Hope on the Fringe
I confess to having always enjoyed party conference season. This is an annual ritual where the main UK political parties gather at a major city with the aim being to enthuse their membership and map out a vision attractive to the voting public.  When I was a Civil Servant, they often provided a useful insight into the direction of future policy.  Away from the main platform you could, on occasion, discover events where politicians would stray from their doctrinaire trenches and engage in meaningful debate.  [...]

Lip Service? | Pace of Cigarette Phase-Out Is Negligible

According to the recently released Tobacco Transformation Index, from 2017 to 2019 the world’s 15 largest tobacco companies achieved only a marginal decline in cigarette sales while continuing marketing practices that focus on boosting high-risk product sales. In this episode of RegWatch we are joined by Dr. Derek Yach, President of the Foundation for a Smoke-Free World to discuss the results of the Tobacco Transformation Index and how this first-of-its-kind measure could help large institutional investors pressure tobacco companies into taking substantial action to mitigate the world’s smoking burden.

FDA Announces Measures to Continue the Decline of Youth Electronic Cigarette Use

The US Food and Drug Administration (FDA) has partnered with the Centers for Disease Control and Prevention (CDC) to analyze findings from the 2020 National Youth Tobacco Survey (NYTS). Results from the survey indicate that 1.8 million fewer US youth are using e-cigarettes in 2020 compared with the results from the 2019 survey, according to a press release from the FDA. Currently, 3.6 million US youth are engaged in e-cigarette use. Although this is good news, the agency noted that the decline followed 2 years of steady increases in youth e-cigarette use. [...]

Should vaping be treated the same as smoking?

Unlike smoking, rules on vaping vary between venues. While smoking is banned indoors everywhere, e cigarettes are allowed in some pubs, cafes and restaurants. The discussion was prompted when officers amended their draft statement of licensing policy to say vaping ‘isn’t unlawful, just treated in the same way as smoking’. But Coun Otten said this was unfair. He said: “It’s my view that vaping should generally be allowed on the premises and therefore vapers don’t have to stand outside in the shelter and breathe in second-hand smoke to the detriment of their health and causing noise to the detriment of neighbours.”

Our View: Measure 108 protects Oregon's most vulnerable

Oregon Measure 108, on the Nov. 3 ballot, would increase the tax on cigarettes by $2 per pack, up to $3.33 per pack. It also increases taxes on cigars, and establishes a new tax on e-cigarettes and vaping products that are essentially nicotine delivery systems. This tax revenue would fund health care and mental health care for low-income families, and public health programs aimed at preventing the use of tobacco and nicotine, and helping users quit.

Goldman Sachs Managing Director ‘Cautiously Optimistic’ About E-Cigarettes

MINNEAPOLIS — Government regulation hurt e-cigarette sales, but Goldman Sachs Managing Director Bonnie Herzog remains “cautiously optimistic” about the category. “Certainly, I was a lot more bullish a couple of years ago when regulation was more limited,” Herzog recently told [...] The U.S. Food and Drug Administration’s flavored cartridge ban, state-level tobacco sales bans in places like California and Massachusetts, the THC vaping crisis and a long and expenses premarket tobacco application (PMTA) process all stunted the category’s growth, Herzog said.
