First Virtual Practitioner Forum a great success

More than 60 professionals from across Herefordshire attended the latest in our popular series of free Practitioner Forums on Thursday 05 November 2020, which for the first time was held virtually.

Dr Andy Gill - Assistant Director of Children’s Safeguarding Quality and Improvement opened the event and highlighted the subject of hidden harm and vulnerability in children under one. He reinforced that this is a national issue (see link to BBC News article below), especially during these periods of lockdown where younger children aren’t seen by professionals as often as they would be normally.
 
The main part of the children's safeguarding focussed session was an opportunity to learn more about the new exciting Herefordshire Safeguarding Children Initiative – ‘Signs of Safety’ (SofS).  Attendees also learned about Herefordshire’s Early Help Service, the Early Help Hub, the Multi Agency Safeguarding Hub (MASH) and childhood obesity in Herefordshire.

Feedback received after the event was excellent with 100% of respondents reporting that their knowledge of the topics covered had increased as a result of attending the event. Slides from the event have been uploaded to our website and are available for anyone who was not able to attend.

ICON
 is an evidence based programme developed after Dr Suzanne Smith PhD undertook extensive research into the prevention of Abusive Head Trauma. The research suggested that some parents/carers lose control when a baby’s crying becomes too much. Some go on to shake a baby with devastating consequences.

ICON is all about helping people who care for babies to cope with crying.

I – its normal for babies to cry
C – comforting methods can help
O – it’s OK to walk away
N – never, ever shake a baby

  • Infant crying is normal and it will stop! Babies start to cry more frequently from around 2 weeks of age.
  • Comfort methods can sometimes soothe the baby and the crying will stop. Is the baby hungry, tired or in need of a nappy change? Click on this LINK  to download some comfort techniques.
  • It’s okay to walk away if you have checked the baby is safe and the crying is getting to you. After a few minutes when you are feeling calm, go back and check on the baby.
  • Never, ever shake or hurt a baby. It can cause lasting brain damage and death.

Good news story and update around education response in lockdown from Victoria Blackmore, Herefordshire Council's Education Safeguarding Lead 


How did we respond to lockdown and to COVID in general? 

The first thing to note is that we never really ‘shut down’. We did have a couple of weeks where we had key worker children only but after Easter, we soon went to around 20% and built up so we had over 90% of our pupils in by July. In fact, we only had four children we didn’t have into school at all, many managed part-time or full-time attendance. In terms of staffing, we responded to need. Our risk assessment changed on a weekly basis – all children had individual risk assessments and we worked closely with Family Support, Social Workers, the Virtual School and LA to try and get any child risk assessed as Red/ Amber into school.  
For some LAC children, their stable home meant that they were better at home building crucial relationships, at least part time. For many children outside statutory services however, this was a time of crisis.  We saw the number of operation encompass notifications almost double; many of these were around domestic violence and parental mental health.  In terms of escalation, we continued our normal practice and used the MARF/ MASH Team.  All Senior Leads in school had access to contact details and would alert services to any issues. 

What we did really well, and continue to do well, is build positive working relationships with parents and families. When a child starts (and even before), we work closely with their family to ensure a smooth transition and to understand the dynamic.  This academic year alone we have seen three children arrive on Child in Need plans which have been dropped quite quickly as our core offer supports the child and their family.  All children have a key worker in school and so do the families – sometimes that is the senior lead, class teacher or sometimes a particular TA. We support at CAMHS meetings for instance, and have also supported parents with specific issues around bedtime or routines.  

One of our biggest issues for our vulnerable children and young people was about ensuring food and ‘eyes on’, which is why we encouraged children into school.  This way we knew their exposure to county lines/ abuse/ peer on peer abuse was minimised. Our children are incredibly vulnerable as they are often socially isolated and are seeking fulfilling relationships. Food was an important factor in getting them in!  We catered ourselves and were able to provide really high-quality meals during lockdown which the children chose; this had an impact. We also worked with several local charities and the national scheme to deliver hampers and food vouchers to an area as wide as Monmouthshire, Powys, Shropshire and within Herefordshire to Ross on Wye and Colwall. For some families without access to cars or who were shielded with little support, we went shopping for them, did washing, accessed charities to get donations like furniture, bedding and clothing and picked up prescriptions.
 
This all meant that the last six months have been incredibly positive for us and families in terms of those relationships. We haven’t as yet seen the trend of children being taken off roll and parents/ carers have been really supportive of all the measures we have taken.  Relationships with social workers and other services also seemed to strengthen – via Webex mostly! So in general, a positive picture – very hard work keeping staff and pupils’ mental health stable but for us the biggest barrier is getting children to learn at home and from a safeguarding perspective I know when they are here that they are safe, well fed, warm and have access to clean clothing as well as studying.    



 
New 'Right Help Right Time' Levels of Need Framework

The Herefordshire Safeguarding Children Partnership have developed a new framework document to support practitioners at all levels working in statutory, public, voluntary and independent sectors in Herefordshire.
 
The framework will help practitioners to:
  • make decisions about how best to respond to the needs of children and young people and families;
  • give families access to the right help at the right time;
  • provide children and families with access to the most appropriate services for their needs.
It replaces the previous Herefordshire Levels of Need Threshold Guidance and meets the requirements of the statutory guidance in Working Together 2018.
 
This important new document will be officially launched virtually on Wednesday 2 December but can be downloaded now from our website.

National Safeguarding Adults Week will take place from 16-22 November
In Safeguarding Adults Week the aim is to create a time where we can all focus on safeguarding adults.
Everyone, from all walks of life, should be aware of the role they can play in helping to prevent abuse.
We should all know how to spot the signs of abuse, and the actions we should take if we spot any signs.

With this in mind the West Midlands Regional network have put together a series of Webinars that are open to all safeguarding professionals. (See details of two Webinars below).  The organisers have said that the Webinars and Coercive control event scheduled for NASW will be recorded and available as a resource so can be watched later by people who are interested but cannot attend on the day /time scheduled.

The Care Act 2014, for the first time, set out a clear legal framework for how local authorities and other parts of the health and care system should protect adults at risk of abuse or neglect.
 
“Adult safeguarding” is working with adults with care and support needs to keep them safe from abuse or neglect. The framework allows key organisations and individuals with responsibilities for adult safeguarding to agree on how they must work together and what roles they must play to keep adults at risk safe.

Janice White – Team Leader, Legal Services, Coventry City Council
 Janice qualified as a solicitor in 1993 and joined the Legal Services team in 1998, having previously worked in private practice ultimately specialising in criminal law.  On joining the Council, Janice worked primarily in child protection work, but moved to focus primarily on adult social care work in 2002 and has not looked back.  She is now the Team Leader for the People team in legal services: a team of 10, together they cover all aspects of children social care (particularly pre-proceedings work), adult social care, mental health, mental capacity, immigration and education law.  In her spare time, Janice sings as part of a Barbershop chorus, dreams of opening a beach bar (preferably somewhere in the Caribbean) and, continues to kid herself that, one day, she will run that marathon …

Closed environments may develop in services where people are situated away from their communities, where people stay for months or years at a time, where there is weak management of these services and where staff often lack the right skills, training or experience to support people.

Healthwatch Herefordshire Annual Showcase

As a valued Partner of Healthwatch, we invite you to our very first online Annual Showcase on November 17thWe really hope that you will join us and that it will broaden your understanding of the work we do.
 
The showcase will be livestreamed via Zoom Webinar enabling you to ask questions and have them answered live by the Healthwatch team. The 1 hour video will explain what we’ve been up to over the past year including updates on our 2019/20 projects, the Enter and View we undertook in Outpatient Clinics, our work on the NHS Long Term Plan and the COVID survey that we ran between March and July.  Chief Officer, Christine Price will also be letting us know about Healthwatch’s plans for the future.
