contract monitoring, write impact stories, and how to access appropriate channels to give feedback in order to get desired results.

The importance of synergy between CSOs and the government, complementing each other at every step in the procurement process to achieve value for money was stressed.

Using Data-Driven Stories To Improve Project Outcomes 

In journalism, data can change a simple report to a story worth telling. It gives colour, background, and an explanation revealing the ‘why’ rather than just the ‘what’. New technologies are changing the way data/investigative journalists work. With platforms like budeshi.ng that has up to 9000 data sets, investigative journalists can now easily access data to write evidence-based stories and share online.

Anambra State Proceeds To Increase Disclosure And Participation in Public Contracting

In August, PPDC provided technical support to Anambra State to deploy its open contracting portal in order to make their procurement process more open. To further the functionality of this portal, our team engaged CSOs in the state to sensitize them on the importance of continuous advocacy and utilization of the portal.

Asides training CSOs, the team also engaged with Government officials who are responsible for providing data on the portal. The government training focused on how effectively public institutions can meet the procurement demand of the people.

One of the highlights of the meeting was a story of a school project which remained incomplete until monitoring and intensive follow up on the government to complete the project was applied. This story was shared to exemplify the gains of open contracting to the participants.
