• Major WRF/Collections System Improvement Projects
  Staff continues to meet with selected firms to assist in the engineering design for numerous future projects (some funded by the State Revolving Fund [SRF] Program) as follows:
  • Lift Station #3 Rehab (West Central Blvd - SRF) – Mead and Hunt
    • Utility Technicians, Inc. was selected and approved by City Council for the rehab of Lift Station #3 located adjacent to the Central Ditch along West Central Boulevard. Florida Power & Light will be upgrading electrical service to the lift station with a new transformer and utility pole at no charge to the City; this may delay reconstruction of the lift station 10-12 weeks.
  • WRF Consent Order Compliance – Tetra Tech
    • The work is required by the Consent Order with Florida Department of Environmental Protection (FDEP) and includes installation of a carbon feed system and nutrient monitoring probes throughout the WRF. The carbon feed system and numerous underground pipe excavations are complete. New electronics system currently being tested and installed.
  • WRF Disk/Drum Filters/Tertiary Filters Installation (SRF) – Kimley-Horn
    • Project was publicly bid on October 22; bids are due on December 12. The City was awarded a grant from the state legislature in the amount of $250,000 to help fund the project. Anticipated project start date of late-January 2021.
  • WRF Intermediate Lift Station Improvements (SRF) – Infrastructure Solution Services
    • Back-up pump installed – manually and automatically tested. Currently connecting to SCADA system. Contractor currently scheduling work session with PWS Staff. Project should be completed within 20 working days.
  • WRF SCADA System (SRF) – Stantec, Inc.
    • City’s consultant continues to design a new SCADA system for the WRF. Ninety percent drawings and bid specs were approved by Staff. Bid advertisement is scheduled for early-2021 after the completion of other ongoing WRF projects.
  •  Lift Station #5 Rebuild (Treasure Island Condominium - SRF) – Jones Edmunds
    • Several possible locations for the rebuilt lift station will be investigated by the City’s consultant. Bid advertisement is scheduled for mid-2021.
• Estuary Property Activities
  Staff was notified by Florida Inland Navigation District (FIND) that the City’s grant application for $327,400 to further develop the property was approved. Contract approval is an agenda item for the November 17, 2020 City Council Meeting. A walk-through of the property with St. Johns River Water Management District (SJRWMD) personnel was conducted on October 6, 2020. Staff also conducted a conference call with SJRWMD personnel to finalize permitting requirements.
• West Central Boulevard Improvements Project
  This project was publicly bid on Wednesday, June 24 with two bids submitted on Thursday, August 13, 2020. Staff met with the low bidder (Gibbs & Register) to discuss value engineering to lower the project cost. The contract was approved by City Council at the October meeting. A pre-construction meeting was held on October 29; Staff also contacted area residents. The work area includes West Central Boulevard from SR A1A to Thurm Boulevard and will include the construction of streetscape amenities similar to Ridgewood and North Atlantic Avenues. A work schedule and maintenance of traffic (MOT) plan are being developed.

City Council

• Continued preparing and reviewing agenda and items for November 17, 2020 Regular City Council Meeting.

• Continued distributing Bid/Project information and documents to interested parties.
• The due date/location for Bid packet submittals and the Bid Opening will be at City Hall on Tuesday, December 15, 2020 at 2:00 p.m. and 2:05 p.m., respectively, with a Mandatory Pre-Bid Meeting for prospective bidders being held at the Public Works Services Training Room, 601 Thurm Boulevard, on November 12, 2020 at 10:00 a.m.

• PER THE BREVARD COUNTY SUPERVISOR OF ELECTIONS: A candidate for the office of Cape Canaveral City Council has withdrawn, resulting in an unopposed race.
  A vote cast in this race will not change the outcome as the remaining candidates are deemed by law to be elected.

• City Clerk’s Office Staff are staggering working remotely and on-site, in an effort to continue following federal, state and local social-distancing, stay-at-home, PPE and phased return‑to‑work guidelines.
• Deputy City Clerk attended the second week of a two-week virtual Academy hosted by the Florida Association of City Clerks. With completion of a third FACC Academy, paperwork can now be gathered and submitted to the International Institute of Municipal Clerks for certification purposes.
• City Clerk virtually attended the FACC Virtual Third-Year Recognition Ceremony that concluded this year’s Academy.

• Met with Community + Economic Development Director and Senior Code Enforcement Officer to discuss current cases and local area concerns.
• Met with Community + Economic Development Director to discuss City Council discussion related to proposed food truck Ordinance.
• Met with Leisure Services Director to discuss upcoming Multi-Generational Facility project.
• Held teleconference with representatives from Florida League of Cities to discuss existing research and potential future research regarding residential rental stay minimums.
• Attended the EDC 2020 Virtual Annual Meeting.
• Continued reviewing the Draft Personnel Manual with the Human Resources Director.
• Communicated with Council Members and the Mayor regarding various items and initiatives.
• Attended Planning + Zoning Board Meeting.
• Attended conference calls with the Emergency Operations Center (EOC) and City Manager/County Manager teams.
• Actively monitoring COVID-19 spread; evaluating and communicating information as needed.

Vision Zero Initiative

Vision Zero is based on the philosophy that traffic fatalities and serious injuries are preventable and the only acceptable number of traffic fatalities and serious injuries is zero. Vision Zero requires a fundamental change in the way we think about traffic safety and planning. It is a data driven, multi-disciplinary approach bringing together diverse and necessary stakeholders to address this complex problem.

In early October 2020, the Vision Zero Action Plan was completed. The Plan outlines activities such as data collection, analysis, and the development of SCTPO strategies and actions to support Vision Zero. The initiative is the result of months of analysis and task force meetings which included the City’s Planner and Aryln DeBlauw, as the City’s professional and citizen representatives, respectively.

The Action Plan also includes a tool kit for local municipalities that can be used to develop and implement Vision Zero policies at the local level, so stay tuned for updates as we embark on a new enhanced approach to addressing transportation safety. Please join us for a VIRTUAL workshop with our partners at the East Central Florida Regional Planning Council (ECFRPC) and the University of Florida (UF) as we continue our discussions on resilience in the City of Cape Canaveral. This workshop will explore the City’s history with the State’s “peril of flood” legislation and the subsequent recommendations to the City’s Comprehensive Plan and Land Development Codes.

• The Florida Department of Health in Brevard County (DOH-Brevard) is strongly encouraging all unvaccinated residents to get their flu shot as soon as possible. Flu vaccination is the best way to prevent the flu and its potentially serious complications. To better serve Brevard County residents, DOH-Brevard is offering free adult flu clinics during the month of November. These adult flu clinics will be open November 6, November 13, and November 20 from 1:00 p.m. – 4:00 p.m. on a walk-in basis at each of the clinic locations in Melbourne, Viera, and Titusville. DOH-Brevard continues to offer free flu vaccines for children ages 6 months through 18 years of age, Monday – Friday from 8:00 a.m. to 4:00 p.m. on a walk-in basis at each of the clinic locations in Melbourne, Viera, and Titusville. Getting the flu shot each year is important but reducing illness and hospitalization from flu is even more critical this year to protect frontline health care workers and hospital systems who will continue to care for people with COVID-19 and other illnesses. Also, having the flu and COVID-19 at the same time could lead to a negative outcome. The flu and COVID-19 are respiratory illnesses, but until there is a steady vaccine supply against COVID-19, the way to help prevent these two viruses from circulating at the same time is to get your flu vaccine now. It takes approximately two weeks after vaccination for your body to develop protection against the flu. The Centers for Disease Control and Prevention (CDC) recommend getting a flu vaccine every year because flu viruses evolve quickly, and last year’s vaccine may not protect against the current year’s strain. Even if the vaccine does not fully protect against the flu, it may reduce the severity of symptoms and the risk of complications. Additionally, there will be less spread of the flu and COVID-19 if everyone continues to:

• Zagster Bike Giveaway – the bike giveaway was a huge hit! The  21 bicycles from the Zagster fleet of rental bikes were given away via a random drawing to Cape Canaveral residents. From beginning to end, the registration and giveaway process worked flawlessly. A big thank you to the entire team that worked tirelessly in the background to make this unique opportunity possible.  

• The City’s first Movie in the Park since the COVID-19 shutdown was a great success! Many families showed up early, with more joining as the event started, to enjoy a beautiful evening under the stars. The event was nearly carbon neutral as the solar generator powered all equipment necessary to make the event happen. The next Movie in the Park showing The Secret Life of Pets 2 is scheduled for November 20. 

• Adult Co-ed Kickball returned to play after games were rained out last week due to inclement weather. B.O.A.F. is the only team to remain undefeated after 3 weeks of play. JT’s and W.S. both have records of 2-1 and will face each other in early December. Teams will continue to battle each week for that top spot come Playoff time. The number one seed will receive a first round bye in the Playoff Tournament. Scores, schedules, standings and registration for future leagues can all be found online.
• Men’s Pickleball is going into its final week of the regular season. Currently Team Ahern is sitting in first place at 6-1. Team Ahern holds the tiebreaker against Team Kruse/Sabel, who also has a 6-1 record. The six teams will face off in the Playoffs as they compete to become the first ever Men’s League Champions in Cape Canaveral. Scores, schedules, standings and registration for future leagues can all be found online.
• Racquetball is nearing to end of the regular season. The top eight players will compete in the Playoff Tournament for the top spot in Cape Canaveral. Currently Roger remains undefeated at 13-0. Players will have two weeks to make-up any un-played matches. The Playoffs will kick off on November 19 with the top eight teams competing in the Quarterfinal Round. Scores, schedules, standings and registration for future leagues can all be found online.
• Tennis players returned to the courts this week. Gary is leading the Monday Night League currently sitting at 3-0. He still proves to be the man to beat in the Cape Canaveral Leagues. Thorpe and Chad both remain undefeated at 5-0 in the Wednesday Night League.
