"I was walking around town, looking for work when I came across a 'Help Wanted' sign in the window of a floor covering store," explains Willie, "The starting pay back then was $1.65 per hour." Willie worked hard and was very organized. In 1981, he was a subcontractor for three prime contractors, running the labor division for their companies. LADWP suspended in-person public bid openings, the hand-delivery of bids, and in-person Pre-Bid meetings to reduce the number of people coming into LADWP facilities and help reduce the spread of COVID-19. Until further notice, LADWP is not accepting hand-delivered bids; all bids must be sent to LADWP by mail, allowing enough time to be delivered at the VLC by the due date. All submittals will be time-stamped at the VLC public counter as soon as they are received. Bids received after the due date and time may be deemed non-responsive and excluded from consideration.
