Law amending and supplementing a number of Articles of Law on HIV/AIDS Prevention and Control is expected to be passed at the 10th session of the 14th National Assembly

The Law Amending and Supplementing a Number of Articles of Law on HIV/AIDS Prevention and Control is among seven laws expected to be passed at the 10th session of the 14th National Assembly, which started on October 20, 2020. The law amends three articles, adds 14 articles, and abolishes one article of the Law on HIV/AIDS Prevention and Control. The amendments and additions resolve limitations and shortcomings of the current Law, enabling it to meet the requirements of HIV/AIDS prevention and control. [Read more]

Dự thảo Luật Sửa đổi, bổ sung một số điều của Luật Phòng, chống nhiễm HIV/AIDS dự kiến thông qua tại Kỳ họp thứ 10, Quốc hội khóa XIV

Dự thảo Luật Sửa đổi, bổ sung một số điều của Luật Phòng, chống nhiễm HIV/AIDS là một trong 7 luật dự kiến thông qua tại Kỳ họp thứ 10, Quốc hội khóa XIV (nếu đủ điều kiện). Luật này sửa đổi 03 Điều, bổ sung 14 Điều và bãi bỏ 01 Điều của Luật Phòng, chống HIV/AIDS. Việc sửa đổi, bổ sung này nhằm khắc phục những hạn chế, bất cập của Luật hiện hành, đáp ứng yêu cầu phòng, chống HIV/AIDS trong tình hình mới.[Tìm hiểu thêm]
 
Key amendments in the proposed Law Amending and Supplementing a Number of Articles of Law on HIV/AIDS Prevention and Control

On October 23, 2020, the National Assembly began a discussion, still ongoing, of the proposed Law Amending and Supplementing a Number of Articles of Law on HIV/AIDS Prevention and Control at the 10th session of the 14th National Assembly. The Government proposed several changes to the Law, including abolishing the Fund for Support, Treatment, and Care for People Living with HIV  because it has been ineffective and inefficient in mobilizing funds and support for HIV/AIDS patients. The draft law proposes requiring HIV-infected individuals to notify their fiancés and sexual partners of their HIV serostatus. The draft law would also add HIV testing for pregnant women as a benefit of the Social Health Insurance (SHI) fund; that is, the SHI fund will pay for pregnant women with an SHI card to voluntarily have an HIV test that meets professional standards. Pregnant women voluntarily having an HIV test in other cases will be provided the HIV test free-of-charge. [Read more]

Một số điểm mới đáng lưu ý trọng Dự thảo Luật Sửa đổi, bổ sung một số điều của Luật Phòng, chống nhiễm HIV/AIDS

Ngày 23/10/2020, Quốc hội thảo luận Dự thảo Luật Sửa đổi, bổ sung một số điều của Luật Phòng, chống HIV/AIDS tài kỳ họp thứ 10, Quốc hội khóa 14. Trong dự án luật này, Chính phủ đề xuất bãi bỏ Quỹ Hỗ trợ, điều trị, chăm sóc người nhiễm HIV/AIDS do hoạt động không hiệu quả của Quỹ trên cả phương diện huy động nguồn tiền và triển khai hoạt động chăm sóc, điều trị người nhiễm HIV/AIDS. Một trong những điểm mới của dự thảo luật này là bổ sung nghĩa vụ của người nhiễm HIV phải thông báo kết quả xét nghiệm HIV dương tính của mình cho người có quan hệ tình dục hoặc người chuẩn bị kết hôn với mình biết theo quy định của pháp luật. Điểm mới nữa của dự thảo luật này là bổ sung nguồn chi trả xét nghiệm HIV cho phụ nữ mang thai từ quỹ bảo hiểm y tế. Theo đó, phụ nữ mang thai tự nguyện xét nghiệm HIV theo yêu cầu chuyên môn được quỹ bảo hiểm y tế chi trả đối với người có thẻ bảo hiểm y tế. Phụ nữ mang thai tự nguyện xét nghiệm HIV thuộc các trường hợp khác được miễn phí.[Tìm hiểu thêm]
 
The National Strategy to End AIDS by 2030 is approved by the Prime Minister

On August 14, 2020, the Prime Minister issued Decision 1246/QD-TTg approving the National Strategy to End AIDS by 2030. The aim is to accelerate HIV/AIDS prevention and control activities to reduce the number of new infected cases and AIDS-related deaths, ultimately ending the AIDS epidemic in Vietnam by 2030, and minimizing the impact of the epidemic on socio-economic developmente. Chiến lược Quốc gia chấm dứt dịch bệnh AIDS vào năm 2030

Ngày 14/08/2020, Thủ tướng Chính phủ ban hành Quyết định 1246/QĐ-TTg phê duyệt Chiến lược Quốc gia chấm dứt dịch bệnh AIDS vào năm 2030 với mục tiêu đẩy mạnh các hoạt động phòng, chống HIV/AIDS để giảm số người mới nhiễm HIV và tử vong liên quan AIDS, chấm dứt dịch AIDS tại Việt Nam vào năm 2030, giảm tối đa tác động của dịch HIV/AIDS đến sự phát triển kinh tế-xã hội.[Tìm hiểu thêm]
 
Vietnam launches National Action Month for HIV/AIDS in 2020 

The National Committee for AIDS, Drug and Prostitution Prevention and Control launched the National Action Month for HIV/AIDS to focus on the implementation of the year’s HIV/AIDS activity plan, including the commemoration of World AIDS Day on December 1. In 2020, the National Action Month for HIV/AIDS will take place from November 11 to December 11, 2020. This year marked 30 years of Vietnam’s launch of its HIV/AIDS epidemic response and has seen the achievement of many milestones in HIV/AIDS prevention and control efforts. For example, in August, the Prime Minister approved the National Strategy to End AIDS by 2030. Hence, the theme for this year has been “30 years of response and opportunity to end the AIDS epidemic in Vietnam”. [Read more]

Tháng Hành động quốc gia phòng, chống HIV/AIDS năm 2020

Uỷ ban Quốc gia phòng, chống AIDS và phòng, chống tệ nạn ma tuý, mại dâm (UBPC AIDS và MTMD) phát động trong cả nước Tháng Hành động quốc gia phòng, chống HIV/AIDS năm 2020 nhằm thực hiện kế hoạch hoạt động phòng, chống HIV/AIDS năm 2020 của UBPC AIDS và MTMD và hưởng ứng Ngày Thế giới phòng, chống AIDS (01/12). Năm 2020 là dịp kỷ niệm 30 năm ứng phó với dịch HIV/AIDS ở Việt Nam. Chiến lược Quốc gia chấm dứt dịch bệnh AIDS vào năm 2030 cũng đã được Thủ tướng Chính phủ phê duyệt. Do vậy, măm nay, Việt Nam chọn chủ đề Tháng Hành động là “30 năm ứng phó và cơ hội chấm dứt đại dịch AIDS tại Việt Nam”. USAID helps Việt Nam improve its social health insurance implementation

The United States Agency for International Development (USAID) and Việt Nam Social Security (VSS) on Friday, November 6, 2020, signed a Memorandum of Understanding (MoU) on supporting health insurance implementation.  The USAID Local Health System Sustainability (LHSS) project will provide technical assistance to VSS to improve its Social Health Insurance (SHI) implementation for the next four years. The project will also support Việt Nam’s transition to full financial ownership of its HIV and tuberculosis responses. The assistance will focus on three key areas, namely SHI policy implementation; management of SHI drugs and medical supplies; and exchange of information on health insurance policies, application of health technology and social health information systems. [Read more]
 

Hoa Kỳ hỗ trợ Việt Nam tăng cường công tác thực hiện chính sách Bảo hiểm Y tế

Ngày 6 tháng 11 năm 2020, Cơ quan Phát triển Quốc tế Hoa Kỳ (USAID) và Bảo hiểm Xã hội (BHXH) Việt Nam đã ký Bản ghi nhớ hợp tác, theo đó dự án Phát triển Hệ thống Y tế Bền vững do USAID tài trợ sẽ hỗ trợ kỹ thuật cho BHXH Việt Nam để tăng cường thực hiện chính sách Bảo hiểm Y tế trong 4 năm tới. Dự án cũng sẽ hỗ trợ quá trình Việt Nam chuyển sang tự chủ tài chính hoàn toàn cho chương trình phòng chống HIV và Lao. USAID sẽ hỗ trợ BHXH Việt Nam trên 3 lĩnh vực chính gồm thực hiện chính sách BHYT;  quản lý  thuốc và vật tư y tế mua sắm qua nguồn BHYT; trao đổi thông tin, chia sẻ kinh nghiệm và ứng dụng công nghệ thông tin trong thực hiện chính sách về BHYT. [Tìm hiểu thêm]
Changes in payment method to effectively control SHI costs

Quang Ninh is one of five provinces and cities (Yen Bai, Thua Thien Hue, Quang Nam, and Can Tho) selected to pilot a new payment method to be used by the SHI fund. During the pilot, the SHI fund will pay providers by capitation and diagnosis-related groups (DRGs) under Decision 2747/QD-BYT of the Ministry of Health. Vietnam Social Security said the objective of the pilot is to reduce SHI medical costs, thereby limiting negative impacts on the solvency of the SHI fund as referral waivers of SHI inpatient health diagnosis and treatment at the provincial level take effect nationwide in 2021, as regulated in the SHI Law. Accordingly, SHI funding for health services will be allocated to each province and city and assigned to each health facility on a yearly basis. Outpatient care costs will be covered by a capitation payment, based on several factors including the cost of basic medical diagnosis and treatment in the province, number of patients using the SHI card, frequency of insured medical care, and the coefficient of the allocation. The cost of inpatient care will be reimbursed according to the DRG, a flat rate determined by disease group and condition. [Read more]
 

Thay đổi phương thức thanh toán: Kiểm soát hiệu quả chi phí bảo hiểm y tế

Quảng Ninh là 1 trong 5 tỉnh, thành phố đầu tiên (Yên Bái, Quảng Ninh, Thừa Thiên Huế, Quảng Nam, Cần Thơ) được lựa chọn thực hiện thí điểm phương thức thanh toán theo định suất và theo nhóm chẩn đoán liên quan (DRG) theo Quyết định số 2747/QĐ-BYT của Bộ Y tế. BHXH Việt Nam cho biết, việc đổi mới phương thức thanh toán chi phí KCB BHYT theo định suất và theo DRG là nhằm giảm bớt các vướng mắc trong thanh toán chi phí KCB BHYT hiện nay, hạn chế các tác động tiêu cực đến quỹ KCB BHYT khi thực hiện thông tuyến tỉnh KCB BHYT nội trú toàn quốc vào năm 2021 theo quy định của Luật BHYT. Theo đó, quỹ BHYT của từng tỉnh, thành sẽ được phân bổ theo năm và giao khoán cho từng cơ sở y tế. Chi phí KCB ngoại trú sẽ được phân bổ theo định suất, được tính dựa trên các yếu tố: Suất phí một lần KCB cơ bản tại tỉnh, số lượng bệnh nhân sử dụng thẻ BHYT, tần suất KCB BHYT, hệ số giao quỹ... Chi phí KCB nội trú sẽ được áp dụng theo DRG với mức khoán được phân chia theo từng nhóm bệnh và từng tình trạng bệnh. [Tìm hiểu thêm]

HCMC forecasted to exceed expenditure estimate for SHI by VND1,300 billion in 2020

In September 2020, the SHI team in Ho Chi Minh City (HCMC) Department of Health (DOH) coordinated with the HCMC Provincial Social Security (PSS) Agency to preliminarily assess SHI-covered medical examinations and treatment in the city. Although the number of SHI examination and treatment services decreased by 12.4% compared with the same period the previous year, the total expenditure in the first six months of 2020 consumed 48% of the total budget for 2020. Therefore, HCMC PSS forecasted that the city would exceed the allocated 2020 expenditure estimate by VND 1,300 billion. According to the SHI team, the number of non-resident patients receiving SHI examination and treatment services in the city accounted for 20% of total visits and nearly 49% of total SHI costs. At the same time, there no longer is a transfer of health care funds from these patients’ home provinces to the city. This is the biggest challenge for the directors of hospitals in the city in managing and operating the allocated SHI examination and treatment expenditure estimates. [Read more]
 

TPHCM: Dự báo năm 2020 vượt dự toán chi bảo hiểm y tế 1.300 tỷ đồng

Trong tháng 9 vừa qua, Tổ BHYT thuộc Sở Y tế TPHCM đã phối hợp với Cơ quan BHXH TPHCM sơ kết đánh giá tình hình KCB BHYT trên địa bàn thành phố. Tuy số lượt KCB BHYT giảm 12,4% so với cùng kỳ nhưng tổng chi 6 tháng đầu năm đã chiếm 48% tổng dự toán chi cho năm 2020, BHXH thành phố dự báo năm 2020 toàn thành phố sẽ vượt dự toán chi được giao là 1.300 tỷ đồng. Theo nhận định của Tổ BHYT Sở Y tế, số lượt bệnh nhân ngoại tỉnh KCB BHYT đến thành phố chiếm 20% tổng lượt khám nhưng đã chiếm gần 49% tổng chi phí KCB BHYT. Việc bệnh nhân ngoại tỉnh đến KCB nhiều đã ảnh hưởng đến việc cân đối dự toán chi BHYT của thành phố do không còn chuyển quỹ KCB BHYT từ các tỉnh về thành phố như trước. Đây chính là khó khăn lớn nhất cho các giám đốc bệnh viện trong việc quản lý và điều hành dự toán chi KCB BHYT được giao. [Tìm hiểu thêm]
