The Federal Government should pass a Democracy Building Law
After the far-right attacks in the cities of Hanau and Halle, the German Federal Government is under pressure to act. The high-ranking “Cabinet Committee against Right-Wing Extremism” is determining possible constitutional options to introduce a Democracy Building Law in the current legislation period. However, the government-internal negotiations have come to a halt because the coalition could not agree on the constitutional basis of such a law. To support finding a solution, we have asked Professor Christoph Möllers, one of the most prominent constitutional lawyers in the country, to draft a legal opinion. In his text, he demonstrates how a Federal Democracy Building Law could be implemented.
