Dear Neighbour, 

Today, the Minister of Finance unveiled Ontario's 2020-21 Budget. Ontario's Action Plan is based on three pillars, Protect, Support, and Recover which will comprehensively respond to the serious economic and social impacts caused by COVID-19 and lay the groundwork for a robust long-term economic recovery for the province.

Ontario’s 2020 Budget sets out a total of $45 billion in support over three years to make available the necessary health resources to continue protecting people, deliver critical programs and tax measures to support individuals, families and job creators impacted by the virus, and lays the groundwork for a robust long-term economic recovery for the province.
PROTECT

Under the Protect Pillar, the Ontario Government is investing an overall $15.2 billion to respond to Ontario's evolving needs to combat this pandemic. This includes: 
  • Increasing daily direct care from a nurse or personal support worker for long-term care residents
  • Making available $4 billion in 2021-22 and further $2 billion in 2022-23 to support people's health and support the fight against COVID-19
SUPPORT

With an overall $13.5 billion supports the government is:
  • Providing $380 million to parents in another round of payments following the $378 million in March of $200 and/or $250 per child up to 12 years old.
  • Proposing the new Senior's Home Safety Tax Credit for the 2021 taxation year - a 25 per cent credit on eligible renovations up to $10,000. Family members who live with them and support them would also be eligible.
  • Investing an additional $60 million over three years in the Black Youth Action Plan, doubling its base funding. 
  • Providing an additional $1.8 billion in the Support for People and Jobs Fund over the next two years to remain responsive to the emerging needs and supports for the people of Ontario. 
RECOVER

The Ontario Government is introducing $4.8 billion in new supports to build the foundation for a strong recovery. This includes: 
  • Supporting Ontario Tourism by providing up to 20 per cent of eligible expenses to Ontario residents to encourage them to safely discover Ontario in 2020-21. 
  • Reducing property taxes on job creators by lowering high Business Education Tax (BET) rates over 94% or all business properties in Ontario. 
  • Providing municipalities with the ability to cut property taxes for small businesses and a provincial commitment to consider matching these reductions.

Earlier this year, and in response to concerns raised by local business owners, I proposed Bill 179, the Assessment Amendment Act (Areas in Transition), 2020, to allow municipalities to address the issue of property valuations in areas experiencing rapid growth or redevelopment.

In Budget 2020, the government is proposing amendments to the Assessment Act to support the potential creation of optional new assessment tools to address concerns regarding redevelopment and speculative sales. I'm very pleased to see this put forward by the government, and look forward to it being debated in the coming weeks.

  • City of Toronto in partnership with the Government of Canada announced a commitment of a $19 million investment in reducing the impact of severe storms and flooding in Toronto’s Rockcliffe-Smythe neighbourhood.
