We are closely tracking the 2020 Wildfire Season and the related healthcare and public health impacts.
High-Level Situation Summary
According to the National Wildfire Coordinating Group and National Interagency Fire Center, fire activity is present in 11 states, where 67 active large fires have burned more than 4,183,253 acres. Fire activity has decreased dramatically overall along the US west coast, although total fire activity has remained stable over the past few weeks.
Oregon
Oregon’s largest priorities are the Holiday Farm Fire, the Beachie Creek Fire, and the Riverside Fire.
Fire spread has yet to occur due to a strong fire line being held, as such we do not anticipate any supply chain impacts at this time.
The Beachie Creek Fire and Riverside Fire reside very nearby one another, and could pose a threat to Oregon’s highway system if large fire spread to the west towards Salem OR occurs.
The Beachie Creek Fire has closed much of State Route 22, and has the potential for broader impacts with severe western fire spread, although this is highly unlikely.
There are no evacuations in Clackamas County. Current evacuation information for Marion County is available here. Evacuation information for Linn County is available here.
Beachie Creek Fire(193,376 acres, 59% contained): The Beachie Creek Fire is no longer growing at this time, but has been burning since 8/16 on the border of Marion and Linn counties, most drastically impacting the towns of Gates, Mill City, and Lyons OR. Firefighters are reporting less fire behavior around 2/3s of the fire’s edge, and suppression repair work will continue along contingency lines.
Riverside Fire(138,004 acres, 57% contained): The Riverside Fire ignited 9/8/2020 and is currently 2 miles SE of Estacada OR, and 30 miles SE of Portland OR. Good progress continues to be made in the last week and will continue along contingency lines.
Holiday Farm Fire(173,094 acres, 78% contained): The Holiday Farm Fire began 9/7/2020, and evacuation orders are in effect for the communities of Lane County. The Holiday Farm Fire has closed much of I-26. This fire has not grown in acreage in the last 14 days, as firefighters continue to respond to active smoke threats and hold the containment line.
California
California continues to fight the August Complex Fire, the Creek Fire, the Glass Fire and the Zogg Fire. All other fires have been contained at this time.
Glass Fire(66,840 acres, 50% contained): The Glass Fire ignited 9/27/20, and evacuated more than 68,000 citizens in Napa County and Sonoma County. At this time, most evacuees can begin the process of returning home. Crews have experienced moderate fire behavior throughout the night due to poor humidity recovery and above average temperatures at higher elevations.
The Glass Fire does not threaten any urban centers or highways, and as such we do not anticipate any supply chain impacts at this time.
August Complex Fire(1,006,140 acres, 58% contained): The August Complex fire was originally 37 different fires in the Mendocino National Forest, beginning 8/17/20. Although conditions have been favorable to firefighters recently, the fire recently spread across State Route 36 near milepost 56, and continues to spread to the south.
Although the smoke from the August Complex fire has spread across the state and poor air quality threatens the health of residents of nearby areas, it is not burning nearby to any urban centers and we do not anticipate any pharma supply chain impacts at this time.
Evacuation Orders are currently in effect for parts of Mendocino and Trinity county, and the remaining area along with Humboldt county are under Evacuation Warning.Additional evacuation information can be found here.
Creek Fire(326,706 acres, 39% contained): The Creek Fire located in Fresno county in the Sierra National Forest has remained stable with the cooler weather setting in. However, Active fire behavior is still being seen. Many of the evacuation orders to the northwest were lifted, more information available on the Creek Fire interactive map found here.
The Creek Fire is located in forested, mountainous area and is not rapidly approach major urban sites, as such we do not anticipate any pharma supply chain impacts at this time.
Zogg Fire(56,305 acres, 0% contained): The Zogg Fire ignited 9/27/20 in the mountainous region west of Redding and Anderson CA, causing thousands of people were ordered to evacuate their homes. Firefighters are messaging to be aware of fire damaged trees as potential hazards as re-population efforts begin.
The Zogg Fire does not threaten any urban centers or highways, and as such we do not anticipate any supply chain impacts at this time.
Washington
At this time, there are no wildfires in Washington being tracked by fire agencies.
State-Level Disaster Declarations
Oregon
On September 16, HHS declared a Public Health Emergency for Oregon. The declaration is retroactively effective from September 8 forward.
On September 15, FEMA issued a Major Disaster Declaration for Oregon due to wildfires and straight-line winds. The Incident Period began September 7.
The following counties are eligible for both Individual and Public Assistance: Clackamas, Douglas, Jackson, Klamath, Lane, Lincoln, Linn, and Marion Counties.
The following counties are eligible for Public Assistance: Columbia, Tillamook, Washington, Multnomah, Yamhill, Benton, Coos, Josephine, Waco, Jefferson, Lake, and Deschutes Counties.
On August 19, Governor Brown issued Executive Order No. 20-35, proclaiming a statewide State of Emergency due to the imminent threat of wildfire.
Subsequently, on September 9, Governor Brown issued Executive Order No. 20-41, invoking the Emergency Conflagration Act statewide due to the ongoing fires and statewide threat of fire.
California
On September 28, Governor Newsom declared a State of Emergency in Napa, Sanoma, and Shasta counties.
FEMA issued a Major Disaster Declaration on August 22 for the California Wildfires, covering an incident period beginning August 14. The declaration affects the following counties: Lake, Monterey, Napa, San Mateo, Santa Cruz, Solano, Sonoma, Butte, and Yolo Counties.
Two additional counties (Plumas and Yuba) are eligible for Public Assistance.
Governor Newsom issued a statewide State of Emergency on August 18 due to fires and extreme heat conditions.
Governor Newsom also declared a State of Emergency for specific counties affected by fires including Fresno, Madera, Mariposa, San Bernardino, San Diego and Siskiyou.
On August 26, HHS declared a Public Health Emergency for California. The declaration is retroactively effective from August 15 forward.
Washington
Governor Inslee declared a State of Emergency on August 19. The order is in effect until September 30.
Rx Open
Rx Open is currently activated for the nation due to wildfire season as well as COVID-19 and hurricane season. Rx Open was last updated at 2pm on Monday September 27. Pharmacy status has not been significantly impacted by the wildfires at this time.
Oregon is reporting 96.8% of its pharmacies as open.
Gilliam County in OR is reporting less than 50% of its pharmacies as open.
California is reporting 93.3% of its pharmacies as open.
Washington is reporting 96.9% of its pharmacies as open.
San Juan County in WA is reporting less than 50% of its pharmacies as open.
California: Under the 2007 California Health and Safety Code, a prescription for a non-schedule II drug may be refilled without authorization from the prescriber if the prescriber is unavailable and if the pharmacist believes that not refilling would be a hazard to the patient’s health. The refill should only be a reasonable amount that can sustain the patient until the prescriber can be reached.
Washington: As Washington is in a State of Emergency, pharmacists in Washington may issue up to a 30-day refill for non-controlled prescriptions or up to a 7-day refill for certain controlled substances.

Healthcare Facility Status:
Oregon: No major closures reported as of October 6.
California: All patients were evacuated from Adventist Health St. Helena hospital in the Napa Valley area on September 27. All Adventist Health medical offices in St. Helena and Calistoga are temporarily closed due to the Glass Fire.
Washington: No major closures reported as of October 6.
Washington: There are currently no evacuation orders in Washington above level 1.

Oregon:No COVID-19 testing closures are being reported at this time.
California: No COVID-19 testing closures are being reported at this time.
Washington: No COVID-19 testing closures are being reported at this time.
