There will be eleven statewide measures on your ballot. In this email, we are providing resources for learning more about six of the measures. In our next email we will provide resources for the remaining five measures.

But first, here are three helpful resources (click on the blue link to get to them) that discuss all of the statewide measures:

The “Blue Book” – an impartial analysis of each statewide ballot measure, including summary, arguments for and against and a brief fiscal assessment of the measure. You will receive a copy in the mail; it is also available in Spanish and in an audio version.
The Colorado Public Radio summary – includes links to organizations supporting and opposing each measure. 
A Colorado Politics Article – focuses on the money being spent, and by whom, for and against these measures.

Proposition 115: Prohibition of Late Term Abortions
A “Yes” vote on this Proposition would make it a misdemeanor crime to perform or attempt to perform an abortion after 22 weeks of gestation except to protect the life of the woman. The Colorado medical board would be required to impose a mandatory three year suspension of the license of anyone who violates this law.

Amendment 76: Citizen Qualification of Electors
Constitutional amendment to provide that only a citizen who has attained the age of 18 at the time of an election may vote. This amendment replaces the current language of “every citizen” with “only a citizen” and would also overturn legislation passed by the General Assembly which allowed 17-year olds to vote in a primary election if they would turn 18 years old by the time of the general election.

Proposition 116: State Income Tax Rate Reduction
Reduce the rate from 4.63% to 4.55%.

Proposition EE: Cigarette Tobacco and Nicotine Products Tax 
Proposal to impose a new tax on the nicotine liquid used in vaping products and increase existing taxes on tobacco products. Revenue received from these taxes would initially be earmarked for public schools (to offset losses from Covid), as well as programs to reduce the use of nicotine products, enhancing and expanding preschool programs and supporting other programs currently supported by the tobacco tax.

Amendment C: Bingo Raffles Allow Paid Help and Repeal Five Year Minimum
Constitutional amendment to permit bingo-raffle licensees to hire managers and operators of games and allow charitable organizations to obtain a charitable gaming license more quickly.

Amendment 77: Allow local voter approval for gaming limits
Constitutional amendment and revision to statutes to allow voters in Central City, Black Hawk and Cripple Creek to introduce additional forms of gambling and to increase maximum single bet limits.
