A Note from the State Director
 
Dear Adult Education Colleagues,
 
I hope you and your loved ones are staying safe and healthy during these difficult and unusual times. I could not be more grateful for the support you give to students, staff, families and communities every single day. Thank you.
 
Today I am writing to share information about an important initiative, InSPIRED, which connects current educators to DESE in order to help cultivate, support and retain a culturally responsive and diverse educator workforce in MA.
 
The InSPIRED initiative is excited to offer access to a virtual Statewide Affinity Network for educators of color in MA. The year-long network aims to create a safe space for educators of color to network, engage in dialogue about their authentic experiences, explore professional development opportunities, and/or consider action that would make for a more equitable experience and help their schools retain a diverse workforce. The group also aims to do the following:
 
  • Foster an environment that is warm, supportive and respectful
  • Create ongoing opportunities to build relationships with other education professionals through networking
  • Foster community and provide supports regarding problems of practice (e.g., cultivating antiracist environments and instructional practices in MA schools)
 
This opportunity is open to any and all educators of color (e.g., aspiring educators, paraprofessionals, current teachers, school counselors, and school administrators). Finally, relief is on the way! Yes, Covid-19 relief funding has been approved for adult education. I am working on finalizing grant increases and anticipate sending out official notifications at the end of this month.

HSE Update

There will be two workshops offered in November on remote testing for High School Equivalency.
Adriana Wells of HiSET® will offer a workshop on November 16 from 2-3PM to provide information on The HiSET at Home Exam® and the most effective way to access vouchers. The workshop may be accessed at: Join Zoom Meeting https://us02web.zoom.us/j/81224561501.
Scott Salesses of GED® will offer a workshop on November 24 10-11AM to provide information on The GED OP Exam® and information regarding vouchers for the exam and the GED Ready® which is a prerequisite to taking the GED OP®. LACES Update
 
Assessment Clarification: Instructional hours for tests moved forward in FY21
As indicated in the November 4 special mailing, ACLS learned that the LACES dashboard functions differently than we expected. When tests are moved forward from the previous fiscal year, the dashboard student alert identifies students for eligible for posting based on the total instructional hours since the original test date, including hours from the previous year. For example, if a program moves forward a student’s assessment administered January 15, 2020 and records 63 hours of attendance for the student between the test date and end June, the LACES dashboard will show that the student is eligible for a post-test after only two hours of instruction in FY21. This is not the intent of the Massachusetts posttest policy.
 
In Massachusetts, the state assessment policy requires that students be post-tested after they have accumulated 65 instructional hours (for CALC) or 40 hours (for AECI) since the date of the pre-test administered in the current fiscal year.
 
Students whose tests were moved forward from the previous fiscal year must have at least 65 hours (40 for AECI) of instruction in the current year before being eligible for post-tests. The easiest way to identify students who are eligible for a post-test as defined by ACLS policy is through the dashboard student alerts. Click on the number of students eligible for post-testing.
 
Then filter by current fiscal year instructional hours (40 for AECI and 65 for CALCs) to determine which students are eligible for a post test.



Desk Reviews
Because of the pandemic restrictions, programs are starting later than planned and administering pretests more slowly. Therefore, ACLS has pushed out the desk review submission dates. Desk reviews will be due on November 20, January 22, March 26, and May 28.
 
Thank you to the several program directors who got an early start on the desk reviews and discovered a problem with the formatting of Options progress sheets. All the cells were blocked. The revised workbook (v1.2) has been posted, along with the instructions, and submission portal on the LACES page of the ACLS website. If you have already entered too much data to copy to the new version, Toby Maguire will apply the fix.
 
Training
The SABES Program Support PD Center is coordinating LACES training. Check the calendar regularly or get on the mailing list.
 

Funding Opportunity
Pre-Apprenticeship Funding Opportunity for Education Programs  
New $750,000 challenge is advancing pre-apprenticeships
The U.S. Department of Education’s Rethink Adult Ed Challenge invites AEFLA-funded adult education providers to design innovative and high-quality pre-apprenticeship programs — in any industry, anywhere in the United States.
Stage 1 applications are due November 25.
 

CNA Testing

IET Focus Group Announcement
Virtual Focus Group Meeting

 
I am writing to invite you to a virtual focus group meeting to discuss branding the state’s Integrated Education and Training/Integrated English Literacy and Civics Education (IET/ILECE) programming. Branding offers us the opportunity to unify our diverse network of IET/IELCE programs under a single name and shared mission. In addition, a brand would give us a way to communicate the unique features and value of the service to stakeholders and students in a clear, consistent manner.

In addition, it may be helpful for you to review PluggedInVA, the Virginia Department of Education’s branded IET program. Elements of PluggedInVA could be adapted for a Massachusetts brand. You can also review the resources the state used to create its MassHire brand.

 Curriculum, Instruction, and Assessment
TSTM UPDATE
Teaching Skills That Matter in Massachusetts Adult Education: In July 2020, ACLS joined a team of eight states participating in the Teaching the Skills That Matter in Adult Education project (TSTM). This project, led by American Institute for Research (AIR) and the Office for Career, Technical and Adult Education (OCTAE), trains teachers to integrate the skills that matter to adult students using approaches that work across critical topic areas. Using the project's tools and training, adult education teachers can teach the transferable skills students need in these critical contexts.

Each participating TSTM state has a team of four teacher leaders and a state adult education representative.
Role of the MA TSTM Team
The role of the MA TSTM team is:
  • In collaboration with ACLS and SABES C&I centers,
    • develop the TSTM implementation and sustainability plan. ACLS anticipates releasing this plan in early 2021
    • train adult education and ESOL teachers in the TSTM teaching practices
  • Disseminate TSTM best teaching practices to adult education providers
  • Represent Massachusetts at national TSTM events
The team recently completed an intensive three-day virtual training with AIR and is currently working with the TSTM coach assigned to Massachusetts to practice the nine skills, five topic areas, and five approaches in their classrooms.
 
TSTM Team
Brooke Machado (ELA)
Profile: Brooke has worked as an adult education instructor, teaching both ESOL and ABE from Beginning Literacy to High Adult Secondary Education, in and around Boston since 2004. Besides teaching, Brooke works as an instructional coach with the SABES ELA C&I Center offering support to teachers and administrators with curriculum development and implementation of the CCR Standards. Brooke currently teaches classes in reading, writing, financial literacy and Social Studies at the Boston Public Schools Adult Learning Center in Roxbury, MA. Additionally, she is STAR trained and uses evidence-based reading instruction in the classroom. Brooke holds a master's degree in applied linguistics from the University of Massachusetts Boston.

Laura Porter (ESOL)
Profile: Laura Porter teaches a high-level ESOL class at the Ludlow Area Adult Learning Center and is the Program Coordinator for the SABES ESOL C&I Center. She supports the planning, general operations, and evaluation of the PD Center, and develops and facilitates a variety of professional development offerings in diverse subject areas. She has been an ESOL educator since the 1990s when she started teaching informally as a Peace Corps volunteer, followed by graduate studies leading to a Master of Arts in Teaching ESOL and Spanish from the School for International Training. She has provided teacher training to public school teachers and adult educators, and presented workshops on a range of topics, including curriculum development, vocabulary development, goal setting, and bringing "green" topics into the ESOL classroom.

Christa Exter (Math)
Profile: Christa Exter has worked as an adult education instructor, teaching both math and ELA to high adult secondary education students throughout Massachusetts since 2004. Christa is STAR trained and uses evidence-based reading instruction in the classroom. Christa was one of the three pilot instructors for the Curriculum for Accelerated Math (CAM) in collaboration SABES Math C&I Center which later paved the way for the Curriculum for Adults Learning Math (CALM). Christa was one of the members of the MAPT-CCR Standard Setting Study Committee for UMASS CEA and is currently an editorial board member for the Change Agent. Christa currently teaches an advanced ASE class in reading, writing, and math at the Methuen Public Schools Adult Learning Center in Methuen, MA.

Lena Marecki (ESOL)
Profile: Lena Marecki has been working in adult education at the Intergenerational Literacy Program (ILP) with Chelsea Public Schools since 2016, where she teaches multi-level ESOL Family Literacy classes. In the last year, Lena has also grown as the Technology Manager of her program, where she oversees the research and implementation of effective digital resources. She is part of the program’s leadership team and also works on curriculum development and learner assessment. Before joining the ILP, Lena taught STEM to middle school students and supported third graders with Special Needs. Lena holds a BA in English and Art History from Cornell University, and an MFA in Creative Writing from the University of Massachusetts Boston.
 
Dana Varzan-Parker (ACLS TSTM Team Lead)
Profile: In her current role as curriculum, instruction and assessment specialist with ACLS, Dana is responsible for providing curriculum, instruction, and assessment policies for the ACLS-funded adult education programs and working closely with the statewide curriculum and instruction PD providers to implement PD that is data-driven and relevant to adult educators. Dana had ten years of experience in adult education as an ESL teacher and program director of an adult education program in a non-profit agency.

AZECT and KET INFO

NEW AND IMPROVED AZTEC COMING DECEMBER 1, 2020!!
AZTEC has released a new and updated version which will bring a new look with more resources and flexibility for registrars, teachers and students. As previously announced, ACLS will be transitioning to and activating this upgrade for December 1, 2020.  In order for this transition to take place, access to AZTEC will not be available on Monday, November 30, 2020.

Congratulations! Literacy Award Announcement 
2020 Library of Congress Literacy Award
The Literacy Center in Attleboro, a subcontractor of the Bristol Community College CALC, has been selected as a prestigious Library of Congress 2020 Best Practice Honoree. The Library of Congress Literacy Awards, originated by David M. Rubenstein in 2013, is a national honor recognizing organizations doing exemplary, innovative, and replicable work. The awards spotlight outstanding efforts to promote literacy and respond to the needs of our time. The Literacy Center will receive a $5,000 cash award and participate in a Literacy Best Practices conference in November.
 
Each year, The Literacy Center serves more than 600 adults from over 50 countries. The organization’s director, Amanda Blount, notes:
 
“{We} are tremendously excited to receive this award. Our team works tirelessly to provide educational opportunities to some of the most disadvantaged individuals in our region. It is a great honor to be recognized by the Library of Congress alongside some of the most notable literacy organizations in the world.” 
 
This is exciting news for one of our funded programs to be nationally recognized. Best wishes to staff and students of The Literacy Center!   
 


 
News from the Field!
 
News from the Clinton Adult Learning Center:
Christine Cordio, AE Program Director/Chief HSE Examiner for the Clinton Adult Learning Center sent in this photograph of an ESOL classroom. The students came in two weeks prior to classes beginning to take a ‘technology class’ which meets Monday and Wednesday nights from 6:00-9:00pm. This class was designed by the teachers to prepare students for remote learning. Clinton Adult Learning Center purchased a Zoom account, so that learning can be differentiated by breakout rooms, and quizzes and polls can be used to check for understanding. During this time students were taught everything from how to mute, share screens, access homework, raising hands, and turning in assignments. Students use ‘My English Lab” to access the online learning tools associated with their book. Clinton Adult Learning Center is fully remote. Good job, Staff. Good Job!
 

 

Update from the Program Quality Review Team


On July 30, 2020, ACLS sent out the Program Quality Review schedule for FY21 along with the FY21 PQR Protocol.  These documents can now be found on the PQR page of the ACLS website.
The FY20 PQR Summative Report is also available for viewing on the website.  As the title suggests, this report summarizes the ratings across four Indicators of Program Quality for all the programs who received a PQR in FY20.  In addition, the report identifies general areas of strength and weakness based on evidence from the reviews and highlights a number of promising practices that are offered for consideration.
