Many don't know where to cast an early ballot — or all the rules

Info about Pa.'s no-excuse mail ballots not reached all voters. In Philly, areas with higher-income households requested mail ballots at much higher rates than lower-income, ProPublica found, partly due to lack of internet access. What about picking up ballots in-person? We stopped by a couple of the satellite offices in North Philly, where residents were frustrated by incorrect hours posted online, or unaware of just-opened centers closer to their homes.

Others might not realize you can't legally drop off a mail ballot for anyone but yourself, unless you fill out paperwork first. The Trump campaign is apparently videotaping Philly drop boxes, and filing complaints when they see anyone putting in more than one envelope. Pa.'s AG condemned that surveillance as possible voter intimidation, the New York Times reports. 

$100k in awards to pilot health solutions for Philly millennials

Millennials suffer from more anxiety disorders and higher depression rates than other generations, and young Philadelphians have it worse than other cities. What help is available? For folks who come up with ideas, a new initiative will give out $50k in prizes and another $50k seed funding. Called the Well City Challenge, the social impact launchpad is being produced by the Economy League with backing from Independence Blue Cross. Applications for the pitch competition open Monday.

Court approves Painted Bride sale, but mural might be saved

A state court ruled the Painted Bride will be allowed to sell its Isaiah Zagar-muraled home in Old City, WHYY's PlanPhilly reports, overturning a previous decision. The performing arts org, more in need of a cash infusion than ever, has said the structure is too costly to maintain. What'll happen to the building now? There was a tear-down plan to replace it with condos, but the realtors told the Inqurer that preservation of the facade is now part of the marketing package.

  • Pennsylvania's rolling average is 1,549 new cases/day, 13% higher than a week ago. There have been 188k total positives out of 2.37M tests taken. Average statewide positivity rate is 4.5%, up six-tenths of a point from a week ago. [health.pa.gov]
     
  • Philadelphia is averaging 204 new cases/day (6% higher than a week ago) out of 3,900 daily tests. The average positivity rate is 5.1%, four-tenths of a point up from a week ago. Over the past 30 days, positives were 38% unknown race/ethnicity and 19% African American, 23% white, 12% Hispanic, 3% Asian. 
     
  • The city has recorded 41.6k cases out of 491k tests taken. All-time race/ethnicity distribution: 40% African American; 19% white; 14% Hispanic; 3% Asian; 20% unknown.
     
  • In the city, 1,851 people are known to have died of COVID-19, with an average of 14 deaths recorded each week. Statewide, there have been 8,592 lives lost. The average of 144 deaths weekly is 7% higher than a week ago. [phila.gov]
     
  • Gov. Wolf announced a plan to waive liquor license fees for bars and restaurants "through 2021." Details on what period the exemption would cover are unclear. [NBC10]
