Extended Customer Support Hours November 28 and November 30

To support customers who are filing to the Land Owner Transparency Registry (LOTR), the Land Title and Survey Authority of British Columbia (LTSA) is extending customer support hours through phone and email on November 28 and November 30.

Customer support representatives will be available from 8:30am – 4:30pm on Saturday, November 28 and from 7:00am – 8:00pm on Monday, November 30. Customers are also encouraged to visit landtransparency.ca to review resources, including sample forms and recorded webinars. Additional help content for LOTR filings in myLTSA will be added to landtransparency.ca in advance of filing requirements coming into effect on November 30, 2020.

myLTSA System Availability November 28 – November 30

Customers are advised the myLTSA system will be available on Saturday, November 28 from 6:00am to 8:00pm. An extended system maintenance window will then be in effect from 8:00pm Saturday, November 28 to 11:59pm Sunday, November 29 in order to activate the LOTR system.

LOTR will be available at or shortly after 12:01am on November 30, 2020. A LOTR filing is required when making an application to register an interest in land as defined in the Land Owner Transparency Act (LOTA). Land title applications can still be submitted through the Electronic Filing System during regular system hours beginning at 6:00am on November 30, 2020. 

Deferred Packages in myLTSA 

To comply with LOTA, myLTSA submissions that have been deferred to November 30, 2020 or later and which require a LOTR filing will not be processed in the myLTSA system. Affected packages will remain in myLTSA with a status of ‘unsubmitted.’ LTSA will contact those customers whose packages will not be processed until a LOTR report is filed.

New Tool to Help Property Owners Comply 

A new tool for assessing LOTR filing requirements has been published to landtransparency.ca. The tool helps members of the public — such as property owners and interest holders — understand if a transparency declaration and/or report is required. Users are asked to consult a legal professional for advice on specific circumstances.

Manual LOTR Filings 

The manual (paper) version of a transparency declaration can only be filed in limited circumstances where manual filing is permitted: where transparency records are required to be filed with a land title application and the land title application is not filed electronically.

Mailed paper applications should be directed to the New Westminster Land Title Office to avoid delays in processing. Mailed land title applications sent in late November, but not received and processed by LTSA until November 30 may require LOTR transparency reports and declarations to be filed. Applications requiring and missing an accompanying LOTR record will be returned without processing.
