Unprecedented Immigration Targets announced for 2021-2023

The Government of Canada announced a plan to support economic recovery through immigration, with increased immigration targets for the next three years.

Data shows that 1 in 4 Hamiltonians were born outside of Canada. Everyday they serve our community in ways that may not be visible to us. The pandemic has highlighted the contribution of immigrants to the well-being of our communities and across all sectors of the economy. Our health-care system relies on immigrants to keep Canadians safe and healthy. Other industries, such as information technology companies and our farmers and producers, also rely on the talent of newcomers to maintain supply chains, expand their businesses and, in turn, create more jobs for Canadians.

To compensate for the shortfall and ensure Canada has the workers it needs to fill crucial labour market gaps and remain competitive on the world stage, the 2021 to 2023 levels plan aims to continue welcoming immigrants at a rate of about 1% of the population of Canada, including 401,000 permanent residents in 2021, 411,000 in 2022 and 421,000 in 2023.

This new plan focuses on economic growth with 60% of admissions to come from the Economic Class , as well as a continued focus on innovative and community-driven approaches. The new plan also offers additional points for French-speaking candidates under Express Entry.

Happy National Francophone Immigration Week!
HIPC would like to congratulate the Francophone community and our partner agencies on the occasion of National Francophone Immigration Week. French-speaking immigrants contribute to the vitality of this country and our city.

In 2019, Hamilton was selected as a Welcoming Francophone Community as part of the Government of Canada’s Action Plan for Official Languages. Hamilton is one of 14 communities across Canada to hold this title.

Immigration, Refugees and Citizenship, Canada marked the occasion with an official statement and this short video about living in Francophone communities.
Our Heartfelt Gratitude
HIPC friend and colleague Judy Travis has retired from her role as longtime Executive Director of Workforce Planning Hamilton. From HIPC's early days until just a week ago, Judy was a key HIPC member and played an important role in milestone projects. She served as HIPC Chair during the Syrian refugee arrivals of 2015-2016 and served on numerous HIPC committees and working groups over the years, using her wealth of knowledge and community connections to enrich our work and impact. She did so much to further our understanding immigrants in the local labour market.

HIPC would like to thank Judy for her service and support over the last decade. All of us at HIPC wish Judy a happy and healthy retirement.
