A copy of this draft report will be posted on the COCL’s website, www.portlandcocl.com. Comments and feedback on this report will be accepted through November 6, 2020 at 5 pm, after which a final version will be submitted. Feedback may be emailed to rosenbaumandassociatesllp@gmail.com.
