39th Ward Newsletter
October 23, 2020

Dear neighbor,

Chicago is currently experiencing the second wave of the COVID-19 pandemic. COVID-19 cases have risen by more than 50% over the past two weeks. Test positivity rates have increased to 5.2%.

Most diagnosed cases in Chicago were passed on to the patient by someone they knew; the more people that are a part of your "bubble," the greater the risk of COVID-19 transmission. In a gathering of ten people, there is a 14% chance one person in that group has COVID-19 and a 50% chance that someone in a gathering of 50 people has COVID-19. New Chicago COVID-19 guidelines can be found here.

As we prepare for Halloween, we must continue to be diligent and take the necessary precautions to protect ourselves and each other from COVID-19. Mayor Lightfoot and Chicago Department of Public Health Commissioner Dr. Arwady have shared the following guidelines to celebrate Halloween in the City safely:

  • Everyone, including people giving out candy, must wear a face covering.
  • If you plan to give out candy, leave a light on or put a sign up in your window that indicates your home is participating in safe trick-or-treating.
  • Maintain social distancing and have hand sanitizer available.
  • Keep it moving — don't congregate in front of one stoop or on the sidewalk.
  • Make sure children only eat candy after an adult has checked it carefully and children have washed their hands thoroughly.
  • No haunted houses.
  • Keep your trick-or-treating group small, specifically six people or fewer.
  • No house parties.

On Wednesday, Mayor Lightfoot presented her 2021 Budget Recommendations to City Council. The Mayor's plan to close the $1.2 billion deficit includes a $94 million property tax increase, a three-cent gas tax hike, and layoffs for city workers. The budget identifies savings and efficiencies, new revenues, and targeted investments that expand opportunities. Click here to watch the Budget Address: https://fb.watch/1gfJLTUv1x/

Monthly Nonmetered Utility Billing Update
Effective December 1, 2020, nonmetered utility billing will be switched from a semi-annual to a monthly basis. Monthly billing will provide customers with a smaller monthly bill which can be more easily budgeted.
  • Your overall bill amount is not increasing due to this change.
  • The monthly bill may vary slightly from one-sixth of your semi-annual bill due to rate changes and other charges, such as penalties for late payment.
Every month, starting in December, you will receive a bill for the previous month of service. In December, you will receive a bill for the November service period. In January, you will receive a bill for the December service period, and so forth. You will still have 21 days to pay after the bill date.

If you have enrolled in AutoPay, you don’t need to take any action. The payments will be switched to the monthly schedule automatically. If you haven’t enrolled in AutoPay, this is an opportunity to do so. Visit www.chicago.gov/utilitybill and click on the Online Utility Billing Portal link to get started.

If you have any questions about this change or your utility billing account, please contact Utility Billing & Customer Service at 312.744.4426 or utilitybill@cityofchicago.org.
