COMMUNITYWIDE HOUSING 

AFFORDABILITY STRATEGIC PLAN 

Greenville Housing Fund (GHF) and Greenville County Redevelopment Authority (GCRA) is unveiling their communitywide strategic plan to unify the city and county in addressing housing affordability next week. The strategic plan process began in the fall of 2019 and was conducted by Thomas P Miller & Associates (TPMA). Over the past year TPMA held stakeholder interviews, workshops, and gathered data regarding barriers around affordable housing, as well as innovative solutions to these problems. This plan is to be presented virtually to a joint session of Greenville City and County Council on October 15th at 3pm. You can participate in the public workshop by following this link.

A BILL BECOMES A LAW

On September 28th, 2020, Governor McMaster signed Senate Bill 207 into law.  The bill included three amendments to the 1976 South Carolina Code of Laws.  The second of the three amendments, which was proposed by Representatives Chandra Dillard and Bill Herbkersman, changed the tax code in Section 12-37-220(B)(11)(e).  This amendment made affordable housing development in South Carolina more economically feasible by giving affordable housing partnerships the same property tax exemptions currently available to non-profit affordable housing coalitions, so long as the non-profit acts as the managing member of the partnerships.  In this way, the amendment should incentivize private developers to partner with non-profit coalitions to encourage affordable housing development.

At Greenville Housing Fund, we advocated for the passing of this amendment and encouraged others to reach out to their state representatives in support of the bill.  The bill has a positive impact on statewide economic development and hopefully will lead to increased housing security for low- and very low-income residents.  It is our hope that this new amendment, coupled with other incentives such as Federal Low-Income Housing Tax Credits (LIHTCs), will help to expand the stock of affordable housing units in South Carolina and work to close the housing gap.

PARTNER SPOTLIGHT


Homes of Hope, one of Greenville Housing Fund’s main partners, celebrated its 22nd birthday last month.  Led by president and CEO Don Oglesby, the organization’s goal is to provide affordable, energy-efficient homes for low-income communities.  Each family in their affordable housing program receives specialized training in banking, budgeting, and building assets in order to help clients break cycles of generational and situational poverty.  Homes of Hope features three different affordable housing programs, including affordable rental housing for families making less than 80% of area median income, LoCAL Housing that offers families the opportunity to own the home through manageable mortgages and financial training, and permanent next-step housing for the community’s homeless and at-risk populations.  Since 1998, Homes of Hope has completed 641 homes and rehabilitated an additional 192.

The organization also recognizes that simply building accessible affordable housing is not enough to institute real community-wide change.  They also work to improve the quality of life for residents in lower-income neighborhoods by addressing issues including food insecurity, lack of job opportunities, and transportation struggles.  Since its inception in 1998, Homes of Hope has invested over $80 million in community economic development.  The organization sees the value of mixed-use developments and hopes that such construction will help residents access necessary resources within their own neighborhoods.

Evictions in South Carolina increased after the state eviction moratorium ended on May 15th.  In order to prevent the spread of Covid-19 and to keep renters in their units during a time of instability, the CDC enacted a nationwide moratorium.  The Greenville County Human Relations Committee has put together this video to help renters navigate the new CDC Eviction Moratorium.
