Mayor Ron Dulaney Jr. presented the Constitution Week Proclamation and proclaimed Sept. 17-23, 2020, as Constitution Week in the City of Morgantown.

An ordinance amending the FY 2020-2021 Annual Budget of the City of Morgantown.
An ordinance annexing property of the Monongalia County Board of Education in Morgan District into city limits.
An ordinance annexing property of the Morgantown Community Resources, Inc. in Clinton District into city limits.
New Business:
- Ordinance to approve current replacement pages to the City Code:
This ordinance would approve converting to the use of new publisher, Municode, to host the city code online. First reading. Passed 7-0.
- Ordinance amending Article 169 authorizing acquisition of real estate by the Morgantown Utility Board:
This ordinance would allow acquisition of real estate by the Morgantown Utility Board as needed. First reading. Passed 7-0.
City Manager's Report:
- Trick-or-Treat during the COVID Pandemic:
Interim City Manager Emily Muzzarelli presented council with the recommendation of allowing Trick-or-Treat in the city during the pandemic, as long as residents follow guidelines for safety provided by the Monongalia County Health Department. The item was tabled until the Oct. 6 city council meeting to allow time for council to gather more information from the community.
