The Issue in Sum:

The Idaho Fish and Game Department is providing the Fish and Game Commission with a proposal to limit non-resident participation in all general elk and deer hunts without caps. This limit on non-resident participation in these general hunts triggers the establishment of allocation for elk and deer tags to outfitter operations in those zones/units for use by the outfitted public.
 
This proposal, if adopted, will provide for the largest allocation of elk and deer tags for use by the outfitted hunter in Idaho history. All remaining elk zones, including A and B tags, and each deer unit across the state will have a non-resident limitation and therefore allocation in every outfitted area.
 
If the F&G Commission decides to restrict nonresident hunter numbers as presented in the proposal, as is expected, it will take place in all remaining general hunts for elk and deer. This would, in turn, trigger outfitted tag allocation for all elk and deer tags for hunters using the services of an outfitter in those affected hunts. The Commission decides the number of allocated tags for each general-hunt elk zone and every general deer unit. This number would be based on the historic use numbers provided by IOGLB for the years of 2018 and 2019. 
 

ELK

As laid out in the proposal, the number of elk tags allocated for use by outfitted hunters in those hunts will likely be approximately 60% of the total historical use of these tags. This is because there are not enough elk tags left in the set-aside pool of elk tags. For instance, if the total combined-historic outfitted tag use FY2018/19 in a given General Elk Zone were to add up to 20, then the number of tags available for allocation in that zone--with the proposed limits--would be 12. 
 
If you are currently outfitting in one of the elk zones expected to be capped (i.e., reduction in number of nonresident tags), you should consider how many A or B tags you would need to fulfill your historic use numbers or meet your desired number of tags (for your elk hunters). To do this, you will need to purchase 40% of that number of tags from the nonresident pool of tags available for sale starting December 1 at 10 am MST.
 

DEER

For deer, there are sufficient tags available in the set-aside pool to allow for full (100%) allocation of deer tags relative to documented historic use (based upon 2018 and 2019 outfitted use) in MOST units. Those units where outfitted use exceeds 50% relative to the number of non-resident tags available may, by contrast, not have sufficient tags available for allocation as would be needed to meet historic use. In those units, the shortfall of tags available for allocation to outfitted hunters will need to be made up by purchasing nonresident deer tags from the non-resident pool for each unit.
 
Most Deer units will allow for an allocation of 100% of the historic outfitted use in that unit (based upon 2018 and 2019 outfitted use). Those units that will not have 100% allocation of historic use are those that have more than 50% outfitted use relative to the number of non-resident tags available. In those units, the shortfall of tags available for allocation to outfitted hunters will need to be made up by purchasing nonresident deer tags from the non-resident pool for each unit. To do this, you will need to purchase 25-40% (?) of that number of tags from the nonresident pool of tags available for sale starting December 1 at 10 am MST.
 

IOGA ZOOM MEETINGS

IOGA will hold two zoom meetings before these non-resident tags go on sale. The first meeting will be at 3:00PM Mountain Standard Time on Monday, November 23. The second meeting will be at 9 AM Mountain standard time Monday, November 30. The intent of these two meetings is to prepare Outfitters members with the information needed to understand the new proposal and what they need to do to purchase the tags they will/would need in order to cover the hunts that they would book/have booked.  
 
The first zoom meeting will cover the outline of the Fish And Game proposal (again, with the sound assumption it is adopted) and where the reduction in nonresident tags will produce a shortfall for outfitted operations, an outline of what actions can be taken by Outfitters to purchase tags to mitigate that shortfall, and how and when that needs to take place. The second zoom meeting will cover the last minute details before nonresident tags go on sale.
