The Homestead Neighborhood Association will meet Tuesday, October 6 at 7pm  via Zoom (see link below)

The October Agenda includes review of Draft revisions to the Homestead Bylaws and Action Plan.  The intent is to ensure the Homestead NA is inclusive and working to recruit persons of color, renters, and under-represented groups.

Tri-Met representatives will attend to provide an update on the Southwest Connector  At the September meeting Homestead NA voted to amend the bylaws in an effort to combat racism. The draft September minutes reflect the conversation. Suggested changes

·         Revised wording of our Vision (Article I, Section 1)
·         A new ARTICLE III:  Equity and Inclusion
·         Change references of Office of Neighborhood Involvement (ONI) to Office of Community and Civic Life (OCCL)
·         Minor term and wording edits include adding an Equity and Inclusion statement that pertains to all board and committee members.

The Homestead NA Action plan is being amended to reflect the desire to elevate support for racial equity and social justice.  An action item has been added to recruit people of color, renters and other under-represented groups in our community.

Bylaw revisions require that changes be submitted at least 30 days before voting on their adoption.  The draft changes will be reviewed and discussed at the October 6 meeting.

Masks are very important

During the spring/summer of Covid-19 we have learned to wear masks routinely whenever in contact with the public or household members under quarantine.  Because well-fitting masks block both inhalation and exhalation of respiratory droplets that contain viral particles, they protect you from becoming infected while protecting others should you be infectious without knowing it.

This will be particularly important during the upcoming winter 2020/2021 flu season when a second wave of Covid is likely to overlap with a flu epidemic. Habitual mask-wearing  will lessen the individual and public health risks of both flu and Covid-19.

Masks also prevent inhalation of smoke particles and should be worn outside during our smoke emergencies to minimize respiratory problems and the potential for smoke-induced damage to increase susceptibility to severe Covid-19 outcomes.

What masks should you wear?

Well-fitting masks either N95 or multilayer cotton with an inner polymer filter masks are most effective.  The typical multilayer cotton mask is washable and reusable. However, N95 masks are not washable as the inner spun polymer label degrades during washing with water or alcohols.  However Covid-19 viral particles degrade within a few hours on these mask surfaces, so a main concern is soiling of mask during repetitive use.  For higher risk environments where the N95 mask offers greater protection one can wear a simple cotton mask over a N95 mask to minimize the soiling of the N95 mask. In high risk environment glasses or safety googles should be added.

Response time to fires and other emergencies

We have seen in the last week many examples of Oregonians fleeing for their lives in response to a Level 3 evacuation order.  Time has been critical in the face of exploring fire fronts.  Similarly a subduction zone earthquake may require immediately moving to safely after the tremor stops.

Sign up for Public Alerts so you know when an emergency is happening in the Portland-Vancouver Region. Getting info quickly gives you the power to take action.  It could save your life and the lives of your loved ones.

or you can load the Red Cross Emergency! app on your cell phone with GPS enabled to get alerts wherever you happen to be.

Homestead Picnic Animals!
As you have figured out by now, our August Take Back the Night neighborhood picnic could not happen due to the Covid-19 virus risks.

I hope that everyone has managed to stay safe and healthy while coping with masking and social distancing. So difficult to stay far from our friends and neighbors!

Looking back over the pictures from last year, I marvel at how much things have changed over the last few months, let alone over the year.

I’m truly sorry that we had to cancel the 2020 picnic, and very much hope that 2021 will see us all back together again, hot dogs and lemonade in hand!

For your total enjoyment, have a look at the pictures from the 2019 picnic! Thanks and hope to see you next year at a Homestead Neighborhood community venue!

The State Historic Preservation Office finally accepted our Terwilliger Parkway nomination to the National Register of Historic Places, which means it now goes to a review by the State Advisory Committee on Historic Preservation at their next meeting on October 15 & 16. If they approve it it will go on to the National Office of Historic Preservation for final consideration in March 2021. The City of Portland’s Historic Landmarks Commission will review it on Sept. 29 at 1:30pm via a virtual meeting and forward comments to the state advisory committee.
