ORA Tip of the Week


Preparing a proposal subject to HMS Low IDC Policy?

Don't forget to upload the approved (signed by Office of Finance) low IDC budget tool to the GMAS proposal, by the 5-day submission deadline. The budget tool is required as backup documentation when applicable, and is reviewed in concert with the proposal budget. It is due to ORA at least five business days prior to the sponsor due date, as part of the administrative components of a proposal. NIH Implements Revised Federal-wide RTCs 

Refer to NOT-OD-21-029 regarding the Office of Management and Budget (OMB) mandate for awarding agencies to adopt recent revisions to 2 CFR §200; Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (effective November 12, 2020). The federal-wide Research Terms & Conditions (RTCs) have been revised by participating agencies for consistency with the revised 2 CFR §200. NSF hosts and maintains the RTC website on behalf of  participating agencies.

Enhancing Faculty Gender Diversity

The NIH Office of Research on Women’s Health launched a new competition to promote the advancement of women in leadership roles in academia. NIH's Prize for Enhancing Faculty Gender Diversity in Biomedical & Behavioral Science seeks to recognize institutions whose biomedical and behavioral science departments, centers, or divisions have achieved sustained improvement in gender diversity. Peer Review Zoom Meetings

Dr. Bruce Reed, Deputy Director, NIH Center for Scientific Review, released data gathered on Peer Reviews via Zoom. In response to the pandemic, 90 percent of  CSR review meetings were held via Zoom. Data was gathered on responses from 3,000 NIH reviewers, ratings by scientific review officers of 230 meetings, compiled stats comparing in-person versus Zoom instances of over 275 meetings, analyzed rosters, and surveyed support staff. The data gives no indication that the forced switch to Zoom has introduced major problems. Read more in the November 19, 2020 Open Mike Blog.

Winter Recess: HMS ORA Deadlines

As a reminder, Harvard University is closed for winter recess, Monday, December 21, 2020 through Friday, January 1, 2021. In preparation, please be aware of the following deadlines:
  • Proposals & Other Submissions: Per the HMS Sponsored Submission Deadline Policy and in order to allow for review, corrections, and successful submission to the sponsor, proposals and other submissions with sponsor due dates between 12/18/2020 and 1/5/2021 are due to ORA no later than 9:00 AM on Monday, December 14, 2020.To help plan for appropriate coverage, please enter a GMAS “shell” as soon as possible for any submissions due in December 2020 and January 2021. 
  • New Accounts: Requests for set-up of new accounts needed prior to the start of break should also be submitted by 9:00 AM on Monday, December 14, 2020.
  • Awards & Other Agreements: Please note that any award documents and related agreements (including outgoing subawards) requiring signature prior to January 5, 2020, must be received for review as soon as practicable. We will do our best to accommodate sponsor requirements. However, we ask that any awards contingent on being finalized by year end, are also received for review by Monday, December 14, 2020.

Updated Procurement Policy 

Get a preview of the revised Procurement Policy effective January 1, 2020. Updates include:
  • An increase of the micro purchase and small purchase threshold
  • Debarment requirements when using federal or cost-share sponsored funds.
  • The revised version of Vendor Justification Form (VJF)
  • The work-flow in Buy to Pay as it relates to sponsored funding
  • Following an overview of the updates, we plan to reinforce this new information through a few case studies.
