Fee Schedules for Development Services, Effective Dec. 1, 2020

The Bureau of Development Services proposed fee increases across most of its services, effective Dec. 1, 2020. These fee increases were approved by the Portland City Council on Oct. 28, 2020.

Title 24.85 Updated

On Wednesday September 16, 2020 Portland City Council passed an ordinance that updates PCC Chapter 24.85, Seismic Design Requirements for Existing Buildings.

Stormwater Management Manual (SWMM) and Source Control Manual (SCM) Updates

The Bureau of Environmental Services will publish updates to the Stormwater Management Manual (SWMM) and Source Control Manual (SCM) in early December with a target date of December 14. Both manuals will have a three month grace period where either the old or new rules can be used for development projects.

City Change to Stormwater Dedications with LTIC Payment

In 2016, Portland’s City Council adopted the Local Transportation Infrastructure Charge (LTIC) program, creating the requirement for some developments to pay a one-time charge instead of optionally constructing standard ROW improvements per Portland City Code 17.88.020.
