This is pursuant to Senate Bill 150 (as signed by the Governor on March 30, 2020) and Attorney General Opinion 20-05, and in accordance with KRS 61.826, because it is not feasible to offer a primary physical location for the meeting. Therefore, the meeting will be conducted via Zoom video teleconference. Fire Investigators ask for public’s help
On the early morning of September 5th, 2020 at approximately 4:00 a.m. fire crews responded to a structure fire at 504 Euclid Avenue at Off Tha Hookah.  The commercial business sustained heavy damage.  Fire Investigators conducted an origin and cause investigation of the fire and determined it was intentionally set.
 
We are asking the public for assistance on who may be responsible for this crime.  Anyone with information related to the fire is urged to call Lexington Fire/Arson Investigation Bureau at 859-231-5672, Lexington Police at (859) 258-3600, or email arsontips@lexingtonky.gov. Photos or videos can be texted to (859) 421-0112.

Mayor, councilmembers celebrate completion of Southland Drive revitalization project

Mayor Linda Gorton and Councilmembers Amanda Mays Bledsoe, Jennifer Reynolds and Mark Swanson, who represent different sections of Southland Drive, today officially celebrated the completion of the $2.1 million Southland Drive corridor project, which was designed to improve pedestrian safety and encourage economic activity along the corridor.  

“This project has transformed and revitalized Southland Drive,” Gorton said. “This busy corridor was showing its age. Now it’s a beautiful, safe place to walk or cycle, and an even more attractive place to shop.”

Improvements include:

  • Six-foot wide sidewalks on both sides of Southland Drive, from Nicholasville Road to Rosemont Garden
  • More than 120 new trees, along with numerous shrubs and plants
  • A gardenscape replacing the concrete ditch east of the railroad overpass
  • Eleven temporary art installations

The Division of Traffic Engineering upgraded traffic signals at Southview and Cherrybark Drives, added pedestrian signals at Regency Road and added two mid-block crossings on Southland.

Additionally, the city’s Division of Streets and Roads resurfaced a 2,400-foot stretch of Southland Drive from Nicholasville Road and the railroad bridge using environmentally friendly rubberized asphalt. The section between the bridge and Rosemont Garden was resurfaced with traditional asphalt.

A mural will be painted on the railroad overpass next spring. The mural and temporary art installations were coordinated by LexArts.

Keith Lovan, Municipal Engineer Senior in the Division of Engineering, who served as project manager, says all the improvements will have a significant impact and will safely handle the anticipated increased number of walkers and bikers in the area.

COVID-19 cases continue to spread rapidly throughout Lexington, and we need your help!

Lexington had 69 new COVID-19 cases Friday, September 25, bringing the total to 8,162 and 73 deaths since the outbreak began in March. 

Please help slow the spread of COVID-19 by following these recommendations when you are out in the public:

  • Wear a cloth mask over your mouth and nose
  • Stay at least 6 feet away from anyone who doesn’t live in your home
  • Wash your hands often.

COVID-19 testing returns to Cardinal Valley; free flu shots

COVID-19 virus is continuing to spread throughout Lexington, with the Lexington-Fayette County Health Department reporting a total of 7,931 cases, and 72 deaths, since March.

“Experts say COVID-19 can be transmitted through air droplets, which can make it easy to spread,” Mayor Linda Gorton said. “It is important to follow the four basic guidelines developed by our public health professionals … wear a mask, wash your hands, stay at least 6 feet from those outside your household, and get tested to know your status.”
 

MAYOR’S  MOBILE  NEIGHBORHOOD  TESTING  PROGRAM
As for COVID tests, the Mayor’s Mobile Neighborhood Testing Program will return to Valley Park in the Cardinal Valley neighborhood this week. This program provides free public testing in neighborhoods experiencing a disproportionate number of COVID-19 cases. Testing is available without an appointment, with both walk-up and drive-up options.

Testing at Valley Park, 2077 Cambridge Drive, is available from 11 a.m.-7 p.m. Friday, September 25; and 9 a.m.-4 p.m., Saturday, September 26.

 

OTHER  TEST  SITES
There are additional free public testing locations across Lexington.

Drive-thru testing is available at Bluegrass Community and Technical College, 500 Newtown Pike, through Bluewater Diagnostic Laboratory. Testing is available, without appointment, 9 a.m.-4 p.m., Monday through Friday.

Free drive-thru testing also continues, through Bluewater, at Southland Christian Church, 2349 Richmond Road. Testing is available 9 a.m.-4 p.m., Monday through Friday. No appointment is necessary.

Bluewater, which also administers testing at Mayor’s Mobile Neighborhood Testing Program locations, is offering tests at no cost to the patient. Health insurance information may be requested, but is not required, to receive testing. Tests are available to anyone. Results are generally available in 48-72 hours.

Additionally, through a partnership with the University of Kentucky, UK HealthCare and Wild Health, testing is available to the public at 1505 College Way and 1350 Bull Lea Road. These sites are not intended for UK student testing. Free drive-thru testing is available from 8 a.m.-4 p.m., seven days a week.  Appointments are required and can be made by visiting lexington.wildhealth.com.

Drive-thru testing is also available seven days a week at the Walgreen’s testing location at 2296 Executive Drive (the corner of Winchester Road and Executive Drive). Tests will continue while test kits are available. Online registration is required at walgreens.com/coronavirus.

Finally, most private healthcare providers are offering testing options for their patients. Urgent Care Centers are also offering COVID-19 testing.

Lexington's COVID-19 Housing Stabilization Program

Has your ability to pay rent been negatively impacted by the COVID-19 pandemic? Help may be available.

The Lexington Homelessness Prevention & Intervention Office announces the LFUCG Housing Stabilization Partnership Program, providing financial assistance to those households unable to pay rent due to a change of income as a result of the COVID-19 pandemic. This program aims to ensure secure housing for tenant recipients for as long as possible. Eligible households can access financial assistance toward either rental arrears or relocation costs.

Eligibility requirements:
  1. 80% or below area median income; and
  2. Fayette County resident as of March 1, 2020; and
  3. Certification of inability to pay rent is COVID-19 related; and
  4. Certification of possible or pending eviction with total rental arrears owed or evidence of eviction since August 24, 2020 with the complaint filed after May 1, 2020 for nonpayment of rent as cause.

RHISE
(Rental Hardship to Impacted Service Employees) 
is proposed for households below 60% AMI, or approximately $47,000 for a 4-person household.  The targeted population is service employees in public-facing service industries, including: non-profit community service sector; child care or health care; education; retail and customer service; and food, hospitality, and entertainment.  Maximum aggregate award is capped at $2,000 per household.  Residents must demonstrate a current delinquency or arrearage in rental or utility payments.  Please find attached the program guidelines and informational flyer for convenient reference. 

RHISE is federally-funded with $500,000 in CDBG from US Dept. of Housing & Urban Development, as part of CARES Act.  Council authorized this funding earlier this spring, as part of an initial COVID-19 funding package. 

Note:  This RHISE program is separate and distinct from the pending Housing Assistance Proposals, soon to be introduced to Council for funding consideration.

Fight the flu for FREE all fall and winter!
 
The Lexington-Fayette County Health Department has two ways you can get a free flu shot:
 
  • For ages 13 and older in high-risk categories for the flu (including adults over the age of 50 and people with underlying health conditions like heart/lung disease, diabetes or cancer), a drive-thru event will be held 9 a.m.-2 p.m. Oct. 3 at Consolidated Baptist Church, 1625 Russell Cave Road. Lexington Public Library’s Northside Branch to Begin Youth Meal Distribution
Meals to be provided Monday-Saturday to children, ages 18 and under
The Lexington Public Library announced on 9/16 that it will distribute grab-and-go supper meals to youth 18 years old and younger through their Northside Branch beginning on Thursday, September 17th. Takeaway meals will be given out from 3:30-5:30pm, Monday through Saturday and include a take home enrichment activity. Teens and children at the library are welcome to receive a meal or parents may pick up one meal per day for each minor child in their household. Meals are provided in partnership with God’s Pantry Food Bank.

How to vote

There are three ways for Kentucky voters to cast their ballot for this November’s election:

  1. In-person before Election Day (Oct. 13 – Nov. 2)
  2. In-person on Election Day
  3. By absentee ballot. You can return your absentee ballot by mail or ballot dropbox. Find out if you qualify for the absentee ballot. By Executive Order, all Kentuckians who are concerned about contracting or spreading COVID-19 may vote via absentee ballot for the 2020 general election.
 

Fayette will have 6 in-person voting locations

Citizens will be able to vote early in-person from Oct. 13 – Nov. 2, and on Election Day, Nov. 3, at any of these locations:

  • Tates Creek Branch Library, 3628 Walden Dr.
  • Northside Branch Library, 1733 Russell Cave Road
  • Beaumont Branch Library, 3080 Fieldstone Way
  • Dunbar Center, 545 N. Upper St.
  • Lexington Senior Center, 195 Life Lane (behind Southland Christian Church on Richmond Road)
  • And BCTC Leestown Campus, 164 Opportunity Way

Blevins also recommended voting by absentee ballot. “You can drop an absentee ballot in the mail, or in one of our six new drop boxes,” Blevins said. The boxes are bright blue and are identified as a “Ballot Drop Box.”

All voters are eligible to vote by absentee ballot this year. They are easy to obtain, but voters must apply by Oct. 9 at govoteky.com.

Drop boxes will be located at the Tates Creek, Northside or Beaumont Branch libraries, at the Lexington Senior Center, and in front of the County Clerk Offices at 162 E. Main St. Blevins has not decided yet where the sixth box will be located.

The City has worked with Blevins to accommodate the many changes. “Voting is important, and we want to do everything we can to make voting easy and accessible to all citizens,” Gorton said.

The City has helped Blevins by raising public awareness of voting changes through news conferences and creation of a local website lexingtonky.gov/vote; providing space for in-person voting at Senior Center and Dunbar Community Center; providing space for tabulation of absentee ballots; offering technical support in equipping Blevins’ staff to work remotely; helping staff and provide security for in-person voting on Primary Election Day; assisting with the delivery and distribution of ballot drop off boxes; and broadcasting the counting of absentee ballots.
 



In 2019, Governor Andy Beshear restored voting rights to over 175,000 Kentuckians. These citizens, who were convicted of non-violent felonies and completed their sentences or terms of probation and parole, are now eligible to vote. League of Women Voters of Lexington, KY is working to remind individuals to check their eligibility to vote, and if so, to make sure they are registered. Lexington Area MPO seeking public input on Participation Plan update 

The Lexington Area Metropolitan Planning Organization (MPO), which is responsible for developing regional transportation plans in Fayette and Jessamine County, is updating its Participation Plan to reflect the need for virtual meetings.  

The MPO works with federal and state agencies to make sure local residents and officials have a say in how federal transportation funding will be spent in Fayette and Jessamine counties. The MPO’s Participation Plan outlines how the MPO will share transportation-related information with members of the public and collect their input on transportation plans and improvements.  The MPO is seeking input on the addition of virtual meetings to the Plan as well as how the public thinks the agency can improve upon community outreach.

City announces Paper Shred, Household Hazardous Waste events 

The City of Lexington will host free paper shred and household hazardous waste events in October. 

Those participating in the events are asked to have acceptable materials loaded in your vehicle’s trunk, contained in boxes or bags you do not need back. You will be asked to pop the trunk so those staffing the event can unload materials for you. Please remain in your vehicle at all times with your windows rolled up. 

“These events serve thousands of people each spring and fall. We know that the canceled spring collections has led to a backlog of material that people are anxious to properly dispose,” says Tracey Thurman, Director of the Division of Waste Management. “Participants properly preparing materials by placing them in their trunks will help us efficiently serve everyone.”  

Paper Shred
The Paper Shred will be held on Saturday, October 3, from 9 a.m. to 2 p.m. at 1631 Old Frankfort Pike. Fayette County residents may bring up to five boxes or bags of material to be shredded at no cost. 

The event allows Lexington residents to safely dispose of their sensitive materials in an environmentally-friendly way. Shred-it, a division of Stericycle, securely destroys documents on-site with their fleet of mobile shredding trucks. The material collected is recycled into low-grade paper products. 

Please note: 

  • No wet materials will be accepted. 
  • No plastic binders or binder clips should be included with materials. 
  • Staples, paper envelopes and paper clips are acceptable. 
  • Entrance to the event will be accessible via Jimmie Campbell Drive. 
  • Don’t arrive before 9 a.m. as event organizers will be unable to accommodate anyone before that time.

Household Hazardous Waste
The Household Hazardous Waste event will be held on Saturday, October 24, from 8:30 a.m. to 3 p.m. at 1631 Old Frankfort Pike. 

Fayette County residents can drop off the hazardous materials that have accumulated in their homes. These materials include common household items such as paints, cleaners, oils, batteries and pesticides. Improper disposal can pollute air, water or soil and pose a threat to human health.   

Participants will be asked to complete a survey. This year, however, the survey will be digital; no paper copies will be distributed or collected. People are encouraged to complete the survey in advance, though there will be opportunities to complete it on-site as well.  

Electronic waste will not be accepted at the Household Hazardous Waste Collection. However, the Electronic Recycling Center, 1306 Versailles Road, will be open for its regular Saturday hours, 8 a.m. to noon.

Here is what you can currently recycle in Lexington, if you have city service.

City Seeking Two Christmas Trees for Downtown

Do you have a large evergreen tree that is nicely shaped that you want removed from your property? If so, consider donating it for the city to use for Lexington’s holiday season celebration.

Bring holiday magic to the entire city of Lexington by having your tree chosen as the beacon of cheer and merriment. City officials will evaluate all trees and select the two chosen for the city Christmas trees. If your tree is chosen, the City and Kentucky Utilities will coordinate with the property owner remove it in early November. There’s no financial compensation, however removal of the tree and stump grinding is free.

The chosen trees will be placed in Triangle Park and in front of the KU building on Quality Street. They will be decorated and lit Friday, November 27, as part of Luminate Lexington presented by Kentucky Utilities. Help your tree live out its Christmas destiny!

The trees need to meet the following guidelines:

  • 40- to 50-feet high
  • 20- to 25-feet wide
  • Be a Norway spruce; Colorado blue spruce; or a Douglas fir
  • Have a pyramidal shape, with fullness especially at the bottom
  • The body of the tree should have few or no holes
  • The tree should not be growing into houses or into other trees
  • Access must be provided with clearance of at least 10 feet in width, with no power lines growing in the trees
  • There should be no other obstacles, such as buildings that may prevent access
  • Must be able to back a low-boy trailer up to the tree and place KU trucks on either side.

Property owners should call LexCall at 3-1-1 or Victoria Hamm at (859) 277-8703 if they want to donate a tree. You will be contacted by the city if your tree is chosen.

  • The box culvert extension work under Forbes Road is complete.   
  • ATT will be working along Manchester Street.
  • Columbia Gas will start installing gas lines along Old Frankfort Pike north side.
  • Storm Sewer work will begin at the east end of the project new Oliver Lewis Way.

Town Branch Commons - Trail Construction Update


Town Branch Commons (Vine St & Midland Ave):

Zone 4: Lexington Center Block- Tucker St to Broadway, 

  • Work is anticipated on the Lexington Center block in coordination with their construction project starting in October


Zone 3: Broadway to Limestone

  • Work is currently underway from Broadway to Limestone and will continue through the end of the year

Efforts underway include the construction of
  • underground utilities,
  • infrastructure to support storm water planters/bioswales that will collect storm water runoff and filter out pollutants once complete,
  • installation of soil cells- a modular system underground to promote healthy growth for trees  (we are tripling the number of trees along this corridor with the TBC project), and
  • pouring of final concrete surface for the bike and pedestrian paths
  • installation of pavers and other pathway elements


Installation of lighting, signature walls, and other above ground features will begin install in 2021


Zone 2: Limestone to Quality Street

  • No construction work is planned until early 2021
  • Starting next week, contractors will utilize the unused roadway shoulder adjacent to the Phoenix Parking lot for staging. This will not impact traffic on Vine, use of sidewalk, or use of the Phoenix Parking lot.


Town Branch Connector (Newtown Pike)

  • The contractor anticipates installation of ADA pavers, regrading and install of sod, and plantings in medians to be complete in October. Street lighting installation by Kentucky Utilities is being coordinated. Final inspection and corrective work to in November as this zone begins to wrap up all work.
